Alexandria Commission for the Arts Regular Meeting Tuesday, May 18, 2021 Virtual – 7:00 pm

MEETING NOTES

Due to the COVID-19 Pandemic emergency, the May 18, 2021, meeting of the Alexandria Commission for the Arts is being held electronically pursuant to Virginia Code Section 2.2-3708.2(A)(3) and/or the Continuity of Government ordinance adopted by the City Council on April 18, 2020. All of the members of the Commission and staff are participating from remote locations via Zoom. The meeting can be accessed by the public through the meeting information posted on the City website: https://apps.alexandriava.gov/Calendar/Detail.aspx?si=32221. Public comment will be received at the meeting.

I. Call to Order. Brian Kelley, Chair, called the meeting to order at 7:03 pm. For the meeting agenda, see Attachment 1.

II. Roll Call. Gayle Converse, Secretary, called the roll. See Attachment 2 for the Attendance Sheet.

III. Review of Virtual Meeting Procedures. Diane Ruggiero, Office of the Arts, read aloud the Virtual Meeting Procedures listed above.

IV. Public Comment. There was no public comment.

V. Approval of Minutes/Record a. April 20, 2021, Regular Meeting. The approval of the April was put off until the June meeting.

VI. Chair Report. Brian Keeley gave the Chair Report. See Attachment 3.

VII. Committee, Liaison, and Task Force Updates a. Grants Committee. Catherine Barrett spoke. Potential arts funding through the City’s American Rescue Plan Act of 2021 application to the federal government has not been determined.

b. ARTreach Committee – Chair Vacancy. No report given.

c. Inclusivity Committee. Marta Ali announced she will be leaving the Arts Commission.

d. Nominations Committee – Presentation of Slate of Nominees. Sophia Suarez and Eli Lo presented the Fiscal Year 2022 slate of candidates, see Attachment 4. The nominees proposed are Brian Kelley, Chair; Allison Heck, 1st Vice Chair; Christina Calloway, 2nd Vice Chair; and Gayle Converse, Secretary. The Arts Commission will vote in the Executive Committee at its Regular Meeting in June, where additional nominees can be proposed.

e. Waterfront Commission Liaison. Judy Heiser gave an overview of the Waterfront Commission’s monthly meeting.

f. Alexandria Arts Alliance Liaison. Julie Montross gave an overview of the Arts Alliance’s monthly meeting.

VIII. Artist Selection – Old Town North Task Force. Gayle Converse and Matthew Stensrud reviewed the Office of the Arts memo for the stormwater cover project, see Attachment 5. The Old Town North Public Art Task Force recommended artists Nina Tisara, Anne Farley, and Yoshiko Ratliff be commissioned for the stormwater cover project, with Dana Anne Scheuer and Matt Long being alternates. A motion was made by Julie Montross and seconded by Catherine Barrett to approve the Project Task Force’s recommendations, see Attachment 6. The motion passed 15-0-0

IX. Office of the Arts Division Update. Diane Ruggiero presented the report, see Attachment 7, and answered Commissioners’ questions.

X. Discussion of Whether to Take Off Any General Meetings During the Summer. After some discussion led by Brian Kelley, the Fiscal year 2022 meeting schedule was determined. A motion was made by Allison Nance and seconded by Chris Kurowski to hold regular monthly Arts Commission meetings on the third Tuesday of the month starting in August, with no meeting scheduled for July and the December meeting held on December 14. See Attachment 8. The motion passed 15-0-0.

XI. Discussion of Commissioner – City Council Coffee Meetings. Brian Kelley led a discussion about Commissioners meeting informally with City Council candidates to talk about the arts in Alexandria. The Executive Committee will coordinate the coffee meetings.

Chair Report May 2021

Commissioners,

While recent announcements from the CDC indicate that our days of meeting virtually may not last much longer, we continue to meeting remotely. Like last month, I expect this to be a relatively short meeting. We will be reviewing the Artist Selection from the Old Town North for creation of stormwater covers. Also, the Nominations Committee is scheduled to present the slate of candidates for the Executive Committee. The election for the Executive Committee will be next month, in our June general meeting.

On behalf of the Commission, I want to thank Marta Ali for her many contributions to the arts in Alexandria. Marta currently serves as the 2nd Vice Chair of the Executive Committee, the Chair of the ArtReach Committee, and is on the Wilkes Street Park Task Force. Her term on the Commission ends in June. She has told me that she is not reapplying and is stepping down from her position as Chair of the ArtReach Committee immediately so another Commissioner might be nominated this month. If you are interested in this role in the ArtReach Committee, I encourage you to contact me before the general meeting.

I have included two discussion items in this agenda. One item is for the possibility of taking a month off this summer. Traditionally, the Commission has taken a month off, usually July. Another tradition that has not come up in recent meetings is that of Commissioner – City Council Coffees. These are rather informal meetings between one to two Commissioners and a City Council Member. During our Covid- era, these meetings have been on hiatus. However, as I expect meeting rules might soon relax and we are in another election cycle that has guaranteed turnover on the Council, this is an important time to be proactive.

Finally, thank you to everyone who helped with the advocacy and public comments for the American Rescue Plan Act funding. I am hearing that there was a good showing of public comments in support of funding going to arts and culture. There was not much time between the initial postings and the deadline for these comments, so this is all the more appreciated.

DATE: MAY 13, 2021 TO: ALEXANDRIA COMMISSION FOR THE ARTS FROM: DIANE RUGGIERO, DEPUTY DIRECTOR, RECREATION, PARKS & CULTURAL ACTIVITIES, OFFICE OF THE ARTS RE: OLD TOWN NORTH PUBLIC ART – ARTIST SELECTION

Background: April 2018, City Council approved the establishment of an Arts and Cultural District in Old Town North, one of the Small Area Plan’s implementation recommendations. The new Arts and Cultural District Overlay zoning text amendment outlines the incentives for the creation of arts and cultural spaces within the District. The text amendment also establishes definitions for ground floor arts and cultural tenant space and an arts and cultural anchor space.

The City of Alexandria will commission up to three (3) artists to create a design to be used to cast approximately 24 unique stormwater covers throughout Old Town North, with a focus on Fairfax Street. Artists will be required to visit the area and create a design that is representative and inspired by Old Town North. Opportunities to include the stormwater “apron” in the design will also be reviewed as part of this project.

The program goals of the Old Town North public art project are to: • Recognize/celebrate OTN as an Arts and Culture District. • Respect the identity of Old Town North and tells the story of its unique history. • Bring a new work of public art to Old Town North that is informed by the context of the site.

The Public Art Task Force includes:

Discussion In accordance with the City Council approved Public Art Implementation Plan and Policy staff and the Task Force reviewed and scored the 31 applications received for the project. The Task Force met on May 10th to discuss the applications and make a select up to three artists and one alternate for recommendation to the Arts Commission.

Recommendation The OTN Public Art Task Force recommends the following artists be commissioned for the stormwater cover project in Old Town North:

2 / 2 Although I have not done public art, as an artist/photographer in Alexandria for more than 30 years and founder of Living Legends of Alexandria, I am excited by the opportunity to design storm covers for Alexandria’s new Art Corridor in Old Town North.

Since 2006 I have focused on creating mosaic art using unglazed porcelain tiles. My work is regularly selected for exhibits by the Torpedo Factory Art League and the Del Ray Artisans and I have had several one-artist exhibitions.

An exhibit scheduled to open at River Farm in January 2021 was canceled because of Covid restrictions. An exhibit at Green Spring Park is scheduled to open this fall.

The “Prince Heron” mosaic is one of two studies created for a stepping stone that was commissioned for the St. Michael’s home of an Alexandria resident. Two commissioned stepping stones for the same client are already in place there and two more have been commissioned.

For this project I would research the birds and fish that make their homes in the river that sparked the development of the City of Alexandria. I will also consider representations of the gecko, a personal totem, which in some cultures represents transformation and letting go of old things for new. The gecko could be an excellent symbol of the transformation of Old Town North from an industrial site featuring the Mirant Plant to an Arts Corridor.

Mosaic art combines my early training in sculpture and later work in photography For mosaics, I shape pieces of porcelain tile and sometimes add fragments of stained and mirrored glass. Each piece is “signed” with a small silver gecko.

Most often, I use a double-reverse process learned from my teacher and mentor, retired archeologist Gene Sterud. The process like sculpting in clay allows the image the freedom to evolve.

I am the recipient of several awards recognizing my art and contributions to the City of Alexandria including:

Old Town North Stormwater Cover Project City of Alexandria’s Pubic Art Program Artist: Ann H. Farley

I love encountering serendipitous public art, and would love to apply my artistic vision and colorful geometric style to share the story of Old Town North's unique history. Although I am new to creating public art, I have been creating vibrant artworks of bright colors and playful shapes since 2003. I've worked in cut-paper and glass, and often start with a drawing inspired by my love of local landmarks, scenes, or icons of the area. I just recently moved to Fairfax after living on the Eastern Shore of Maryland for 17 years, so my whimsical works have previously been inspired by my favorite small towns and all things nautical and tropical.

Much of my professional work of the past twenty years has been with arts organizations as a dedicated organizer and champion of bringing people and groups together. One of my greatest strengths is seeing connections and opportunities for collaboration: I am approachable, appreciative, and responsive. I am visionary, and craft creative, bold, and comprehensive solutions. And I am an excellent communicator, engaging others in effective, transparent, and efficient processes. From my prior work with a mid-size telecomm company to my early days in governmental environmental management, I have been valued for ability to promote communication between disparate groups. I have a proven track record of designing & implementing creative programs and managing complex projects for privately held corporations, government & education organizations, and non-profits.

I am excited about the possibility of applying my artistic style to the needs and vision of the Old Town North community through an engaging dialog and fun collaboration. I would first and foremost listen to the community about what they'd like to see in these designs. I would like to explore the idea of using bright colors and graphic designs to capture all that makes Old Town North unique. From the great food scene of diverse restaurants and a thriving farmer's market, to beautiful walkable outdoor parks & waterfront locales, Old Town North is both evolving and wanting to pay homage to its past. It would be fun to tie into the North Old Town Independent Civic Association's (NOTICe) Time Capsule project. I can imagine tying the storm drain designs to other colors & patterns represented in the community, relating these to a larger encompassing vision uniting various facets of the community.

Upon moving to Fairfax, I had actually inquired about doing this kind of storm drain painting in the community. The organization I spoke with loved the idea, but were initially only looking for simple basic stenciling to label drains. So I was delighted to come upon your Call for Artists, and would love the opportunity to create a meaningful contribution to your community. Old Town North Stormwater Cover Project City of Alexandria’s Pubic Art Program Artist: Ann H. Farley

Ann Farley’s art is shaped by her time on Maryland’s Eastern Shore, the Florida Panhandle, and the coast of North Carolina. She enjoys creating whimsical works inspired by her favorite small towns & her love for all things tropical.

Her paper designs of bright colors and playful shapes are all individually cut by hand. Ann's first creations were large mandalas & small vignettes composed of three-dimensional sailboats, crabs, palm trees, tropical drinks, & flip-flops. Starting with solid colors and basic shapes, she snips and folds until fun details reveal themselves.

Her style has evolved into designing bold graphic scenes of local landmarks, including multi- color Chesapeake Bay icons popping from black backgrounds and peaceful summertime chairs set against the bright blue sky of the perfect beach day. If her images make you smile, they are available on high-quality giclee prints, canvases, greeting cards, coasters, glass cutting boards, throw pillows, and nice necklaces.

Ann works in cut paper, collage, mixed media, and glass. She has exhibited in numerous local and regional shows on both the eastern and western shores of the bay, and her colorful banners have hung in downtown St. Michaels and Easton.

Ann believes in the transformative power of arts experiences, and has taught classes in a variety of media to children and adults.

A business consultant, educator, and environmental advocate, she has organized cultural arts programs for local schools and organizations, served on the board of the Talbot County Arts Council, and provided leadership and marketing for a variety of local non-profit groups.

She has a BS in biology from Duke University and an MBA from Florida State University.

Ann’s background is in science and business, but she’s always been an artist at heart.

Regatta hand-cut paper, 24 inches square, 2003 This blurry pic captures my first entry into the art world as an adult. "Regatta" was created for the 26th Annual Chesapeake College Art Show, and won first prize in the amateur artist category. All the little sailboats were hand-cut & three-dimensional.

Around Town hand-cut paper, 24 inches square, 2010 This mandala of cut-paper shapes added Chesapeake Bay blue crabs and St. Michaels’ iconic Hooper Strait screwpile lighthouse to the array of sailboats. I created flattened components to better able the image to be scanned and used in the inaugural year of the Celebrate St. Michaels banner program.

Pop Culture pen, 18 inches square, 2012 After creating numerous mandalas of cut-paper (including flip-flops, and tropical designs), I tried my hand at drawing simple pop-art St. Michaels icons & coloring them with bright colors. This Celebrate St. Michaels banner image was sold on posters throughout town.

Sail, Shine, Wave, and Cruise hand-cut paper, 18 inches square, 2014-16 My previous pop-art drawing inspired me to tackle creating each of these St. Michaels iconic images with colorful cut paper! The first two, the bicycle "Cruise" and the screwpile lighthouse "Shine" were created for Celebrate St. Michaels Banners in 2014 & 2015. Adding the crab "Wave" and the Chesapeake log canoe "Sail" to the mix, I ended up with a set of 4 "By the Bay" images, now sold on coasters, greeting cards, glass cutting boards, necklaces, and prints of all sizes. One of the shop owners in St. Michaels was quoted in a local publication saying "Ann's bicycle was our top selling banner poster last year, and we are excited about her new design for 2015."

Around the Mark from my pandemic window view – glass, 8 inches square, 2013 At some point, I thought "wouldn't it be cool to cut colored glass in the same shapes as my paper designs?" Ha. Easier said than done. I've enjoyed experimenting with glass art, and have tried both fused and blown glass, and made mosaics, but my favorite thing to do is just glue colorful glass in designs.

Easton Skyline-Showtime and Easton Skyline-Soda Fountain Fun duct tape on canvas banner, 30 inches square, 2015 With the Arts in Easton banners, artists actually paint or decorate the canvas banners directly (as opposed to St. Michaels, where they put a digital image of your artwork on the banner). And paper doesn't really hold up outdoors. So I created a bit of Easton's Dover Street skyline, including the Avalon Theater & Hill's Drug Store, using colorful duct tape.

Sail Away pen, 24 x 30 inches, 2017 I saw some art at the beach that was a quote I liked written in the shape of an anchor. I made one of those for my husband -- and then I made this just for fun. I have notecards with this image.

Wake, Watch, Warm, and Wait hand-cut paper, 12 inches square, 2019 I created a new series of 4 hand-cut paper designs depicting peaceful white summertime chairs set against the bright blue sky of a perfect beach day. These “By the Beach” images include Warm (beach chair), Watch (lifeguard chair), Wait (seagull & fries by beach bench), and Wake (adirondacks chairs with sailboats). I have 14 inch pillows & 5 inch square notecards of these -- plus a few originals.

I loved her list, & it got me thinking about the lessons I’ve learned from my parents. This was my pandemic Christmas gift to them.

2 / 2 There are many designs on the stormwater covers in Japan, where I was born and raised. Each city, town, and prefecture has its own unique designs and it’s always fun to look for different ones. Since stormwater covers in Japan are popular now, many people including from outside of Japan come to see them. These people use their blogs and social media to share the stormwater covers they have visited with friends and family all over the world, creating even greater interest in the covers and the regions.

I walked from Old Town South to Old Town North the other day. I found new restaurants, new construction, a boardwalk, benches, etc. - they looked very nice. I have been thinking that it will be much nicer, lively and interesting to have designed stormwater covers that people will see and will know that they are in Old Town North. Just like in Japan, the stormwater covers can be on one of arts projects that will attract people to come visit and explore Old Town North.

When I heard about this project, I got excited and really want to be part of it. I’m interested in considering elements of Native American history in Old Town North. I’m planning to visit the Archaeology Museum and research this and other topics. I will also be taking many walks through the Old Town North area and will get more ideas and inspiration each time I visit there. If selected, I am confident that I will be able to keep to the project timeline and meet all deadlines and I am looking forward to being part of a creative team working together to produce public art that is reflective of the unique character and vibrant nature of the OTN community.

Artist statement I Yoshiko Ratliff

I am a painter and an award-winning ceramicist. My paintings are abstract, but strongly influenced by representational forms and structures. I strive to discover and use various techniques, materials, and surfaces to expand and enliven my vision and means of artistic expression.

I paint in several mediums including acrylic, oil and cold wax, and gold/silver/copper leaf, but am not limited to these and will often blend and combine them where appropriate or interesting.

My works rely on an abstract organic underpainting with shapes, textures and shades forming integral elements of the finished pieces, and often incorporating influences of my Japanese heritage. I also strive to suggest or replicate the unpredictability and beauty of the crystalline shapes I produce in the glazes for my ceramic works in my paintings.

If a painting is one that I feel that I would like to keep for myself, then I have created art that I feel comfortable being viewed and enjoyed by others.

It makes me smile. This challenging opportunity to create an image that both respects and plays with the historical, cultural and ever-changing future of the Old Town North area of the city of Alexandria compels me to want to be a part of enhancing the world under our feet. Be it an artistic expression of the arts, a movement-oriented activity theme, a highlighted environmental subject or a tribute to the rich historical context of the city, my goal will be to provide a project design that will make people smile and happily seek more.

I have been fortunate in my career to have been able to create a varied body of work all of which can complement the conceptualization, design and execution of the Old Town North Public Art effort. As can be observed in my submitted images and presentation here, I am comfortable with and have experience in a variety of mediums. This has included traditional and precise watercolor design and execution, corporate and commercial residential installations, contemporary community murals depicting the development of urban areas such as the Reston Town Center, large visual historical trend graphics for the Bailey’s Crossroad area located in a new Fairfax County community facility, created the representation of the official bird of Reston, and smaller whimsical installations such beautiful metal bike racks for a nature center.

My work has often been described as whimsical surrealism. Some reviewers had depicted it as “highly idiosyncratic, funny, challenging and precise, a little hard to describe in print”. However, you describe it, I have arrived at the time in my career where I am extremely confident in my ability to deliver a product of the highest technical design and quality. In my work you will find color, architectural form, precision, music, and the best subject of all, our gift of life in all its forms.

I am experienced and delight in seeking the vision of stakeholders and then translating the spirit into a design project that can be readily manufactured within the physical constraints and materials dictated by the project and its budget.

I would love to be a part of this endeavor to celebrate Alexandria and its people.

Original Design Artist Commission: $7,500. Sponsors: Public Art Reston, Kettler, Fairfax County, Reston Town Center Association, Partnership Program Grant, VW and Private Donations Description: Midtown Mural design assimilates myriad buildings and iconic Landmark structures that comprise the northern portion of Reston Town Center. Whimsical elements have basis in the Development of Reston and it’s founder, Robert E Simon (the photographer). The selected theme is represented with my interpretation of recognizable yet surreal and bold architectural forms, vivid colors with emphasis on extensive detail and technical precision in execution. The work was installed by Artifice, Inc with my assistance utilizing an environmentally low maintenance but vibrant German Keim. It’s interactive. If you pose on the landing in next to Bob, you will have a photograph of Bob photographing you!

2 “Pileated Woodpecker Bike Racks” Watercolor 3” diameter 2019 with Steel fabrication 18” diameter Location: 11450 Glade Drive, Reston, Virginia 20191 Commission: Walker Nature Center (Reston Association) and Friends of Reston. Budget: $2,200. Original Design Artist Commission: $1,000. Sponsors: National Endowment for the Arts, Public Arts Reston, Virginia Commission for the Arts, Reston Bicycle Club, Friends of Reston. Manufacturer: DERO, specializing in fabricating custom designed bike racks. Installed and maintained by Reston Association. Description: The Pileated Woodpecker bike racks is comprised of three individual wheels depicting the bird in flight, perched on a tree and signature rectangular nesting hole as seen in it’s natural habitat. The inspiration came from my earlier Official Bird of Reston painting and limited editions print for the Nature Center.

3 “Bailey’s Crossroads Community Mural” Watercolor 16” X 8” 2019 Enlarged, 18’ X 16’ German Keim Paint Location: 5914 Seminary Road, Falls Church, Virginia Commission: Fairfax County Virginia for Bailey’s Emergency Shelter and Supportive Housing Budget: $18,180. Original Design Artist Commission $3,100. Description: Bailey’s Shelter mission is “to empower individuals and families to improve their quality of life.” Through a series of vignettes the Fairfax County commission provides documentation of Bailey’s Crossroads historical roll during the civil war to present day. The final section (lower right) of the mural depicts the movement of those who will occupy the facility toward stabilization of their lives to lead to self-sufficiency and the hope of having a home. I assisted Artifice, Inc with the wall installation.

4 “Syncopation” Watercolor 18” X 5” 2020 $475. Description: Over, under, right-side up and upside down and all around. This painting is the perfect blending of musical instruments and sounds through the use of positive and negative space. Wild and wonderful, balanced at any angle.

Private Collector Description: This garden scene is a whimsical exploration of the arts depicting Music and dance, painting and sculpture, floating architecture and natures beauty. Individual and overlapping vignettes provides for a celebration of various styles, techniques and precision.

Location: Original - 2230 Fairfax Drive, Suite 100 Arlington, Virginia Limited Editions -lobby installations in all new and newly renovated buildings in DC, Maryland and Virginia Description: Arlington Housing, Inc is a non-profit developer of low and moderate income housing (8,000 units). Their mission is to produce affordable housing of new and newly renovated buildings and properties throughout the metropolitan area. “AHC” was created depicting their journey. A family walks the archway to a new future in this iconic landscape.

7 “Precisely Percussion” Watercolor 15” X 5” 2020 $400. Description: So much fun describes the exploration of music by overlapping positive and negative shapes of the instruments with the use of vivid color and a good steady hand. 8 “Streamline Silver Line” Watercolor 40” X 40” 2019 Description: Metro Silver Line comes to Reston. Iconic imagery describes this exciting urban explosion.

An Artist and an Athlete By Dana Ann Scheurer

I began my journey into the creative world of art as a little girl when my proud father would take my pen and ink drawings of “big eyed” children to his office in an auto industry plant in Muncie, Indiana where he offered them for sale to colleagues. And they sold! From those early formative years until the present, I have continued my exciting and fulfilling journey in the world of creative visual arts. As a student artist, I experimented in fiber, sculpture, print making, and even creating beautiful, yet affordable jewelry. My formal art education included Ball State University and the John Herron Art Institute of Indianapolis however, I was most comfortable experimenting and housing. A second daughter, Elizabeth learning from trial and more trial! arrived a little later, and the family unit was declared complete. With my husband, Michael and daughter Laura, I relocated to Reston in 1981 where I then decided to concentrate on watercolor Michael continued to pursue his career in to produce work that showcased a growing urban planning concentrating in affordable mastery of precision drawing, yet doing so infused with vibrant color and a lively whimsical surrealism. At times our house seemed like a living gallery of artistic experimentation. During these early years as a professional artist, I was honored to become a juried member of Touchstone Gallery and was additionally represented by Zenith Gallery, both located in Washington DC.

I had a problem however. I have always been a physically active person and I knew sitting for long sessions is not good for the body. I needed to move, and I needed to move with purpose. I started by teaching fitness classes. This activity complemented my extended sessions at the drafting table. This also helped me achieve a life balance while raising my daughters, who have both grown to be achieving professional women -- Laura Kowalski as the Director of Recreation and Environmental Education for Reston Association and Elizabeth Scheurer as a School Based Technology Specialist for Fairfax County Public Schools.

I was also juried as an Artist/Designer of the Greater Reston Arts Center that allowed me to become much more local and be a part and received financial support from Public Arts of a community that has gone from the small Reston and a number of other generous local experimental enclave of the 80’s to the premiere individuals and organizations. This summery is a brief narrative of activities and actions that have been taken since the previous Division Update. The Office of the Arts ACA Update is also shared with other Recreation, Parks & Cultural Activities commissions and staff and becomes part of the monthly minutes for the Arts Commission.

Highlights

• The call to artists for the OTN stormwater project closed. We received 31 applications for the project. • Project One Studio has met with staff from the Department of General Services (DGS) to review the plans for anchoring the artwork to the building. We are on track for a September installation. • Conservation work has been completed for the Rocky Versace memorial and is scheduled for Shipbuilder later this month. • Save the Date – Friday, June 4th 6-8 pm for a meet-and-greet with R&R Studio and Mark Reigelman for an invitation only reception.

Public Art Project Task Force The Commission for the Arts will form an ad hoc Public Art Project Task Force for each project that the Program undertakes. The ad hoc Task Force will convene on an as needed basis to advise on the development of each project.

DESCRIPTION Identifying the • Projects are identified in the Public Art Workplan, a document developed Project in the annually by the Office of the Arts with input from the Workplan Task Force. Setting Project • Once a project has been initiated, the Arts Commission establishes a Public Art Goals and Project Task Force specifically for that project. This plan includes goals, location, timeline and budget; the artist selection process and community engagement process; and a list of internal and external stakeholders for the project. • The Project Plan is approved by the Arts Commission. Developing the • Based upon the approved Project Plan, the Office of the Arts develops a pool of Artist Pool artists and collects qualifications for the Project Task Force to review. • The pool of artists can be collected through an open competition, pre-qualified artist list, curatorial process or invitational. • Artist qualifications generally include a cover letter from the artist expressing their interest in the project, a resume, and examples from the artist’s portfolio with a corresponding description of each project. Fabrication • In most cases, the artist is responsible for fabrication. The Office of the Arts monitors fabrication to ensure it is on schedule and in conformity with the approved design. • In some cases, the Office of the Arts will play a more direct role in overseeing the fabrication of artwork, with the artist acting in an advisory role. Installation • The Office of the Arts works with the artist, relevant City Departments, and other stakeholders to schedule and facilitate installation.

• Sec. 2-4-90 - Creation, composition and organization.

(a) There is hereby established a standing commission known as the Alexandria Commission for the Arts. (b) The commission shall consist of 16 members to be appointed by the city council. The composition of the commission shall be as follows: (1) four members shall have expertise in the arts, including, but not limited to, arts educators, professional practitioners of various art disciplines and professional administrators working in the arts; (2) three members shall have specific expertise in visual arts either as professional practitioners of visual art, curators of visual art, or as professional arts administrators currently working in the field; (3) three members shall represent the public at large, as arts consumers or participants; (4) three members shall be professionals in fields relevant to arts and cultural development, including cultural planning, marketing, finance, funding, tourism, promotion, non profit organizational development, and real estate development; (5) two members shall be professionals in the field related to the visual appearance of the cityscape, such as architecture, environmental design, landscape architecture or urban design; and (6) one member shall be a student who resides in the city and attends a high school located in the City of Alexandria. (c) Members of the commission shall be appointed in the manner prescribed by article A of this chapter. The members shall serve for a term of three years, except in the case of an appointment to fill the unexpired portion of a term. (Ord. No. 3782, 2/25/95, Sec. 1; Ord. No. 4482, 5/12/07, Sec. 1; Ord. • Sec. 2-4-91 - Function; powers; duties.

(a) The functions of the commission shall be as follows: (1) to advise city council with regard to policies that will strengthen the arts and further public access to the arts and cultural matters identified by the city council; (2) to establish and periodically review criteria and standards for arts grant applications for city funds and accountability for the use of such funds; the allocation from such funds to eligible organizations and activities as may be appropriated by the city council for such purpose; (3) to review the public art annual work plan as developed by the office of the arts and a work plan task force and make recommendations to the city council as part of the budget process; (4) to review and approve public art project plans for specific public art projects, and to review and approve artist selection and concept development; (5) to create committees and task forces, as necessary, to focus on public art project development and artist selection; (6) to review proposals for donations of public art and commemorative art and make recommendations to the city council;

Page 7 of 8 Office of the Arts ACA Update, May 2021 (7) to collaborate with the office of the art on public art project evaluations; and (8) to support public communication and outreach as related to the arts and; (9) to serve as citizen liaisons to city planning initiatives when public art is involved. (b) The commission is empowered to adopt rules and regulations in regard to procedure and other matters so long as the same are not inconsistent with the city code, including, but not limited to, the establishment of committees, through which to carry on its functions and purpose. (c) A commission chair, vice-chair and secretary shall be elected annually by the commission members at the organization meeting designated in the commission’s bylaws. (Ord.
