HUNTERS POINT SUBSTATION & PLAZA March 24,2021 SUBSTATION REBUILD PROJECT OVERVIEW

This project builds a new transmission and distribution substation on a parcel located on the corner of Jennings and Evans Avenue.

The project will house most of the equipment in a building, while the transformers will besituated outdoors.

Once the station is in operation, the existing substation will be decommissioned and the site remediated.

The new station replaces older equipment with a modern, environmentally friendly, and efficient system. This project improves electrical service reliability for the community and increases operational flexibility.

The station will also feature a public plaza in front of the building, designed with input from the community.

Planning and design for this plaza started in 2017.

Community meetings and targeted stakeholder outreach were held yearly from 2017-2019 to inform the community and solicit their feedback.

A final round of outreach focused on the design of the proposed plaza at Hunters Substation was held in 2020.

Because coronavirus-related restrictions precluded in-person public meetings, this outreach campaign centered on a digital survey and used multiple communications channels to solicit responses.

The outreach strategy centered around a web- Web Based Survey based survey. In addition to digital engagement, a multimodal outreach campaign drove stakeholder participation:

• Email • Virtual meetings • Partnership community organizations • Direct mail campaign reaching 5,624 Bayview residents. • Posters and postcards • Printed surveys • Promotions with gift cards and tote bags • An upcoming virtual community meeting to share the results of the survey.

The combined outreach effort yielded a 4.8% response rate to the survey. Other key metrics include:

265 unique respondents: 144 via web survey (54%) 74 via SMS text (28%) 47 via paper hardcopy (18%) 142 comments 218 new email subscribers 3,899 data points

HUNTERS POINT SUBSTATION MARCH 2021 WHAT WE HEARD

Neighborhood focus is critical. Survey data and comments showed a consistent preference for services that strengthen the community, reflect residents’ needs, and honor the neighborhood’s legacy.

Active use is a priority.

Neighborhood residents continue to have concerns about environmental justice, representation, and equity.

Concerns about security and maintenance. Respondents want to enjoy a clean and safe plaza and are concerned about how this will be achieved.

There is broad support for the plaza and public uses. The design team is working to integrate the features that will facilitate active uses and routine maintenance.

Concerns about how the plaza will be used by transient and unhoused populations.

Opinions are mixed regarding whether the plaza should have a fence.
