C : \Users\l{em ant Dh awon\D e sktop\Fi -1 No. NH-15017/33/2019 – P&M Government of India Ministry of Road Transport & Highways (Planning Zone) Transport Bhawan, 1, Parliament Street, New Delhi – 110001 ___________________________________________________________________________________ Enclosure to the Planning Zone OM No. NH-15017/33/2019-P&M Subject: Standard Operating Procedure for installation of kilometer stone as per rationalization in the numbering system of NHs and thereby renumbered As you are aware, the numbering system of National Highways (NHs) were modified following revised principles vide Gazette of India Notification vide SO No. 542(E) dated 05.03.2010 and followed by consolidated notification related to renumbering of NHs vide Gazette of India Notification SO No. 689(E) dated 04.04.2011 regarding renumbering of NHs and subsequent amendment under Section 2 of the NH Act 1956 to the Schedule 1 of the NH Act 1956. The subsequent amendments in the Schedule-I to the NH Act, 1956 regarding the details of the NHs across the country contains number provided as per the revised set of principles laid down vide Ministry’s OM No. NH-14019/9/2007- P&M(Pt.) dated 20.05.2010. The brief on the same is at Annexure-A of the Data Sheet. 2. However, despite passage of 8 years following renumbering of then existing NHs vide Gazette of India notification vide SO No. 689(E) dated 04.04.2011, the combination of Old and New NHs numbers along the NHs are in use and in most of the cases the km stone and marking along the NHs are still being done as per Old NH nos. This has been posing difficulties in identification of specific sections of NHs vis-à-vis new NH numbers; besides, this would also pose difficulties in digitization/ geo-tagging of NHs, initiatives for which are also being taken up. 3. In view of the above, it has been decided to adopt following Standard Operating Procedure (SOP) for establishment of Chainage along the NHs as per new NH numbering system and laying of kilometer stones. 3.1. Implementation of the Work for establishment of Chainage along the NHs as per new NH numbering system and laying of kilometer stone / 5th Km stone / 200m stone (i) Concerned State/ UT PWDs dealing with National Highways (or their NH Wings) shall implement the works irrespective of the executing agencies with which such NHs are entrusted (e.g. NHAI/ NHIDCL, etc.). (ii) All other executing agencies shall furnish necessary information and provide assistances to the States/UTs Public Works Department dealing with National Highways. 3.3. Charging of expenditure towards meeting expenses for the said purpose The expenditure shall be met from funds separately allocated under Special Repair (SR) New sub-head under Maintenance and Repair (M&R) head (3054.01.337.01.02.27). Principles to be followed for Chainage determination (i) It is expected that the State/UT-wise separate Chainage determination shall benefit in easier data updating and maintenance, reduction in inter- dependability on sharing of information between various adjoining State/UTs through which a NH passes and thereby reduction in time taken for any road and allied activities, easier relative adjustment in chainage/ length in case of construction of bypasses/ change in alignment of a NH (as chainage within only such state/UT gets affected), no relative cascading impacts in chainage of such NHs in other States/ UTs due to such realignments/ construction of bypasses in other States/ UTs on the same NH. Therefore, the Chainage of an NH shall be determined State/UT-wise in which a particular NH is located independent of the chainages in adjacent/ other States/ UTs through which it passes, i.e. each of the States/ UTs shall have a ‘Zero’ chainage at the starting point of the NH in the particular State/ UT and chainages of other places are to be finalized w.r.t. such ‘Zero’ chainage in the State/ UT. (ii) The zero km of the NHs shall be in line with Origin and Destination as per starting point of the NHs as detailed in the Schedule-I of the NH Act, 1956. The list of NHs in the Country as per Schedule-I of the NH Act, 1956 is at Annexure-B of the Data Sheet. Example:- For NH-20 which passes starts from Bihar, passes through Jharkhand and terminates at Odisha State and which is notified as under: “The highway starting from its junction with NH-31 near Bakhtiyarpur connecting Bihar Sharif, Nawada, Rajauli in the State of Bihar, Kodarma, Barhi, Hazaribag, Ranchi, Khunti, Murhu, Chakradharpur, Chaibasa and Jaintgarh in the State of Jharkhand, Parsora, Kendujhargarh, Panikholi, Kuakhia, Jajpur, Aradi, Chandbali, Raj Kanika and terminating at Satabhaya in the State of Odisha.” For this, for the purpose of Chainage determination in Jharkhand State: Bihar Jharkhand Border near Koderma shall be Zero km and Jharkhand Odisha Border near Jaintgarh shall be L km, where L is the total length of NH 20 in the State of Jharkhand. Similarly Chainage determination in Bihar State:- Zero km shall be near Bakhtiyarour and L km shall be Bihar / Jharkhand Border. (iii) Modification in the Chainage (A). In case of extension of NHs beyond starting point of the existing NH (i.e. on the other side of ‘Zero’ chainage within the State/ UT) In such case, Chainage before the zero Chainage point of the existing NHs shall be taken as it is and chainage shall be extended from Zero in the direction of new NHs alongwith name of section. In case of extension of NHs beyond end point of the existing NH In such case, Chainage after the end Chainage point of the existing NHs shall extended in continuity for the NH section extended after the end Chainage point of existing NHs with continuation of numbering of km stones for the extended length. (C). In case of denotification of certain section of the existing NH In such case, there shall be no change in the Chainage after the denotification of the certain section of the existing NH. However, the total length of the modified NHs and the denotified section of such NHs shall be especially mentioned in all the reporting of the NH data. (D). In case of construction of byepasses /change in alignment If the Bypass has been constructed or under construction or bids have been invited after finalization of alignment then chainage shall be considered in continuity considering the bypass section as the part of alignment and excluding the existing section (which is being bypassed).In such sections, till completion of the bypass section, temporary km stone shall be fixed on the existing alignment starting from 0 near the start of the bypass.
