FOUNDING MEMBER NETWORK SUPPORTING EUROPEAN AVIATION MANAGER

1. SUMMARY

Traffic in November 2019 decreased by 1.9% compared to November 2018 and was below the low forecast published in October 2019. The decrease reflected a deteriorating economic situation, trade tensions, political unrest along with the aftermath of the recent airline failures, namely Thomas Cook. Additionally, a two-day industrial action at Lufthansa (8-9 November) accelerated the decline in ’s local traffic which was down 7% (-382 flights/day) in November.

Only two states added more than 50 flights daily to the network with and as the top contributors.

En-route ATFM delays (8,475 min/day) decreased by 36.3% and airport ATFM delays (9,488 min/day) decreased by 39.1% compared to November 2018. There were, on average, 160 daily flights with an en-route ATFM delay of at least 15 minutes (-46.8% compared to November 2018).

Highlights include: Tenerife North connected to the network as Advanced ATC Tower airports on 21 November.

En-route: • ATC capacity issues in Karlsruhe, , and ACCs; • Staffing shortage in Karlsruhe, Nicosia and Marseille ACCs; • Italian ATC industrial action on 25 November.

Airport: • Low visibility impacted operations strongly at /Heathrow and /Schiphol airports.

The average en-route ATFM delay per flight in the NM areai in November was 0.32 min/flt, which is above the corresponding monthly guidelineii value of 0.17 min/flt. The average YTD en-route ATFM delay per flight in 2019 in the NM areai is 1.60 min/flt which is three times the corresponding guideline of 0.52 min.

Average ATFM delay per flight decreased from 1.6 min/flt in Airport weather (33.5%), en-route ATC capacity (24.2%), en- October 2019 to 0.7 min/flt in November 2019. route ATC staffing (14.1%) and airport capacity (13.0%) were the main causes of ATFM delays in November 2019.

En-route ATC staffing is above its last year’s level. The main contributors are: En-route weather (-24.3%) in Vienna, Marseille, Karlsruhe, and ACCs; En-route events (-65.1%) in Bordeaux and Bucuresti ACCs; En-route disruptions (-76.6%) in Madrid ACC; En-route capacity (-32.3%) in Karlsruhe, Nicosia, Bremen, Langen and London ACCs; En-route ATC disruptions (-44.8%) in Marseille, Brest, Bordeaux, and Langen ACCs; En-route ATC staffing (-2.9%) in Marseille, Karlsruhe, Vienne, Brussels and Reims ACCs; En-route ATC capacity (+9.4%) in Karlsruhe, Budapest, Vienna, Barcelona, Bremen, Zagreb and Langen ACCs.
