I) dated 01.03.2019 : In exercise of the power conferred by clause (s) of Section 2 of the Code of Criminal procedure. 1973 (2 of 1974), the Governor is pleased hereby to declare that on and from the date of publication of this Notification in the Official Gazette there shall be 25 Cyber Crime Police Stations having respective criminal court jurisdiction, as mentioned in the schedule below for the purpose of investigation of offences relating to the Information Technology Act, 2000 (Act 21 of 2000) and other relevant laws for the time being in force and for matters connected therewith or incidental thereto :-

Sub : Proposl for creation of a new Police Station at Bakultala after bifurcating of the existing Joynagar Police Station in South 24-Parganas district with creation of 28 (twenty eight) regular posts in different categories under the West Bengal Police and engagement of one part time Sweeper (Karmabandhu).

In terms of this Department’s Notification Nos. 638-PL dated 01.03.2019 and 639-PL dated 01.03.2018 Bakultala Police Station has been created in bifurcation of the existing Joynagar Police Station in South 24- Parganas District.

2) Now in cancellation of this Department’s earlier G.O. No. 2416-PL/PB/4P-26/01(Pt.) dated 09.08.2018 the undersigned is directed to say that creation of man power for manning the new Police Station at Bakultala was under active consideration of the Government for some time past. After careful consideration of the matter the Governor has been pleased to accord sanction to the creation of 28 (twenty eight) regular posts in different categories on temporary basis under West Bengal Police for a period of one year on the usual rate of pay and allowances for manning the new Police Station at Bakultala, as detailed hereunder :-

3) One part-time sweeper (Karmabandhu) may be engaged at a consolidated remuneration of Rs. 3000/- per month to be paid out of Contingency. 4) The posts as mentioned in para 2 above may be filled up on ovservance of extant recruitment rules. 5) The charge is debitable to the appropriate Head of Account in the Budget. 6) The order issues with the concurrence of the Finance Department vide their U.O. Nos. Group-P2/2017- 2018/0656 dated 12.10.2017 read with Group-P2/2017-2018/0177 dated 29.05.2017 and Finance Department’s Order No. 7284-F(P2)/FA/O/2M-I dated 27.11.2017. This has also been approved by the Cabinet held on 18.01.2018. 7) The Principal Accountant General (A & E), West Bengal is being informed.

Sub : Sanction of 5285 (five thousand two hundred eighty five) posts of Civic Volunteer in IB, W.B. by surrendering equal no. of posts from the existing sanctioned strength of Civic Volunteers in different units under West Bengal Police Directorate.

The undersigned is directed to refer to his Office Letter No. 783/SA/CS dated 04.10.2018 and to say that the proposal for sanction of 5285 (five thousand two hundred eighty five) posts of Civic Volunteer in IB, W.B. by surrendering equal no. of posts from the existing sanctioned strength of Civic Volunteers in different units under West Bengal Police Directorate, was under active consideration of the Government for some time past.

3) Further sub-distribution of the strength of Civic Volunteers from the strength shown above for erstwhile undivided Nadia Police District, Barasat Police District and Uttar Dinajpur Police District among the subsequent new Police Districts since created in bifurcation/trifurcation thereof may be proposed in due course. 4) The charge for the Civic Volunteers in IB, WB is debitable to the head of account ‘2055-00-101-001”. 5) This order is issued with the approval of the Additional Chief Secretary, Home & Hill Affairs Department.

In terms of this Department’s Notification No. 584-PL dated 26.02.2019 read with Notification No. 583-PL dated 26.02.2019 issued in supersesson of this Departmewnt’s Notification No. 3102-PL dted 10.10.2018 read with Notfication No. 3101-PL dated 10.10.2018 & Notification No. 613-PL dated 21.02.2018 read with Notification No. 612-PL date 21.02.2018, a new Police Station at Rajapur in the district of Howrah (Rural) has been created in bifurcation of the existing Uluberia Police Station in that district.

2) Now, the undersigned is directed by order of the Governor to say that the Governor is pleased to accord sanction to the creation of 29 (twenty nine) regular posts of different categories under West Bengal Police on the usual rates of pay and allowances for manning said Rajapur Police Station, as detailed hereunder :-

3) The Governor is also pleased to allow the engagement of one (1) Karmabandhu (Part-time sweeper) at a consolidated monthly remuneration of Rs. 3000/- (three thousand) only for the said Police Station to be paid out of contingency, vide Finance Department’s Memo. No. 7284-F(P2) dated 27.11.2017. 4) The posts referred in sl. 2 above may be filled up on ovservance of extant recruitment rules. 5) The charge is debitable to the appropriate Head of Account in the State Police Budget. 6) This order issues with the concurrence of the Finance Department vide their U.O. No. Gr.-P2/2017- 2018/0446, dated 03/08/2017 and approval of the Cabinet held on 27.11.2017. 7) The Pincipal Accountant General, West Bengal is being informed. 8) This order cancels this department’s previous G.O. The undersigned is directed to state that the Governor has been pleased to allow the drawal of cash compensation equivalent of 52 days pay and Dearness Allowances for Police Personnel in terms of Order No. 1818(2)-PL/PB/1P-1/10 dated 28th June 2019 in anticipation of allotment as a special case.

This order is issued with the concurrence of Finance Department vide U.O. No. Group P/2019-2020/0270 dated 02.07.2019.

Sub : Payment of cash compensation to police personnel of and below the rank of Deputy Superintendent of Police/Asstt. Commissioner of Police for deprivation weekly off days and gazetted holidays.

The undersigned is directed to say that the Governor, in partial modification of this department’s G.O. No. 8607-PL dated 25.08.1988 issued on the above subject, is pleased to approve the proposal for payment, in one lump of cash compensation equivalent to 52 (fifty two) days pay and dearness allowance to the police officers and police personnel of and below the rank of Deputy Superintendent/Asstt. Commissioner of Polce for deprivation of weekly off days and gazetted holidays for every completed year ending on 30th June of each year.

Other parts of the said G.O. No. 8607-PL dated 25.08.1988 shall remain unchanged until further order.

The expenditure in this connection shall be met from the appropriate head of account

This order shall be in force with immediate effect.

This order issues with the concurrence of Finance Department vide their U.O. No. 931, Group P2, dated 28.06.2019.
