The author states the relevance of the problem of multiculturalism for the Ukrainian education system, defines the range of the most discussed scientific problems and states the limited scope of work where the problem of multiculturalism was considered from a historical and pedagogical perspective. In paper the author states the presence of this educational trend in the middle of the twentieth century, which has created certain preconditions for the modern implementation of the concept of multicultural education. The article considers educational internationalism as a dual concept, which, on the one hand, promoted fraternity, commonwealth and mutual respect, and on the other hand, irreconcilability towards representatives of other (non-socialist) political views. Therefore, the author is convinced that it is impossible to identify the ideas of internationalism and multiculturalism in education. International education laid the foundations for the creation of a certain social community on the territory of the USSR, however, both external and internal problems associated with the existence of various nations/ethnic groups were solved exclusively on a class (and therefore irreconcilable) basis. On the other hand, the educational concept of multiculturalism deprives the educational discourse of any enmity, opposition of some groups to others, struggle with each other, instead of promoting the ideas of social tolerance, civic values, mutual respect and cooperation. -

The Chinese during the Exclusion Era The Chinese became victims of American racism after they arrived in Him Lai Mark California in large numbers during the mid nineteenth century. Mainstreaming Radical Politics in Sri Lanka: The case of JVP post-1977 Nirmal Ranjith Dewasiri Abstract This article provides a critical understanding of dynamics behind the roles of the People’s Liberation Front (JVP) in post-1977 Sri Lankan politics. Having suffered a severe setback in the early 1970s, the JVP transformed itself into a significant force in electoral politics that eventually brought the United People’s Freedom Alliance (UPFA) to power. This article explains the transformation by examining the radical political setting and mapping out the actors and various movements which allowed the JVP to emerge as a dominant player within the hegemonic political mainstream in Sri Lanka. Furthermore, it also highlights the structural changes in JVP politics and its challenges for future consolidation. Introduction The 1977 general election marked a major turning point in the history of post-colonial Sri Lanka. While the landslide victory of the United National Party (UNP) was the most important highlight of the election results, the shocking defeat for the old leftist parties was equally important. Both the victory of the UNP and the defeat of the left were symbolic. The left’s electoral defeat was soon followed by the introduction of new macro-economic policy framework under the UNP’s rule, which replaced protective economic policy framework that was endorsed by the Left.1 Ironically enough, as if to dig its own grave, the same UNP government helped People’s Liberation Front (JVP), which became a formidable threat to the smooth implementation of the new economic policies, to re-enter into the political mainstream by way of freeing its leadership from the prison. -

Publisher’s version: http://asr.sagepub.com/content/81/5/949 Varieties of American Popular Nationalism Bart Bonikowski Harvard University Paul DiMaggio New York University Abstract Despite the relevance of nationalism for politics and intergroup relations, sociologists have devoted surprisingly little attention to the phenomenon in the United States, and historians and political psychologists who do study the United States have limited their focus to specific forms of nationalist sentiment: ethnocultural or civic nationalism, patriotism, or national pride. This article innovates, first, by examining an unusually broad set of measures (from the 2004 GSS) tapping national identification, ethnocultural and civic criteria for national membership, domain- specific national pride, and invidious comparisons to other nations, thus providing a fuller depiction of Americans’ national self-understanding. Second, we use latent class analysis to explore heterogeneity, partitioning the sample into classes characterized by distinctive patterns of attitudes. Conventional distinctions between ethnocultural and civic nationalism describe just about half of the U.S. population and do not account for the unexpectedly low levels of national pride found among respondents who hold restrictive definitions of American nationhood. A subset of primarily younger and well-educated Americans lacks any strong form of patriotic sentiment; a larger class, primarily older and less well educated, embraces every form of nationalist sentiment. Controlling for sociodemographic characteristics and partisan identification, these classes vary significantly in attitudes toward ethnic minorities, immigration, and national sovereignty. Finally, using comparable data from 1996 and 2012, we find structural continuity and distributional change in national sentiments over a period marked by terrorist attacks, war, economic crisis, and political contention. -

1 The Centralia The Origin and the Basics o see what China is and represents takes one to an ocean of information Tabout 20 percent of the humankind living on a continent over millennia. Appropriate to its mountainous volume, the existing knowledge of China is defiled by countless myths and distortions that often mislead even the most focused about China’s past, present, and future. Generations of students of China have translated and clarified much of the Chinese mystique. Many sturdy Chinese peculiarities, however, persist to impede standardization and general- ization of China studies that still critically need more historically grounded researches (Perry 1989, 579–91). To read the Chinese history holds a key to a proper understanding of China. Yet, the well-kept, rich, and massive Chi- nese historical records are particularly full of deliberate omissions, inadvertent inaccuracies, clever distortions, and blatant forgeries. A careful, holistic, and revisionist deciphering of the Chinese history, therefore, is the prerequisite to opening the black box of Chinese peculiarities. The first step is to clarify the factual fundamentals of China, the Centralia, that are often missed, miscon- strued, or misconceived. The revealed and rectified basics inform well the rich sources and the multiple origins of China as a world empire. This chapter thus explores the nomenclature, the ecogeography, the peoples, and the writing of history in the Chinese World. The starting point is the feudal society prior to the third century BCE, the pre-Qin Era when the Eastern Eurasian continent was under a Westphalia-like world order. The Chinese Nomenclature: More than Just Semantics China (Sina in Latin, Cīna in Sanskrit, and Chine in French) is most prob- ably the phonetic translation of a particular feudal state, later a kingdom in today’s Western China (䦎⚥ the Qin or the Chin, 770–221 BCE) that 9 © 2017 State University of New York Press, Albany 10 The China Order became an empire and united and ruled the bulk of East Asian continent (䦎㛅 221–207 BCE). -

The Infirmity of Social Democracy in Postcommunist Poland A cultural history of the socialist discourse, 1970-1991 by Jan Kubik Assistant Professor of Political Science, Rutgers University American Society of Learned Societies Fellow, 1990-91 Program on Central and Eastem Europe Working Paper Series #20 January 1992 2 The relative weakness of social democracy in postcommunist Eastern Europe and the poor showing of social democratic parties in the 1990-91 Polish and Hungarian elections are intriguing phenom ena. In countries where economic reforms have resulted in increasing poverty, job loss, and nagging insecurity, it could be expected that social democrats would have a considerable follOwing. Also, the presence of relatively large working class populations and a tradition of left-inclined intellec tual opposition movements would suggest that the social democratic option should be popular. Yet, in the March-April 1990 Hungarian parliamentary elections, "the political forces ready to use the 'socialist' or the 'social democratic' label in the elections received less than 16 percent of the popular vote, although the class-analytic approach predicted that at least 20-30 percent of the working population ... could have voted for them" (Szelenyi and Szelenyi 1992:120). Simi larly, in the October 1991 Polish parliamentary elections, the Democratic Left Alliance (an elec toral coalition of reformed communists) received almost 12% of the vote. Social democratic parties (explicitly using this label) that emerged from Solidarity won less than 3% of the popular vote. The Szelenyis concluded in their study of social democracy in postcommunist Hungary that, "the major opposition parties all posited themselves on the political Right (in the Western sense of the term), but public opinion was overwhelmingly in favor of social democratic measures" (1992:125). -

6 Pilgrimage and Hui Muslim Identity in the Republican Era Yuan-lin Tsai Abstract Pilgrimage (hajj) is the fifth pillar of Islam and the most important symbol of unity of the Muslim ‘Community’ (‘Ummah’). When pan- Islamism and Chinese nationalism met in the early twentieth century, it is interesting to see how the Chinese pilgrims, and the Chinese Muslims as a whole, understood and responded to the Islamic revivalist call to the unity of the Community and the Chinese nationalist voice to build a new nation-state. This chapter explores the relationships between these two forces by researching original official documents, news reports, memoirs, and other biographical materials regarding the Hui Muslims’ pilgrimage experience. It concludes that Hui Muslim pilgrims’ choice is not an either/or question, but a mixture of pan-Islamism and Hui patriotism. Keywords: pilgrimage, Mecca, Hui, Uighur, pan-Islamism, Wahhabi Introduction Islam in China has not yet been a well-explored field despite some ground- breaking books and articles that have been published in Chinese, Japanese, and various Western languages during the last two decades. The scholars in this field have usually made their own efforts in an isolated fashion and have not integrated into the academic communities of either Islamic studies or Chinese studies. This is also true for the studies of the Chinese Muslims’ pilgrimage (hajj). In the two most comprehensive historical works on the pilgrimage – Peters’ The Hajj: The Muslim Pilgrimage to Mecca and the Holy Places (1994) and Wolfe’s One Thousand Roads to Mecca: Ten Centuries of Travelers Writing about the Muslim Pilgrimage (1997) – there is no mention of the Chinese Muslims’ pilgrimage journey. -

Nationalism and Authoritarianism: Genealogies and Morphologies Proposed Joint Doctoral Fellowships (funded by the Intellectual Themes Initiative) The rise of authoritarian and populist politics in the last decade has called for new theoretical and methodological approaches in the study of nationalism. In the past, social science literature on authoritarian politics had been compartmentalized along disciplinary as well as regional lines. Scholarship in the field had been marked by the absence of crossdisciplinary and crossregional dialogue. History and political science approaches were often regarded as separate fields of study which significantly limited the comparative analysis of authoritarianism and nationalism. These proposed joint doctoral fellowships are intended to bring together students and faculty researching nationalism from different methodological perspectives, with a particular focus on the complex and ramified relationship between authoritarianism and nationalism. The main objective of the interdepartmental cooperation is to integrate different disciplinary approaches in order to facilitate the comparative, global and interdisciplinary study of authoritarian and populist variations of nationalist politics. The study plan is designed to help students to inventively combine conceptual and methodological tools to generate genuinely new insights into the genealogies and morphologies of authoritarian and nationalist politics through cutting-edge comparative research. Nationalism Studies is an inherently interdisciplinary field, combining a variety of approaches in order to probe specific questions from different, often complementary, angles. At the master’s level, the Nationalism Studies Program mediates between many disciplines, including History and Political Science, and these proposed joint doctoral fellowships aim to reinforce this mediating role at the doctoral level, enabling students to explore the role of nationalism in framing, constituting, and bolstering authoritarian political systems. -

SMITH A COMPILATION OF A SERIES OF PROGRAMS ON RADIO FREE ASIA TIBETAN SERVICE 1 CHINA’S TIBET1 THE TRANSFORMATION OF TIBETAN NATIONAL IDENTITY This article is a revised and updated synopsis of a series of RFA “Expert on Tibet” programs, originally broadcast in 2000, on China’s attempt to transform Tibetan national and cultural identity, to integrate Tibet into China, and to transform Tibetans into Chinese. The title of the series, “China’s Tibet,” refers to the way in which Tibet is described in Chinese propaganda as a possession of China. “China’s Tibet” means that China claims ownership over Tibet. The terminology of “China’s Tibet” or China’s “ownership” of Tibet reveals that even China unintentionally admits that China and Tibet are separate political entities. It is only because Tibet is not the same national, cultural, or political entity as China that China has to characterize Tibet as owned by China. China’s official statements and propaganda in English invariably refer to Tibet as “China’s Tibet,” or sometimes as “Tibet, China.” The PRC's foremost state-sponsored academic journal on Tibet is titled China's Tibet. A recent (1997) official Chinese version of Tibet's history is titled The Historical Status of China's Tibet. The PRC’s official website on Tibet is China’s Tibet Information Center. The possessiveness revealed by Chinese terminology about Tibet is most obvious in the title of the PRC's 1992 State Council White Paper on Tibet: "Tibet--Its Ownership and Human Rights Situation." China even insisted that the Chinese version of the classic French comic, Tintin in Tibet, should be "Tintin in China's Tibet," until the original publisher objected. -
