The lawsuit settlement, which was reached in 2006, 32 requires NIRPC to have an independent ADA review each year of 33 all its subgrantees; that is, all the public transit providers 34 for whom NIRPC provides monitoring and oversight.

Both professionals and volunteers comprised the staff including members of the East Chicago police and fire departments. Those working with the program submit that the Junior Police members have been involved in fewer incidents of delinquency than non-members.
