Osip Mandelstam (1971: 50) N The Language of the Inka since the European Invasion (1991), I argued that the descendants of the Inkas, modern Southern Peruvian Quechua speak- Iers, are “a nation surrounded,” to use a phrase from the Peruvian novelist José María Arguedas (1968: 296), in two senses: first and more obviously, South- ern Peruvian Quechuas live in an institutional world mediated by the language of their conquerors, Spanish. The conquistadores brought along not only priests and interpreters but a public notary whose job it was to record the legal proto- cols of conquest. From that moment on, native Andeans became the objects of encompassing discourses that have not only shaped colonial and national poli- cies toward the native peoples but, in the legal and commercial arenas, also determined the fates of individual households and communities. For example, the judicial proceedings through which native lands passed into the possession of Spanish colonists were held in Spanish, and the archives are rife with cases in which even the notices of the proceedings were served on native Andean com- munities in Spanish. -

Elections. Puno Region. P2 P3 P4 Editorial PUNO Puno is one of the culturally richest and economically poorest regions of Peru. This Newsletter depicts its political - electoral landscape. First, data shows that regional elections can be won with a very much reduced voting percentage. In fact, in 2006 they were won with less than 20% of votes, the lowest percentage obtained by a regional government. This corresponds to the fragmentation of electoral population. In Puno, 10 dierent political organizations were elected to 13 Puno province municipalities. The 93 district municipalities were distributed among 20 organizations (that is, each one got in average four and a half districts). This fragmentation shows how incapable political organizations are to aggregate and articulate their interests. This is even more serious in a region with such high poverty and inequality. In fact, representation fragmentation only benets large economic interests. Besides, there is a break in Peru between national political parties and regional or municipal organizations. National parties that got elected to Congress did not attract even half of the Puno ballots in the Regional and Municipal Elections. A- few months after the Presidential Election, Partido Aprista Peruano did not get a single Puno province municipality and- only 15 out of the 93 districts. -

LA ARGENTINA TEXTIL PATRIMONIO DEL FONDO NACIONAL DE LAS ARTES LA ARGENTINA TEXTIL 4 La Argentina textil PRESENTACIÓN Cada punto de un tejido encierra una historia. Son relatos particulares y únicos, como las manos de quien teje. Sin embargo, vistos en conjunto, conforman el entramado narrativo de nuestra historia. Con cada hilo y lana que los artesanos textiles de nuestro país cruzan, anudan, bordan o trenzan se va construyendo un relato que habla de nosotros mismos, nos cuenta quienes fuimos y, así, nos permite entender quiénes somos. Este catálogo rescata una recopilación de información sobre el patrimonio del Fondo Nacional de las Artes que se inició durante una administración anterior, pero nunca fue publicado. Con la recuperación y edición de este trabajo buscamos revalorizar y destacar la trascendencia que estas piezas tienen para nuestra cultura y como legado de nuestras tradiciones. En estas páginas se mezclan materiales suaves, rugosos y duros procedentes de diferentes animales; variadas técnicas, que incluyen desde la elaboración manual y distintos tipos de telares; y piezas procedentes de todo el país, de artesanos tanto conocidos como anónimos. Esta variedad es sinónimo de la riqueza productiva de la artesanía textil autóctona. Creemos que la celebración de los 60 años del Fondo Nacional de las Artes brinda el mejor marco para difundirla y apreciarla.
