2 Project overview and progress WW

 Part 1 site preparation works have been completed by RJ Vincent’s and this section has now been handed over to NEWest Alliance.  PEET (developer) has completed the Santorini Promenade diversion works.

3 NEWest Alliance update SM

Zone1 – Butler to Alkimos Drive Bridge  Howden Parade site establishment compound commenced and anticipated to be completed end of this week  Alkimos Station compound has been established and is nearing completion.  Alkimos Station excavation works have commenced and are ongoing.  Earthworks to construct the deep soil mix (DSM) crane pads will start in October.  Retaining walls to follow on from crane pad earthworks team.

Zone 2 – Alkimos Drive Bridge to Ningana south  Eglinton Station compound establishment has commenced and is ongoing.  Mobilisation of mobile limestone crushing plant to Eglinton site compound and start of crushing activities to start in October.  Ningana Bushland – grass tree removal and fauna trapping to commence in October, pending final approval from Environmental Protection Authority (EPA) on the Management Plans submitted by PTA.  Western Power service relocation works taking place on Pipidinny Road.

Zone 3 – Ningana south to Yanchep Station  Yanchep compound establishment commenced and is ongoing.  diversion bulk earthworks commenced this month and are currently reducing the embankment on the southern side of Yanchep Beach Road in preparation for temporary service relocation and road construction works to commence in the coming weeks.  Yanchep turkeys nest (construction dam) construction has commenced.  Clearing and topsoil stripping north of Yanchep Beach Road to Yanchep Station on the alignment was completed last month  Installation of boundary fencing on both sides of the alignment north from Yanchep Beach Road.

Upcoming Roadworks  Closure of Booderee Road at Yanchep Beach Road intersection on 19 October including a section of shared path. The team will construct a temporary fenced in limestone path for use by cyclists and pedestrians to the south of the Yanchep compound connecting, Canuda Way and Barakee Entrance. The project has consulted with Cycle West and will collaborate with Yanchep Secondary College to distribute communication material to all students.  Pipidinny Road, submitting request to City of Wanneroo, proposing to close a section of Pipidinny Road between roundabout and Beonaddy Road for a duration of eight months from early January 2021. Closing the road would have a significant program benefit of approximately 11 months compared to keeping it open, due to the extensive works that are required; o Pipidinny Road is required to be widened between Eglinton Station and Marmion Avenue roundabout (approximately 430m of road)

o The Eglinton Station structure, including carpark and bus bays will be constructed southwest of the Pipidinny Road over rail bridge on existing Pipidinny Road o Haul truck operations will involve crossing Pipidinny Road to access stockpile locations (during peak operations anticipated to be 100- 140/day) o Installation of a new sewer line to service the Eglinton Station will be required to be installed across Pipidinny Road.  Marmion Avenue, Alkimos – the shared path on the eastern side of Marmion Avenue between Brindabella Drive and Darbyshire Parade will not be accessible by the community for the duration of the project. Shared path users will be detoured to the shared path on the western side of Marmion Avenue at the intersecting roads. This diversion will take place late October/ early November and further details will be distributed closer to the closure.

4 NEWest Alliance design update CD

Design work continues and any key elements or changes are anticipated to be ready for the next CRG meeting. The next design will flesh out more detail including but not limited to PSP connections to local roads, and noise walls.

The project has recently submitted the Development Application for the three stations (Alkimos, Eglinton and Yanchep). These were submitted to the WA Planning Commission (WAPC) and were advertised for public comment.

Design team presented a summary on the unique identity and themes that will be used for each station’s architecture and landscaping. Each station will have its own identity in relation to the local landscape and fauna for that area;  Alkimos – Melaleuca, sand dunes, limestone pinnacles  Eglinton – Grevillea, forest, grass trees  Yanchep – Banksia, limestone, caves

These design themes have been agreed to after early investigations conducted with METRONET’s Noongar Reference Group and feedback received from the Department of Planning, Lands and Heritage and the State Design Review Panel.

Details of each station design was presented in the Development Application and provided an overview of each stations design, anticipated accessibility on day one of operations, station precinct development, and concourse and platform layout. Detailed information can be found in the latest station fact sheets available on the METRONET website. 5 Community and Business Engagement AJ

Since last CRG meeting we have:  Held two community information sessions in September, in Butler and Yanchep. 70 people attended in total, 14 feedback forms received. o 85% of respondents were strongly supportive of the Project o 85% said the Project information was clear and easy to understand o 71% felt their questions were answered well o 93% of respondents believed their comments and opinions were heard and acknowledged by the Project team  Offered 210 property precondition surveys to those located within 50m of the project boundary. To date 50 surveys have been completed.

 Distributed August METRONEWS to over 12,500 residents in Jindalee, Butler, Alkimos, Eglinton and Yanchep  Published updated fact sheets  Distributed works notices to affected areas of the community on construction activity.

Upcoming engagement activities  Community consultation will commence for noise walls located in construction zone 1 (Butler to Alkimos Drive Bridge) early November.  Remainder of site team to move into the Butler office by end of the October.

6 Questions / Feedback ALL

Q: Why is the principal shared path (PSP) access to/from Alkimos Station through the station precinct a grade separation, which means users are required to travel through the station precinct area and not via an underpass under the station concourse (similar to Eglinton design)? Northern Beaches Cycling does not approve of the current design. A: Alkimos and Eglinton areas are very different. Alkimos Station has adjacent bus bridges, future road bridges and potential development over the rail. The PSP alignment has been developed in collaboration with the adjacent developer to achieve a safe and visible pathway through the station and adjacent precinct. The ramp structures are provided at the path to provide access for all users.

Q: How will people who live on the eastern side of the alignment in Shorehaven access their property whilst you are building the bridge on Alkimos Drive, as there is only one road in and out (Bainbridge Avenue)? A: The project will not close Bainbridge Avenue until Alkimos Drive bridge is complete, and traffic can be switched to use the bridge so that works may continue on the alignment. Bainbridge Avenue was always planned as a temporary road. The project will always maintain access to businesses and properties.

Q: Why can’t you build a multistorey car park to use less land? A: As the station precinct and city centres develop and land area is constrained, the car park and precinct are able to adapt and respond.

Q: When are the environmental management plans regarding management of Ningana bushland due? A: The Management Plans are anticipated to be approved by mid-October by the Environmental Protection Authority.

Q: How will the new bus stations link to the local bus network and key locations? A: Transperth will consult with the community approximately 12-18 months prior to the new transport facilities becoming operational. WW to advise how the community can provide feedback.

Q: What material will be used in the noise walls? A: We are still finalising the specifics but, in most locations, it will be post and panel.

Q: Is there the opportunity to use recycled materials in the fabrication of the noise walls? Quinns Rock Environmental Group is concerned about the use of limestone or reconstituted limestone for the walls as this requires further quarrying for these materials which contributes to further vegetation loss.

A: Investigations will be made into this opportunity, will provide feedback at next CRG meeting. Action: Investigate the possibility in using recycled material for the construction of noise walls

Q: Is there the possibility to engage with local schools and/or art groups to provide artwork for the noise walls? A: The team will look into this and advise at the next CRG meeting. Action: Investigate the opportunity for local schools and/or art groups to provide artwork for use on noise walls.

Q: Is there opportunity to revegetate trees on the resident’s side of the new noise walls to improve the aesthetics? A: We will look into this. Action: Investigate opportunity to revegetate near noise walls.

Q: What are the design specifications and ground materials to be used for the fauna underpass? A: This design specification and ground materials information will be distributed with the minutes of CRG #5.
