Nationalism in Europe, 1815 to the Present NATIONALISM IN EUROPE, 1815 TO THE PRESENT Nationalism has become so integral a part of life in Europe today that it is virtually impossible not to identify oneself with a nation state, and yet nationalism is historically a modern phenomenon. Joseph Conrad, Under Western Eyes (1911)1 I against my brother I and my brother against our cousin I, my brother and our cousin against the neighbours, All of us against the foreigner Bruce Chatwin, The Songlines (1988)2 Nationalism has become so integral a part of life in Europe today that it is virtually impossible not to identify oneself with a nation state: we think of ourselves as Italians, French or English; we have been prepared to fight wars to affirm the independence or rights of our nation against what we regard as the threats of other states or, tragically, other ‘ethnically’ different peoples, such as Serbs, Croats and Bosnian Muslims, Armenians or Azers. To belong to a nation state has become so natural that, on the one hand, almost any people capable of articulating its identity as a nation and its sense of persecution by the existing state demands the right to independence and a territory, while on the other hand nation states build political and legal barriers to exclude all but their own citizens. The passport—in origin a passe-partout issued to protect the traveller— has now become an obligatory document of legal existence, symbol of this dependence of the individual on the nation state, so inconceivable is the concept of ‘statelessness’. Three different elements have become inextricably superimposed in our understanding of the nation state: the nation, as a collective identity; the state as an expression of political independence; and the 1 STUART WOOLF territory as a geographical area with frontiers demarcating the necessary coincidence between nation and state. Yet nationalism, in its identification of a people with the territorial nation state, is a historically modern phenomenon, generally accepted as dating from the French Revolution. ‘Patriotism’, in the sense of a readiness to sacrifice oneself for one’s community (king, country…), has a far older lineage, from the Roman patria to medieval kingdoms (Kantorowicz, 1984), but it was an expression of individual loyalty (or, at most, the self- identification of a group, such as the Polish szlachta, with the ‘nation’), not the collective action of a people. ‘National characteristics’ (also used by nationalists in support of the continuity of the distinctive identity of peoples) form part of a well- established and distinguished literary rhetoric, dating back to the sixteenth century, when Shakespeare and Montaigne employed the expression as a commonplace means of categorizing the differences between the new-found strength and identity of the early modern dynastic states. Far more recent, and part of the nationalist self- image, is the claim that national patriotism is a primordial instinct, like the family, inherently superior to other loyalties, and that the ‘nation’ is a ‘natural’ unit that has always existed, albeit for long in a passive and dormant state. THE HISTORIOGRAPHY OF NATIONALISM From the earliest expressions of modern nationalism, historians, antiquarians and savants played a significant part in articulating a sense of national identity through their researches aimed at discovering (or inventing) the distant origins and ancient glories of their people. History, language, folklore, territory, culture or religion could all be used to demonstrate the past traditions of a nation, symbolic evidence of its historic continuity and hence its authenticity. But far more important in the diffusion of the ideological affirmation of the ‘naturalness’ and inevitability of the nation state was the role of academic historians. Clearly by the 1840s, but almost uninterruptedly from the later nineteenth century until the second world war, such historians (for example, Heinrich von Treitschke) intepreted the history of their country in a teleological manner, as culminating inevitably in the nation state, whether monarchical or republican. The ‘destiny’ of the nation not only 2 INTRODUCTION explained its past, but often justified the state’s imperialist ambitions. For in reality, in these interpretations the state embodied and incorporated the nation. Hegel’s dictum—‘nations may have had a long history before they finally reach their destination—that of forming themselves into states’ (Gellner, 1983, p. 48)—became the interpretative canon not just of German historians, starting with Ranke (for whom the state had moral, almost theological connotations), but throughout Europe, culminating in the heyday of positivist historiography. It formed part of the process of deliberate ‘nation-building’, which spread through Europe in the later nineteenth and twentieth centuries as the political elites sought to strengthen the ties of their peoples to the old and newly formed nation states. It would be erroneous and unjust to accuse these historians of deliberately distorting their national past (although there were those, like the Englishman John Seeley or the Italian Gioacchino Volpe, who were too easily attracted to the political power respectively of imperialism and fascism). Rather, the very triumph of the nation state confirmed and consolidated nationalist historiography in all countries. The assumption that a ‘national spirit’ could be followed like a red thread through the centuries, laid down with academic authority to a lay audience by Ernest Lavisse in France, J.R.Green in England, Pietro Silva in Italy, became, through endless simplification and repetition in school and family, uncritical dogma. Historians thus contributed, at the best, to the pride and collective ideals intrinsic to a sense of national sentiment; but also, at the worst, to the aggressive political projects of extremist rightwing regimes, such as those that dominated the 1930s (Kennedy, 1974; Lanaro, 1993). The first world war, resulting in the disappearance of the multinational empires of eastern and central Europe and the affirmation of the principle of ‘self-determination’, strongly influenced historical interpretations. For self-determination, however imperfectly applied and whatever the problems of ethnic minorities that it brought to the forefront (P.Smith et al., 1991), appeared to confirm the legitimacy of nationalist claims about the existence of the nation as a primordial factor, a demiurge outside history. Hans Kohn, the most productive historian of nationalism of the interwar period, could still write after the second world war, at the end of a long and distinguished career: ‘What remains constant in nationalism through all its changes is the demand

Nationalism is used here as an analytical term, rather than in the usual popular pejorative sense. By tracing the various expressions of contemporary Chinese nationalism, this article argues that nationalism is one of the key enduring driving forces which have shaped Chinese foreign policy over the period; as China increasingly integrates herself into this globalized and interdependent world and Chinese confidence grows, the current expression of Chinese nationalism is taking a more positive form, which incorporates an expanding component of internationalism. In recent years, nationalism has been one of the key focuses in the study of China’s foreign policy. In the 1990s, several Chinese writers started to invoke the concept of nationalism, both in their study of Chinese foreign policy and in their prescriptions for the Chinese foreign policy. Likewise, in English-language scholarship the study of Chinese nationalism largely sets the parameters of the debate about the future of Chinese foreign policy and the world’s response to a rising China. An overarching theme of this Western discourse is a gloomy concern with the worrisome nature of recent expressions of Chinese nationalism. Samuel P. The article was noticed and included in the II edition of Stefan Kieniewicz’s preeminent work on the January Uprising2. A few years later, I advanced a thesis claiming that Kętrzyński restored his Polishness in an evolutionary way, and not – as he wrote – as a result of his sister’s letter in which she revealed that their father’s name was Kętrzyński, and so they were Poles, not Winklers – Germans3. In 1968, in the Os- solineum Library in Wrocław, I found 5 of his notebooks with his juvenile poetry. At that time, together with Antoni Łukaszewski, retired employee of the Region- al State Archives in Olsztyn, we could support the view established in 1970 with new sources.4 Since that time, several decades have passed.     FORUM Capetian France (987–1328) Introduction Damien Kempf If “France is a creation of its medieval history,”1 the rule of the Cape- tian dynasty (987–1328) in particular is traditionally regarded as the beginning of France as a nation.2 Following the narrative established by Joseph Strayer’s influential bookOn the Medieval Origins of the Mod- ern State, historians situate the construction of the French nation- state in the thirteenth century, under the reigns of Philip Augustus (1180– 1223) and Louis IX (1226–70). Territorial expansion, the development of bureaucracy, and the centralization of the royal government all con- tributed to the formation of the state in France.3 Thus it is only at the end of a long process of territorial expansion and royal affirmation that the Capetian kings managed to turn what was initially a disparate and fragmented territory into a unified kingdom, which prefigured the modern state. In this teleological framework, there is little room or interest for the first Capetian kings. The eleventh and twelfth centuries are still described as the “âge des souverains,” a period of relative anarchy and disorder during which the aristocracy dominated the political land- scape and lordship was the “normative expression of human power.”4 Compared to these powerful lords, the early Capetians pale into insignifi- cance. They controlled a royal domain centered on Paris and Orléans and struggled to keep at bay the lords dominating the powerful sur- rounding counties and duchies.     Cultural Experimentation as Regulatory Mechanism in Response to Events of War and Revolution in Russia (1914-1940) Anita Tárnai Submitted in partial fulfillment of the requirements for the degree of Doctor of Philosophy in the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2014 © 2014 Anita Tárnai All rights reserved ABSTRACT Cultural Experimentation as Regulatory Mechanism in Response to Events of War and Revolution in Russia (1914-1940) Anita Tárnai From 1914 to 1940 Russia lived through a series of traumatic events: World War I, the Bolshevik revolution, the Civil War, famine, and the Bolshevik and subsequently Stalinist terror. These events precipitated and facilitated a complete breakdown of the status quo associated with the tsarist regime and led to the emergence and eventual pervasive presence of a culture of violence propagated by the Bolshevik regime. This dissertation explores how the ongoing exposure to trauma impaired ordinary perception and everyday language use, which, in turn, informed literary language use in the writings of Viktor Shklovsky, the prominent Formalist theoretician, and of the avant-garde writer, Daniil Kharms. While trauma studies usually focus on the reconstructive and redeeming features of trauma narratives, I invite readers to explore the structural features of literary language and how these features parallel mechanisms of cognitive processing, established by medical research, that take place in the mind affected by traumatic encounters. Central to my analysis are Shklovsky’s memoir A Sentimental Journey and his early articles on the theory of prose “Art as Device” and “The Relationship between Devices of Plot Construction and General Devices of Style” and Daniil Karms’s theoretical writings on the concepts of “nothingness,” “circle,” and “zero,” and his prose work written in the 1930s.

Publisher’s version: http://asr.sagepub.com/content/81/5/949 Varieties of American Popular Nationalism Bart Bonikowski Harvard University Paul DiMaggio New York University Abstract Despite the relevance of nationalism for politics and intergroup relations, sociologists have devoted surprisingly little attention to the phenomenon in the United States, and historians and political psychologists who do study the United States have limited their focus to specific forms of nationalist sentiment: ethnocultural or civic nationalism, patriotism, or national pride. This article innovates, first, by examining an unusually broad set of measures (from the 2004 GSS) tapping national identification, ethnocultural and civic criteria for national membership, domain- specific national pride, and invidious comparisons to other nations, thus providing a fuller depiction of Americans’ national self-understanding. Second, we use latent class analysis to explore heterogeneity, partitioning the sample into classes characterized by distinctive patterns of attitudes. Conventional distinctions between ethnocultural and civic nationalism describe just about half of the U.S. population and do not account for the unexpectedly low levels of national pride found among respondents who hold restrictive definitions of American nationhood. A subset of primarily younger and well-educated Americans lacks any strong form of patriotic sentiment; a larger class, primarily older and less well educated, embraces every form of nationalist sentiment. Controlling for sociodemographic characteristics and partisan identification, these classes vary significantly in attitudes toward ethnic minorities, immigration, and national sovereignty. Finally, using comparable data from 1996 and 2012, we find structural continuity and distributional change in national sentiments over a period marked by terrorist attacks, war, economic crisis, and political contention.

Miceli** Abstract: Throughout history, religious and political authorities have had a mysterious attraction to each other. Rulers have established state religions and adopted laws with religious origins, sometimes even claiming to have divine powers. We propose a political economy approach to theocracy, centered on the legitimizing relationship between religious and political authorities. Making standard assumptions about the motivations of these authorities, we identify the factors favoring the emergence of theocracy, such as the organization of the religion market, monotheism vs. polytheism, and strength of the ruler. We use two sets of data to test the implications of the model. We first use a unique data set that includes information on over three hundred polities that have been observed throughout history. We also use recently available cross-country data on the relationship between religious and political authorities to examine these issues in current societies. The results provide strong empirical support for our arguments about why in some states religious and political authorities have maintained independence, while in others they have integrated into a single entity. The barriers to inclusive political rule, Ziblatt finds, were not inevitably overcome by unstoppable tides of socioeconomic change, a simple triumph of a growing middle class, or even by working class collective action. Instead, political democracy’s fate surprisingly hinged on how conservative political parties – the historical defenders of power, wealth, and privilege – recast themselves and coped with the rise of their own radical right. With striking modern parallels, the book has vital implications for today’s new and old democracies under siege. Daniel Ziblatt is Professor of Government at Harvard University where he is also a resident fellow of the Minda de Gunzburg Center for European Studies. He is also currently Fernand Braudel Senior Fellow at the European University Institute. His first book, Structuring the State: The Formation of Italy and Germany and the Puzzle of Federalism (2006) received several prizes from the American Political Science Association. He has written extensively on the emergence of democracy in European political history, publishing in journals such as American Political Science Review, Journal of Economic History, and World Politics.

    Nationalism and Authoritarianism: Genealogies and Morphologies Proposed Joint Doctoral Fellowships (funded by the Intellectual Themes Initiative) The rise of authoritarian and populist politics in the last decade has called for new theoretical and methodological approaches in the study of nationalism. In the past, social science literature on authoritarian politics had been compartmentalized along disciplinary as well as regional lines. Scholarship in the field had been marked by the absence of crossdisciplinary and crossregional dialogue. History and political science approaches were often regarded as separate fields of study which significantly limited the comparative analysis of authoritarianism and nationalism. These proposed joint doctoral fellowships are intended to bring together students and faculty researching nationalism from different methodological perspectives, with a particular focus on the complex and ramified relationship between authoritarianism and nationalism. The main objective of the interdepartmental cooperation is to integrate different disciplinary approaches in order to facilitate the comparative, global and interdisciplinary study of authoritarian and populist variations of nationalist politics. The study plan is designed to help students to inventively combine conceptual and methodological tools to generate genuinely new insights into the genealogies and morphologies of authoritarian and nationalist politics through cutting-edge comparative research. Nationalism Studies is an inherently interdisciplinary field, combining a variety of approaches in order to probe specific questions from different, often complementary, angles. At the master’s level, the Nationalism Studies Program mediates between many disciplines, including History and Political Science, and these proposed joint doctoral fellowships aim to reinforce this mediating role at the doctoral level, enabling students to explore the role of nationalism in framing, constituting, and bolstering authoritarian political systems.
