Chairperson's announcements (Coordinators' meetings of 28 February and 14 March 2011) Aviation agreements Confidential documents Decision: The procedure for the handling of confidential (EU-Restricted) documents PE460.833v01-00 2/11 PV\860325EN.doc EN relating to negotiations of aviation agreements and the declaration to be signed by the Member receiving these were approved. Coordinators will be able to request a copy of any of the documents whereas Rapports and Shadow Rapporteurs will only be able to request a copy of documents relating to the particular negotiation they are following. This procedure is in line with the approach set out in the letter between the Chair and Commissioner Kallas and respects the new Framework Agreement between Parliament and Commission and Parliament's Rules of Procedure. According to the Coordinators' decision of 28 February a letter of the Chair to Mr Barroso regarding EU budgetary resources for tourism policy was sent. This letter asks for a specific budget line for tourism and for the inclusion of a specific programme for tourism in the next Financial Perspectives. STOA: high-level coordination group Sustainable Energy Prize Award Decision: Ms Ticau as long standing STOA Panel representative will represent the TRAN Committee in the high-level coordination group for the award of the Sustainable Energy Prize in November 2011. Comitology The Chair informed the Coordinators on expert meetings under article 15 of the Framework Agreement with the Commission: The Commission holds meetings with national experts for the preparation and implementation of Union legislation. The Commission may invite Parliament's experts, too, if Parliament so requests. In this context the Chair had an exchange of letters with Vice President Kallas on the ITS Directive where the TRAN Committee may request to be present. As there are no guidelines on who are Parliament's experts at the time being, the Coordinators agreed to the following recommendations: Parliament can be represented when necessary by the Chair who will overview these meetings and by the Rapporteur. The Chair may delegate his 'overview function' to a Vice Chair or the Standing Rapporteur for comitology. A member of the secretariat should attend meetings on the preparation of delegated acts and other expert meetings, if necessary, and should inform Members of the upcoming invitations to such meetings. Structured dialogue The Chairman recalled the deadline for the input of the political groups to the Work Programme 2012 of the Commission: 30 March 2011 with well-focused 4-6 priorities out of which one should be the number one priority. The decision on the TRAN priorities will be taken at the Coordinators' meeting of 11 April 2011. PV\860325EN.doc 3/11 PE460.833v01-00 EN Any other business White Paper on the future of transport The Chair informed the Coordinators of a possible meeting to be convened between them and Vice President Kallas on the White Paper before the official publication. Delegation visit to Morocco from 13- 15 April 2011 The maximum number of seats for the Morocco delegation is 8 Members. According to the d'Hondt system, the allocation of seats per group is: 4 seats for the EPP, 2 for the S&D, 1 for the ALDE and 1 for the ECR. 'In camera' meeting with the new Director for aviation, Mr Matthew Baldwin, on 15 March at 17.30 on ongoing negotiations on air services agreements The Chair recalled the confidential character of the meeting to which Rapporteurs and Shadow Rapporteurs have been invited along with the Coordinators. The presence of political groups should be limited to two advisors per group and the presence of assistants of one per Member, if so wished. 8. Appointment of rapporteurs - decision on procedure Main Athens Convention - carriage of passengers - Amended proposal for a Council decision concerning the accession of the European Union to the Protocol of 2002 to the Athens Convention Relating to the Carriage of Passengers and their Luggage by Sea, 1974 - COM(2010)0686 Decision: Nominate the Chair or Vice Chair as Rapporteur. Opinions Proposal for a Directive on the use of Passenger Name Record data for the prevention, detection, investigation and prosecution of terrorist offences and serious crime - COM(2011)0032 Decision: The Greens/EFA will nominate the Rapporteur for opinion. Proposal for a Council Decision on the conclusion of a Memorandum of Cooperation between the European Union and the United States of America in civil aviation research and development - COM(2011)0044 Decision: No action. Documents received for information Main Report from the Commission on the intermediate evaluation of the SESAR Joint Undertaking and its progress on the execution of the European Air Traffic Management master plan - COM(2011)0014 Decision: No action. The Coordinators agreed to the suggestion of the S&D Coordinator to invite the Executive Director of SESAR to one of the next committee meetings.
