CDA INSTITUTE | VIMY PAPER THE STRATEGIC OUTLOOK FOR CANADA iii FOREWORD The Conference of Defence Associations Institute (CDA Institute) is pleased to present the 2013 edition of the Vimy Paper: The Strategic Outlook for Canada. The 2012 edition was well–received by media, policymakers and academics, clearly underscoring the need for this type of independent, forward–looking and vibrant analysis of the impacts of the evolving national and international situation on Canada’s defence and security policies. The CDA Institute prides itself in its ability to bring together scholars and practitioners from all sectors of society – civil, military, business, Government, NGO’s and political leaders – to provide for this type of analysis and advice and to make it publicly available. Indeed, the quality of the 2012 Vimy Paper has made it required reading at the Canadian Forces College and it has been included in readings at various universities dealing with security and defence policy as well as with Canada’s role in international affairs. The 2012 Vimy Paper offered a number of prescient predictions and made a number of recommendations to Government, notably on the development of a National Security Strategy for Canada; and an update on the Canada First Defence Strategy, capital spending, Ballistic Missile Defence policy, regional crises, Afghanistan and Canada’s potentially expanded role in other areas of the world. We may not have gotten it right in all areas, but in general our strategic outlook for Canada has been in tune with Canada’s broad perspectives on needs, demands, capabilities and zones of tension and conflict. Our perspective on 2013 is inspired by the significant events which have occurred over the course of the past year. Indeed, 2012 was replete with challenges which tugged at the core of Canada’s interests and tested the interface between those interests, our fundamental values and our ability to respond to those challenges at home and abroad. These included key defence procurement decisions in a changing political and strategic environment, an ongoing commitment by Government to support military and police training in Afghanistan and other international commitments while simultaneously seeking to reduce the budget deficit, ongoing Transformation across Government – including DND and the Canadian Forces, and the F–35 and shipbuilding debates, among others. It should also be noted that the 2013 Vimy Paper has benefited significantly from other studies undertaken and published by the Institute in 2012, and from analyses conducted by other reputable defence and security Institutes and academic institutions regarding some of the most contentious issues facing Canada today. This has led to the development of a structure for the 2013 Vimy Paper which is similar to that of last year’s. In addition, having presented specific recommendations to the Government in the Vimy Paper, we now provide an assessment of the degree to which the Government has acted upon those recommendations. In general terms, the CDA Institute has concluded that many of the recommendations have yet to be addressed and that there is still much work to be done. Our recommendations for 2013 will reinforce this belief. While this paper has two principal authors, it has benefited from significant debate and inputs from the members of the Institute’s Advisory Committee and members of the Board of Directors of the Institute. As always, while the Institute is comfortable with the analysis, findings and recommendations provided in this paper, it also hopes that they will stimulate additional debate. The CDA Institute also welcomes any feedback, comments, criticisms and alternative views from readers. The 2013 Vimy Paper offers a well–researched view on the Defence and Security issues that should matter to Canadians. It has been produced by the CDA Institute with a view to providing a basis and an incentive for an informed public debate on these important issues. The most significant of these trends, a world–wide financial and economic downturn, will combine with home–grown “war weariness” and a general societal malaise and cause Canadian decision makers to give priority consideration to domestic issues that have an unmistakable link to our national interests. Two of these are safety and security. The level of safety and security enjoyed by Canadians is viewed as much from an economic standpoint as it is from the point of view of freedom from threats to internal and international peace and security, both of which foster trade on which Canada depends for its economic well–being.

The fall of four long- established authoritarian regimes in Tunisia, Egypt, Libya and Yemen, respectively, shook the foundations of the ‘Arab exceptionalism’ thesis which dominated much of the literature on the region. Four years after the Arab Spring, however, the prospects of democratization in the region appear to be dim; out of the four regime changes in Libya, Yemen, Egypt and Tunisia, only the latter seems to be leading a relatively successful democratic transition. This paper attempts to address the variations witnessed in the four cases’ post-Arab Spring experiences. Analyzing the four countries against the backdrop of their institutional contexts, I argue that institutional legacies of previous regime type could account for the success of democracy in Tunisia and its failure in the rest of the cases.

A prolonged humiliating trial could sharpen latent rivalries within the Egyptian armed forces between the army and air force, forcing many in the senior officer ranks (who were appointed by Mubarak during his three decade tenure) to feel a sense of unease. Tantawi, who was Mubarak’s defense minister for over two decades and a highly decorated army general, but who hails from the poorer Sudanic south of the country – as opposed to the wealthier Arab northern Nile delta regions, has been unable to quell rising dissent among the elite officer corps.

    EPILOGUE: NEW PERSPECTIVES ON EGYPT’S DEMOCRATIZATION INTRODUCTION This chapter explores Egypt’s democratization from fve different inter- related perspectives. First a review of the literature on democratic transi- tion, or ‘transitology,’1 is presented which details the non-linear nature of democratization processes. Secondly, a diagnosis of Egypt’s political system after El-Sisi ascended to power is offered. It is argued here that Egypt under both Morsi and El-Sisi has taken no steps towards democ- racy and hence after two successive revolutions, Egypt can be defned as a ‘destabilized hybrid regime’. The third part explores how Egypt can move from a ‘destabilized hybrid regime’ into a democratic state. Six factors that might affect Egypt democratization have been analyzed: socioeconomic factors; political parties; civil society; external support; state-religious relations; the rule of law and constitutionalism; and fnally (explored more fully in Chap. 7) civil–military relations. The fourth part explores how Egypt can learn from failed and unconsolidated (unfn- ished) democratic models from other areas of the world. Of the suc- cessful examples—some had the support of external parties such as the EU, NATO, and the US; some had active political parties; and others had healthy civil societies. However, Egypt had none of these. These populous movements unseated authoritarian rulers whose power and position were well entrenched, potentially setting numerous countries on a path towards democratization. This project seeks to explain why the democratic transitions within the countries of Egypt, Tunisia, and Yemen have been largely unsuccessful. The large amounts of literature that flooded the academic forums through articles and books are analyzed, providing numerous explanations as to why these transitions have been unsuccessful such as polarization, deadlock, sectarianism, violence, and institutional conflict. This literature focuses on either one or several of the above-mentioned explanations while not pinning down a central cause for these phenomena, since they are all present in all three cases. This paper asserts that the cause of this hindered transition is the emphasis that these States placed upon electoral democracy. An emphasis placed on elections during transition highlighted and exacerbated factors (polarization, deadlock, sectarianism, violence, and institutional conflict) already present in these societies but kept dormant under authoritarian rule. To illustrate this the initial transitional government, representative body elected, and executive is analyzed to show how each governing unit stressed elections before a constitution.

Unrelated events are not included. The timeline is part of the research project, "Media Culture Transformation: Political Communication, Social Movements and Transition in Egypt". The project was hosted by the Cairo Office of the Orient-Institut Beirut and funded by the Federal Ministry of Research and Education (BMBF) in Germany. 2011 13 February Egyptian President Hosni Mubarak is ousted, following the massive protests that began on 25 January 2011. He had ruled the country since 1981. The Supreme Council of the Armed Forces (SCAF), headed by Field Marshal Mohammed Tantawy, assumes power to rule Egypt. It appoints a new government, which retains most of Mubarakʼ s ministers in their positions. 15 February SCAF assigns a committee of experts to prepare in non-public sessions amendments to the 1971 (لجنة التعديل ت الدستورية) constitution (http://www.sis.gov.eg/Ar/Templates/Articles/tmpArticles.aspx?ArtID=44155). The committee is headed by the retired judge Tarek El-Bishry, who is known for his Islamist orientation.
