NOTIFICATION

It has been felt necessary to set up District Vigilance Offices in the 3 (three) newly created districts of West Bengal namely Paschim , Jhargram and for supervising anti-corruption and vigilance activities in those districts.

Hence, after careful consideration of the matter, the Governor is hereby pleased to accord approval for creation of District Vigilance Offices in the aforesaid districts along with the creation of 16 (sixteen) regular posts of Police personnel as follows :-

Paschim Bardhaman Inspector of Police 01 (one) Sub-Inspector of Police 02 (two) 03 (three) Jhargram Inspector of Police 01 (one) Sub-Inspector of Police 01 (one) Constable 03 (three) Kalimpong Inspector of Police 01 (one) Sub-Inspector of Police 01 (one) Constable 03 (three)

This order is issued with the concurrence of the Finance Department vide their U.O. No. Group P2/2018-2019/0162 dated 24/05/2018 and along with the approval of Cabinet vide Cabinet Decision No. U.O. No. CAB(D)-1076 dated 14/08/2018.

The mode of engagement as defined in the Department’s order No. 11-PL dated 02/01/2018 and 12-PL dated 02/01/2018 should be read as “Civic Volunteer of Special category from Sports and placed in common list of civic volunteer” in place of “Special Civic Volunteer”.

Other portions of the said G.O. remain unchanged.

Sub. : Proposal for providing Government employment / enrolment every year in favour of the Sports category winners of (i) Jungle Mahal Cup, (ii) Himal-- Sports Festival and (iii) Cup.

Sir,

A proposal for providing Government employment / enrolment every year in favour of the Sports category winners of the 3 (three) Zonal Sports Events viz. (i) Jungle Mahal Cup, (ii) Himal- Terai-Dooars Sports Festival and (iii) Sundarbans Cup has been under active consideration of the Government for some time past.

Now, the Governor is pleased to approve the proposal for providing Government employment / enrolment, to the winners, male & female of (i) Jungle Mahal Cup every year from 5 (five) Districts viz. , , West Medinipur, Birbhum and Jhargram, (ii) Himal- Terai-Dooars Sports Festival every year from Alipurduar, & Districts and Police Commissionerate and (iii) Sundarban Cup every year from the erstwhile South 24-Parganas District and North 24-Parganas District, as special Civic Volunteers abiding by the relevant terms & conditions / guidelines therefor.

2. This order is issued with the approval of the Principal Secretary, Home & Hill Affairs Department.

3. Principal Accountant General, West Bengal, is being informed.

In pursuance of this Department’s G.O. No. 11-PL/PB-14M-01/2017(Pt.) dated 02/01/2018, a proposal for providing government employment / enrolment in favour of Sports category winners of the 3 (three) Zonal Sports Events viz. (i) Jungle Mahal Cup, (ii) Himal-Terai- Dooars Sports Festival and (iii) Sundarbans Cup – all for the year 2016-17, has been considered by the Government.

(a) I am now directed by order of the Governor to say that the Governor is pleased to approve the proposal for providing Government employment / enrolment to a total number of 236 (two hundred thirty six) winners, male & female, in the Jungle Mahal Cup 2016-17 from 5 (five) Districts viz. Purulia, bankura, West Medinipur, Birbhum and Jhargram as shown below, as Special Civic Volunteers from the approved number of enrolment for Civic Volunteers in West Bengal Police abiding by the relevant terms & conditions / guidelines therefor :-

(b) I am further directed by order of the Governor to say that the Governor is further pleased to approve the proposal for similar employment / enrolment as Special Civic Volunteers from the approved number of enrolment for Civic Volunteers in West Bengal police abiding by the relevant terms & conditions / guidelines therefor, in respect of the 193 (one hundred ninety three) number of winners, male & female, in Himal-Terai- Dooars Sports Festival 2016-17 as communicated by the memo. No. 243 Org / Org- 37/17 dated 08/02/2017 of the West Bengal Police Directorate (copy enclosed).

(c) I am further directed by order of the Governor to say that the Governor is further pleased to approve the proposal for similar employment / enrolment as Special Civic Volunteers from the approved number of enrolment for Civic Volunteers in West Bengal Police abiding by the relevant terms & conditions / guidelines therefor in respect of the 60 (sixty) number of winners, male & female in Sundarban Cup 2016-17 organised in erstwhile South 24-Parganas District and North 24-Parganas District as communicated by the Memo. No. 15465 Org/Org-295/2017 dated 14/12/2017 of the West Bengal Police Directorate (copy enclosed).

Sub. : Proposal for filling up of 206 (two hundred six) temporary posts in different categories under West Bengal Police and engagement of 21 (twenty one) part-time karmabandhu in favour of Howrah (Rural) Police District.

Ref. : His Memo. No. 902-ORG dated 13/06/2017.

Finance Department vide U.O. No. 2544 Gr. P2 dated 24/10/13 agreed for creation of additional 677 (six hundred seventy seven) posts of different categories for Howrah (Rural) Police District in two phases – 333 (three hundred thirty three) in the first phase and 344 (three hundred forty four) in the second phase and filling up of the posts of 1st phase in the financial year 2013-14 and filling up of the posts of 2nd phase in the financial year 2014-15. The proposal was approved by the Cabinet held on 16/12/2013. Government Order for creation and filling up of 333 posts in the first phase was issued vide No. 311-PL dated 27/01/2014. Government Order for creation of 316 posts of different categories under West Bengal Police and engagement of 28 (twenty eight) part time sweeper of 2nd phase was issued vide G.O. No. 1357-PL dated 20/05/2014. Out of 316 (three hundred sixteen) posts in 2nd phase. 100 (one hundred) posts in different categories under West Bengal Police and engagement of 07 (seven) part-time sweeper was issued vide No. 2915-PL dated 09/10/2014.

2) Now, the undersigned is directed by order of the Governor to say that the Governor is pleased to accord sanction to the creation of remaining 216 (two hundred sixteen), i.e. (316-100) temporary posts in different categories under West Bengal Police and engagement of 21 (twenty one) part-time karmabandhu in favour of Howrah (Rural) Police District on the usual rates of pay and allowances, as detailed hereunder :-

3) The Governor is also pleased to allow the engagement of twenty one (21) Part-time Karmabandhu at a consolidated monthly remuneration of Rs.3000/- (three thousand) only in favour of Howrah (Rural) police district to be paid out of contingency in terms of Finance Department’s Memo. No. 7284-F(P2) dated 27/11/2017.

4) The posts referred to in sl. 2 above may be filled up on observance of extant recruitment rules.

5) The charge is debitable to the appropriate Head of Account in the Budget.

6) This order issues with the concurrence of the Finance Department vide their U.O. No. Gr. P2 / 2017-2018 / 0677, dated 18/10/2017 and approval of the Cabinet held on 10/10/2018.

7) The Principal Accountant General, West Bengal is being informed.
