ITF Discussion Paper 2017-XX — © OECD/ITF 2017 3 Abstract This paper explores the role of modern tram in Chinese cities and identifies issues and challenges of integrating modern tram with other public transit towards people-oriented cities. The Suzhou National High-Tech District (SND) Tram is chosen as a representative case for study. The findings show that due to the strict national policy and approval procedures, tram is planned and constructed as a good alternative for metro systems. Instead of addressing transport congesion, with a “development-driven” and “management-focused” perspective, the current practice is trying to guide new development and avoid confrontation and social unrest in dense urban areas. As a result, three key challenges are identified, namely the uncompetitive public tranport provision, the uncertain role of tram in a long term, and a lack of synergy and fragmented governance. Based on previous studies, a method of laying region and route of urban rail transit feeder buses is proposed. According to the definition of marginal trip distance which is the boundary of choosing a direct bus or rail-feeder bus (transfer is considered here) to destination, the influence of service level on passenger’s choosing behavior is combined with the generalized trip cost in the indirect gravitation-regions of urban rail transit. On this basis, a model for layout region of feeder buses is constructed and an algorithm is proposed. Finally, a numerical example of the joining routine layout between urban rail transit and conventional buses in Baiyun District, Guangzhou City, China is presented to evaluate the model. Accident rates are high and have significant economic and social consequences for the firms and people involved. Addressing the gap in research about the safety risk in these projects, the purpose of this paper is to advance understanding of the factors influencing the safety of Chinese subway construction projects with the overall objective of reducing accident rates. Design/methodology/approach - A survey was conducted with 399 subway construction professionals across five stakeholder groups. Follow-up interviews were also conducted with five experienced experts in safety management on subway projects to validate the results.

Deliveries will begin this May. The Changping Line is one of five new subway lines scheduled to start operating in Beijing this year. The 32.7-kilometer line running through the Changping district of northwest Beijing will have 9 stops between Xierqi and Ming Tombs Scenic Area stations. Mitsubishi Electric’s Itami Works will manufacture traction motors for the 162 coaches. Zhuzhou CSR Times Electronic will make the box frames and procure certain components. Zhuzhou Shiling Transportation Equipment Co., Ltd, a joint-venture between the two companies, will assemble all components and execute final testing. Mitsubishi Electric already has received a large number of orders for electric railcar equipment around the world. In China alone, orders received from city metros include products for the Beijing Subway lines 2 and 8; Tianjin Metro lines 1, 2 and 3; Guangzhou Metro lines 4 and 5; and Shenyang Metro Line 1.
