Perú: Crecimiento y distribución de la población total, 2017 Presentación La realización de un censo de población y vivienda constituye una operación de gran envergadura y complejidad, tanto en los aspectos técnicos, financieros, así como de organización y logística. Lo heterogéneo de nuestra geografía y las características de multiculturalidad de nuestra población singularizan, además, la actividad censal en el Perú. Además, por su naturaleza, los censos representan la fuente de datos más importante, por ser el procedimiento más exhaustivo para registrar los cambios de la población en su magnitud, distribución, composición, así como, información sobre las características de la población y viviendas, aspectos significativos y de relevancia para las decisiones en materia de políticas públicas. En este contexto, la enumeración censal, por más que se haya cubierto en forma idónea todas las etapas, queda una parte sin registro, la que es analizada por la Encuesta Post Censal, para conocer el nivel de omisión de población en el ámbito nacional, área de residencia, sexo, grupos de edad y por departamento, a partir de la cual y utilizando modelos de regresión para áreas menores se ha estimado la población total por provincia y distrito que involucra la población censada más la omitida. Con la publicación del presente documento: Crecimiento y distribución de la población total 2017, el Instituto Nacional de Estadística e Informática-INEI, presenta las principales características demográficas de la población total, así como, su distribución y magnitud hasta provincia y distrito. Finalmente, con este documento se espera difundir los resultados de la estimación de población total por departamento, provincia y distrito, como un aporte que contribuya en la toma de decisiones de política en la que interviene la población. Evolución de la Población Evolución de la población 1.1 Población total y crecimiento La población total estimada del Perú al día del censo, 22 de octubre de 2017 es de 31 millones 237 mil 385 habitantes. Este resultado es consecuencia, de adicionar a los 29 millones 381 mil 884 habitantes efectivamente censados en el XII Censo Nacional de Población, VII de Vivienda y III de Comunidades Indígenas, la población omitida que asciende a 1 millón 855 mil 501 habitantes, correspondiente a una tasa de 5,94%, estimada con la Encuesta de Evaluación Censal post-empadronamiento. Históricamente, la metodología empleada en el Perú, para el empadronamiento poblacional, ha sido el que corresponde a los censos de Hecho o Facto, es decir, se empadronó a la población en el lugar en que se encontraba el “Día del Censo”, independientemente de que éste fuera el lugar de su residencia habitual. El volumen de la población total ha aumentado en 4,4 veces entre 1940 y 2017. La tasa de crecimiento promedio anual más alta se observó en el periodo 1961-1972 con 2,8%, mientras que en el último periodo intercensal (2007-2017) la tasa de crecimiento promedio anual fue 1,0%, lo cual confirma la tendencia decreciente del ritmo de crecimiento poblacional en los últimos 56 años. En el período de mayor crecimiento de la población, según estudios de fecundidad, la Tasa Global de Fecundidad era 6,0 hijas/os en promedio por mujer, este nivel ha descendido hasta 2,5 para el lapso 2010–2015.     Selva central, una región para construir Luis García Calderón Introducción Desde la capital de la república, recorriendo poco más de trescien- tos kilómetros de carretera, se avizora la selva central, donde el folleto turístico ofrece naturaleza y aventura, así como expresio- nes culturales de indígenas y colonos. Chanchamayo y Satipo en Junín, junto con la provincia de Oxapampa en la selva pasqueña, comparten la oferta de ese folleto, pero con una realidad político administrativa que a pesar de su cercanía a Lima, es poco conocida y todo indica que tampoco ha sido correctamente comprendida. Junín y Pasco, al igual que las demás circunscripciones regio- nales, fueron creadas desde la demarcación departamental preexis- tente, considerando realidades andinas y de selva que en muchos casos no tenían conexión social, económica y/o vial, situación que ya arrastraba problemas de integración. Muchos de los analistas coinciden en señalar que iniciar un proceso de descentralización desde los departamentos ha sido tal vez el mayor error del proceso pero, por otro lado y sin razón valedera, se minimiza el hecho de que a pesar de todos los problemas de desconexión territorial y de asignación presupuestal, algunos departamentos hasta cierto punto venían construyendo una identidad gracias a sus tradicio- nes y su historia. Por su parte, la selva de Pasco y Junín, como 254 Selva central, una región para construir producto de su diversidad étnica, tenía un proceso de composición sociodemográfica muy particular, ajeno a lo que acontecía en el resto de las provincias de ambos departamentos, razón por la cual no se identificaban plenamente con ellos.

    INTERNATIONAL TROPICAL TIMBER ORGANIZATION ITTO PROJECT PROPOSAL TITLE: STRENGTHENING MANGROVE ECOSYSTEM CONSERVATION IN THE BIOSPHERE RESERVE OF NORTHWESTERN PERU SERIAL NUMBER: PD 601/11 Rev.3 (F) COMMITTEE: REFORESTATION AND FOREST MANAGEMENT SUBMITTED BY: GOVERNMENT OF PERU ORIGINAL LANGUAGE: SPANISH SUMMARY The key problem to be addressed is the “insufficient number of participatory mechanisms for the conservation of mangrove forest ecosystems in the Piura and Tumbes regions (northern Peru)”. Its main causes are: (i) Limited use of legal powers by regional and local governments for the conservation of mangrove ecosystems; ii) low level of forest management and administration for the conservation of mangrove ecosystems; and (iii) limited development of financial sustainability strategies for mangrove forests. These problems in turn lead to low living standards for the communities living in mangrove ecosystem areas and to the loss of biodiversity. In order to address this situation, the specific objective of this project is to “increase the number of participatory mechanisms for mangrove forest protection and conservation in the regions of Tumbes and Piura” with the development objective of “contributing to improving the standard of living of the population in mangrove ecosystem areas in the regions of Tumbes and Piura, Northwest Peru”. In order to achieve these objectives, the following outputs are proposed: 1) Adequate use of legal powers by regional and local governments for the conservation of mangrove forests; 2) Improved level

DEROGATIONS: NOTIFICATIONS UNDER ARTICLE 4 (3) OF THE COVENANT 22 March 1983 (Dated 18 March 1983) First notification: The Government has declared the extension of the state of emergency in the provinces of Huanta, La Mar, Cangallo, Victor Fajardo y Huamanga, in the Department of Ayacucho, Andahuaylas in the Department of Apurímac, and Angaraes, Tayacaja and Acobamba in the Department of Huancavelica and for a period of 60 days from the date of the issue of the Supreme Decree No. 003-83-IN of 25 February 1983. Suspension of the constitutional guarantees provided for in paragraphs 7, 9, 10 and 20 (g) of article 2 of the Political Constitution of Peru, which relate to the inviolability of the home, liberty of movement in the national territory, the right of peaceful assembly and the right to liberty and security of person. Introduction: La route de Satipo est une destination ornitho encore très peu connue. Pourtant la biodiversité que l'on rencontre le long de cette route est similaire, si ce n'est supérieure, à celle que l'on trouve sur la fameuse route de Manu dans le sud du Pérou. La preuve : nous avons réussi à contacter plus de 500 espèces en seulement 12 jours, en incluant une journée avant le tour aux Lomas de Lachay, et une virée en mer après le tour. Cependant, personne n'a véritablement contacter ces 500 espèces. En effet, l'équipe s'est parfois divisé en deux groupes, et tout le monde n'a donc pas emprunté le même itinéraire. Les 503 espèces présentées dans ce rapport sont celles qui ont été contactées par l'ensemble des participants. Mais tout le monde a vu au moins 400 espèces en seulement 11 jours – ce qui est déjà remarquable !! Actuellement, Kolibri Expeditions débute un projet avec les communautés vivant le long de la route de Satipo afin de développer le secteur en destination éco-touristique.

Elections. Puno Region. P2 P3 P4 Editorial PUNO Puno is one of the culturally richest and economically poorest regions of Peru. This Newsletter depicts its political - electoral landscape. First, data shows that regional elections can be won with a very much reduced voting percentage. In fact, in 2006 they were won with less than 20% of votes, the lowest percentage obtained by a regional government. This corresponds to the fragmentation of electoral population. In Puno, 10 dierent political organizations were elected to 13 Puno province municipalities. The 93 district municipalities were distributed among 20 organizations (that is, each one got in average four and a half districts). This fragmentation shows how incapable political organizations are to aggregate and articulate their interests. This is even more serious in a region with such high poverty and inequality. In fact, representation fragmentation only benets large economic interests. Besides, there is a break in Peru between national political parties and regional or municipal organizations. National parties that got elected to Congress did not attract even half of the Puno ballots in the Regional and Municipal Elections. A- few months after the Presidential Election, Partido Aprista Peruano did not get a single Puno province municipality and- only 15 out of the 93 districts.
