I. INTRODUCTION

1.1. Project description

1. This third bi-annual report on environmental monitoring for the reporting period from January to June 2017 covers Pyanj, Vose, Kulyab, Darvaz, Vanj, Rushan, Roshtkala and Ishkashim districts, which are pilot areas of the ADB project "Building Climate Resilience In The Pyanj Basin" (Grant 0352 ) for component 1 and 2 - irrigation and flood management.

2. The project aims to increase the resilience of the communities located in the Pyanj River Basin to climate vulnerability and climate change. The project consists of four components: (i) more sustainable flood protection systems, including the rehabilitation of a small flood management infrastructure and building the capacity of disaster risk management committees; (ii) more sustainable irrigation systems, including rehabilitation of small irrigation infrastructure and capacity building of water user associations; (iii) more sustainable drinking water supply systems, including rehabilitation of drinking water infrastructure in highly vulnerable communities and building the capacity of water user groups; And (iv) a microfinance component to provide financial services to vulnerable groups, especially women, and promote climate resilience.

3. Funding includes the following project components Component 1. Restoration of infrastructure for flood protection and its climate resistance in 10 jamoats. Component 2. Climatic protection of irrigation systems in 8 jamoats.

4. Monitoring is carried out in accordance with environmental action plans (EMP/SSEMP) and ADB's environmental safety policies, as well as environmental legislation of the Republic of Tajikistan.

5. This report describes the results of construction works monitoring carried out during the first 6 months of 2017.

6. Environmental monitoring consists of the following two parts: (1) monitoring compliance with the environmental management plan (EMP/SSEMPs) to review the conditions necessary for compliance during the construction phase of the project; and (2) monitoring of environmental conditions. The EMP compliance assessment began with a review of the environmental management conditions required for compliance during the construction phase of the project.

7. The Executive Agency (EA) is the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan. The EA established the Project Management Office (PMO) to manage, on a daily basis, the coordination, monitoring and organizational arrangements of the project.

1.2. Goals and methodology of the report

8. The purpose of the report for 6 months of environmental monitoring is to monitor the compliance of the project activity with the requirements of the EMP and also meet the environmental protection requirements of the Republic of Tajikistan and the Asian Development Bank (ADB) safeguardsregistered in the loan agreement with the Government of the Republic of Tajikistan (The Agency for Land Reclamation and Irrigation under the Government of the Republic Tajikistan).

9. The conclusions are based on a review of the monthly technical progress reports and quarterly monitoring reports submitted by the Contractors as well as data obtained during the monitoring and monthly inspections of the PIU experts on monitoring the environmental impact for the period from January to June 2017. In addition, environmental experts of the PIU EM regularly conducted environmental monitoring of the relevant parameters that are in charge of contractors 6

considered project design, social documents. The Contractor's reports include a section on health, environment and safety.

10. During the reporting period, 23 environmental monitoring reports were provided by contractors.

1.3. Review of the project

11. The Government of the Republic of Tajikistan, with the support of the Asian Development Bank, has launched the Project "Building Climate Resilience in The Pyanj Basin". The project is included in the "Strategic Climate Resilience Program of Tajikistan" (SCRPT), which was approved for funding under the Strategic Climate Fund (SCF) by the Subcommittee on the Pilot Program for Climate Resilience (SPPCR) in November 2010. The project will be implemented between 2013 and 2019 years.

12. The project aims to increase the resilience of the communities located in the Pyanj River Basin to climate vulnerability and climate change. The impact of the project will be expressed in improving the livelihoods of communities in the Pyanj River valley, vulnerable to climate change and instability. The end result of the project will be to reduce the negative impact of instability and climate change in 18 jamoats in the Pyanj River basin.

13. The objectives of this component of the project are to increase the resilience of communities living in the Pyanj River Basin to climate vulnerability and climate change in the Pyanj River Basin by addressing the problems associated with the rehabilitation of bank protection structures from floods damaged by the effects of climate change (mudflows and soil erosion) in Pyanj district.

14. Component 1. Restoration of infrastructure for flood protection and its climate protection in 10 jamoats. This component includes the following activities:

 Modernization and climate protection of infrastructure to protect against floods and mudflows in 10 jamoats, including bank protection works, reconstruction of embankments, rehabilitation of river beds, terracing and planting of trees, and stabilization of soils;  organization of operation and maintenance (O & M), development of O & M manuals and training of local departments of responsible agencies;  development of early warning communication systems through the use of modern technologies, including mobile phones;  organization of disaster risk management committees (DRMC);  training them to disseminate information on the effects of climate change and adaptation measures on local authorities and local institutions, such as hashar (self-help groups), mahala (self-organizing bodies), and women's committees.

15. Component 2. Climate protection of irrigation systems in 8 jamoats.The project includes:  Restoration and climate protection of irrigation canals and networks, including reconstruction and removal of sludge in drainage and supply channels, and rehabilitation of pumping stations;  Testing drip irrigation schemes;  Strengthening the capacity of water user associations (WUAs);  Providing advice and dissemination of information on water resources management and climate to sustainable agriculture among farmers, representatives of local authorities, women's groups and other stakeholders.

16. It is expected that coordination and a strategic approach to management and access to water resources through climate-resilient infrastructures for irrigation, drainage networks in the Pyanj River Basin will directly improve resistance to extreme climate events through flood protection, early warning systems and risk transfer mechanisms.

17. The project will be implemented in the following districts of the Republic of Tajikistan: the Khallon region - Pyanj, Vose, Kulyab districts, GBAO - Darvaz, Vanj, Rushan, Roshtkala and Ishkashim districts. The location of objects in the country scale is shown in Map 1 below.

1.4. Changes in the project organization and the team for environmental management

18. The Executive Agency (EA) is the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan. The EA established for the Project Implementation Center (PIU) of the BCRIPB to manage on a daily basis the coordination, monitoring and organizational arrangements of the project. The diagram below shows, in general, the group on environmental management.

19. The PIU has overall responsibility for management, procurement, as well as full responsibility for financial management within the framework provided for inStructure of environmental management for the project is shown in Figure 1 below.

20. The PIU has four Project Implementation Offices (PIOs) in the project area: one in the Pyanj district, one - in Kulyab and Vose districts, one PIO in Darvaz district covers all three districts (Vanj, Darvaz and Rushan districts), and one in Khorog - covers Ishkashim and Roshtkala areas.

21. The Contractors have local specialistson environmental and social issues (ES) to monitor the performance of work in the field of environmental protection.

22. Starting from May 2016, the PIU has hired a new specialist on environmental and social issues (ES) –Mr.Buzrukov Yusuf (tel. 446003348), which is responsible for implementing of mitigation measures and regular monitoring of the measures specified in the Environmental Management Plan,ensuring that all environmental requirements and mitigation measures specified in the environmental assessment of the project are included in pre-qualification contracts and tender documentation for suppliers and builders. His responsibilities also include supporting the development of any additional requirements for EMPs needed for detailing, providing training and awareness of the PMU staff, the staff of the PIU and project stakeholders. He will interact with the PIU and the people affected by the project; carry out initial supervision and control of construction activities of the contractor; consider the complaints.

23. Monitoring of the implementation of the EMP/SSEMPs by the contractors is entrusted to the company EPTISA CC.

24. Issues related to environmental monitoring and supervision of the implementation of project activities and monitoring and environmental protection in the pilot regions of the EPTISA CC are entrusted to Team Leader Stefan Parfons, and the national environmental consultant Mr. Juraev Abdusalimwho is responsible for supervision of EMP/SSEMP implementation by Contractors. In addition, the Team-leader of the EPTISA CC Mr. Stefan Parfons supports the experts of the PIU in carrying out annual inspections and additional trainings on all environmental issues related to this project within the available man-months.

25. The Contractor for the Pyanj district, the company "Istehsoli bekhbudi" hired a local environmental specialist, Mr. Zaydulloev Safarali (tel.935975553) to implement the SSEMP. Since the works in the Panj region are completely completed, the ecologist is demobilized.

26. The Contractor for the Vose Districts - the Mostootryad LLC company hired a local environmental specialist, Mr. Miraliev Daler (Tel. 918736324, 903107779).

27. The Contractor for the Kulyabsky District - Umed-1 Company hired a local environmental specialist, Mr. Nematov Sadullo (Tel.987 42 32 01,).

28. The Contractor for the Darvaz, Vanj and Rushansky districts - the company "Jowid" hired a local environmental specialist Mr. Oripov Tohir (Phone 919 487539) to comply with environmental requirements.

29. The Contractor for sub-projects (construction and restoration works of bank protection structures along the Pyanj rivers)is the company KPPP “Kupruksozy payvand”. jamoats, at the moment the Contractor has not hired a local ecologist, the process of selecting a local ecologist is underway. Work on the implementation of construction and rehabilitation works of irrigation and collector-drainage networks and bank protection structures along the Vrang and Pyanj rivers in the Vrang jamoat of the Ishkashim district has not yet been started, so no environmentalists have been selected for these areas.

1.5. Contract - Construction Supervision Services

30. The Consultant for Construction Supervision is CC EPTISA The date of signing the contract is November 1, 2015. Beginning January 2015 10

The duration of the contract is 9 months (within the limits of man-months). The end of the contract - November 2018.

31. As noted earlier, the work and consulting for the above sections of projects are financed by ADB and the Republic of Tajikistan.

32. In the process of development and implementation of this Project, a contract was concluded between the Contractor and the Customer with the aim that all specialists have the necessary qualifications; The Professional Contractor shall provide the Customer with a high quality of construction, and in accordance with the Technical Proposals to perform all necessary work at a high level. The work is carried out in accordance with the rules (ADB, FIDIC, SNIP and legal norms of the Republic of Tajikistan), and also in accordance with the special terms of the contract and the technical specifications that are set by the employer.

1.6. Interaction with the Contractor, owners, etc.

33. During the reporting period, the Project Implementation Center (PIU) of the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan worked closely with ADB, the consultant of the EPTISA CC and the Contractors to review the environmental reports of the project.

34. Interaction with the PIU was carried out directly, through the Team Leader and through the exchange of electronic messages.

35. The ADB/RETA 8663 consultant M.Babadzhanova regularly provided guiding and consultations on protective environmental measures, including issues related to final environmental audits, reporting, etc. They were held as personal meetings, joint inspections, e-mail communications and mobile communications were carried out.

II. INFORMATION ON PROGRESS OF QUALITY CONTROL.

36. In total, 23 environmental monitoring reports were submitted by the Contractors:

• Contractor OOO Mostootryad (Vose District) 2 quarterly, monthly-6. • Contractor Umed-1 (Kulyab district) 2-quarter, monthly-6 • The contractor company "Jovid" (Darvaz, Vanj and Rushan areas) 2-quarter, monthly-3. • Contractor Kupruksozi payvand (Roshtkala and Ishkashim district). 1 quarterly report and 1 monthly report.

37. Quarterly reports of the Environmental Monitoring Engineer for Q1 and Q2 2017 provide detailed information on the location of facilities, offices, auxiliary equipment, plans and activities for environmental protection, environmental monitoring data etc.

38. Other points reflected in the reports include:

• Mobilization of road construction equipment, the availability of permits, • Environmental Monitoring Program and EMP. Information on the progress of construction works, implementation of EMP and environmental monitoring.

39. The results of the inspections carried out for the project areas are shown below for the sites and areas.

2.1. Construction and restoration works on bank protection structures in Dagana sai- Dagana and Ziraki jamoats -Kulyab district (Khatlon region)

40. The main construction works for the restoration of bank protection structures in the jamoats: Dagana and Ziraki as well as additional works on the restoration of the bank-protecting dam in the village of Jerkala and Khudzhaikok, Jamoat Zirakiwere conducted by Umed-1company.

41. Rehabilitation work in this area began in April 2016. Additional worksfor the flood protection inf the Jerkala and Khujiaisk villages of jamoat Ziraki, Kulyab district,have started in February 2017.

42. The main construction activities performed in the reporting period for this sub-project are shown in Table 1.

2.1.1. Construction works and compliance status of EMP/SSEMP requirements in Kulyab district

43. During the monitoring of construction works carried out from early January to July 2017, the following conditions were met in accordance with the requirements of the IEE/ EMP and the SSEMP:

• The warning signs were installed around the construction sites; • Used equipment (bulldozers and trucks) were in good condition, regular inspection was carried out in order to find possible leaks of fuels and lubricants; • workers were provided with personal protective equipment (gloves, work clothes); • At the beginning of the year, a refreshing briefing safety and labor regulations was provided to workers; • the operating time of machinery and construction work was limited (from 8 am to 6 pm); • Access of residents to places adjacent to construction sites was provided.

44. No dust was observed due to the reason, that works were done mainly manually- the collection of gabions using stones, using only one unit of vehicle for a very short time to prepare a coastal embankment by packing gabions.

45. However, some shortcomings and partial non-compliance with the EMP requirement were found during the inspections. The Contractor has been given a Notice of Non-compliance for urgent corrective actions.

46. Due to the fact that all workers were hired from nearby villages, the organization of a camp with appropriate sanitary conditions (showers and latrines), separate dining rooms for workers are not provided.

47. The contractor leased one office for engineering personnel from the local private sector, a room where all conditions (dining room, toilet and other servicing rooms) are available in the office and meet sanitary requirements.

48. When checking the environmental documentation, environmental specialists of the EPTISA CC and PMU recommended that the Contractor's current reports include more details on health, safety, and the environment

2.2. Construction and restoration works on bank protection structures along the Yakhsu, Kyzylsu rivers and single-span bridges in the M. Mahmadaliyev, and Rudaki jamoats -Vose District (Khatlon Region)

49. Design works on restoration of bank protection structures were carried out in M.Mahmadaliyev, and Rudaki jamoats, Vose district.

50. The contractor for construction works in the Vose District is the “Mostootryad” company. Rehabilitation work in this area began in April 2016.

51. The main types of rehabilitation work for the reporting period for this sub-project are shown in the Table 2.

2.2.1. Construction works and compliance status of EMP/SSEMP requirements in Vose district

52. The construction of bank protection structures can cause temporary environmental impacts, in particular: dust, noise, temporary inconveniences on inter-farm roads.

53. During the reporting period, the Contractor applied the following mitigation measures, including an appropriate monitoring system to prevent, eliminate or minimize any expected adverse environmental impacts: • Warning signs have been installed near construction and cleaning works; • •Used equipment and heavy vehicles (excavators, bulldozers and trucks) in good condition, regular inspection was carried out on the context of possible leaks of fuels and lubricants; • Workers were provided with personal protective equipment (gloves, helmets)and first aid means were in place; • Workers of the Contractor were trained and instructed occupational health and safety issues for construction activities; • • the operating time of machinery and construction activities was limited (from 8 am to 6 pm); 15

• • Access of residents to places adjacent to construction sites was not limited.

54. In the course of the inspection it was noted that empty plastic containers and barrels were placed in the areawhich was not permitted for this purpose. The contractor was recommended to take immediate measures to remedy the shortcomings.

Contractor's construction camp

55. The Contractor's construction camp is located on the right bank of the Kyzyl-Su river of the Javrez settlement in the jamoat of A.Avazov, Vose district of Khatlon region.

56. On the site of the construction camp there is a contractor's office, a living room for workers, a dining room, shower cabins, toilet facilities, a pit for temporary accommodation of domestic garbage.

57. Shower cabins and toilet facilities are located at 15-20 meters from the place of residence. Toilet rooms for workers are a cesspool - there is no toilet water, septic tank. Source of water - tanks (drums) - imported water.

58. The Contractor “Mostootryad” company applied recommended corrective actions in order to improvesanitary conditions, first aid means and fire safety.

59. In period from January to June 2017about 6 people lived in the camp. The rest of the workers are residents from nearby villages.

60. During the inspection, the following was revealed: • Previously, non-compliance with the fire-fighting equipment (box with sand, shovels, no fire extinguishers) are corrected; • First-aid kits are available; • Containers for disposal of domestic waste are delivered; • Contractor's current reports should include more details on health, safety, and the environment. 16

61. At the time of the inspections, no accidents due to construction works, workers' diseases, especially those associated with intestinal diseases, have been recorded.

62. In reporting period no complaints were received from the Contractor’ personnel and the local population during the project restoration activities.

2.3. Construction and restoration works for bank protection facilities along the Devdara, Vishkharv and Pyanj rivers, and irrigation system in the Kalayhumb and Vishkharv jamoats - Darvaz district (GBAO)

63. Design works on restoration of bank protection structures were carried out along the right bank of the Pyanj River in the village of Ruzvai, Jamoat Kalaykhumb and along the right bank of the Viskharv river. 64. Design work on the laying of polyethylene pipes was carried out at the head part of the Kevron 1 and Kevron 2 canals in the Vishkhar dwarves of Darvaz district.The contractor for construction works in Darvaz district is the company "Jovid". 65. 66. Monitoring of compliance with environmental requirements in accordance with EMP/SSEMP showed that the Contractor applied measures to mitigate short-term impacts from construction activities to prevent, eliminate or minimize any potential adverse environmental impacts:

• warning signs were installed near the sites of concrete wall construction to protect from floods, embankment strengthening by rocks, during the work of the heavy machinery of the Contractor;

• Used equipment (excavators) was in good condition and proper maintenance works were done to prevent potential leaks of fuels and lubricants. No any leakages of oil, fuel or lubricants were observed in the work area; • There were no construction debris on the site • Workers of the Contractor were trained and instructed on occupational health and safety issues – training records are in place; • first aid means were in place; • Time of machinery operation and construction activities was limited (from 7 am to 7 pm); • The access of residents to places adjacent to construction sites was not limited.

67. The concrete mixers used were of low power, the material was purchased at the local quarries which are in use. The figures below show the results of the work done.

68. At the time of the inspection, incidents related to construction work, diseases of workers, are not registered.

69. No complaints or complaints were received from the working staff and the local population during the project restoration work for the reporting period.

70. The final environmental work will be submitted after the completion of additional work on this facility.

2.4. Restoration of bank protection structures, cleaning of the channel and irrigation network in Jamoats Jovidon and Vodhud – (GBAO)

71. Project works in the Vanj district include the restoration of bank protection structures and irrigation network for jamoats "Jovidon" and "Vodhud"

72. The company "Jovid" is also a Contractor for construction works in the Vanj district.

73. The main construction activities carried out in reporting period for this sub-project are shown in Table 4.

2.6. Rehabilitation of the irrigation network and construction and restoration works on bank protection structures in the Jamoat Dodhudoeva-Rushan district (GBAO)

78. Project works in the Rushan district include the construction of flood protection mounds in the N. Dodhudoev jamoat, the Barushon village, the restoration of the Mohi May channel, thecleaning of the Seleruska of Barushon and Deruchon villages. Company "Jovid" is Contractor for sub-project in Rushan district.

• Information board was installed near the construction site; • Usedmachinery (excavator and KAMAZ) are in good condition, Contractor ensured regular maintenance of the vehicles during reporting period in order to prevent leaks of fuels and lubricants. No oil/fuel leaks were found in the area of construction works; • No debris was observed on construction sites; • Workers of the Contractor had training and instructions occupational health and safety; • The first aid means were in place; • The time of machinery operation and construction works was limited (from 7 am to 19 pm).

84. Project works in the Roshtkala District include construction and restoration works for flood protection in Lakhshik village and developing economically profitable lands by terracing the unstable slope and planting trees in the Tusiyon jamoat in the Roshtkala District. The Contractor for this sub-project in the Roshtkala district is company “Cupruksozy Payvand”.

85. Construction activities carried out in reporting period are shown in Table 6. 88. Design works in Ishkoshim district include the construction of irrigation and collector- drainage networks and bank protection structures along the Vrang and Pyanj rivers in Zong and Vrang jamoats, (GBAO). 89. The Contractor for sub-project in Ishkashim district is also company “Cupruksozy Payvand”. 90. Construction activities carried out in reporting period from January to June are shown in the Table 6 below.

100. During the reporting period, about 8 people lived in the camp. The rest of the workers are from nearby villages.

101. During the inspection, the following non-compliance with the SSEMP/EMP requirements was identified:

o Containers for household wastes are not available; o There is a spill of oil near the fuel and lubricants. o Contractor's current reports should include more details on issues, health, safety and the environment.

102. No accidents, workers' diseases, especially those associated with intestinal disorders, have not been recorded.

103. No complaints were received from workers and the local population during the project restoration work in reporting period.

III. ENVIRONMENTAL MONITORING

3.1. Noise and vibration

104. During the reporting period, no noise level measurements were made in any of the pilot areas of the project, although the EMP/SSEMP requirements should be measured accordingly. The lack of measurements is explained by the fact that mainly the works were conducted at a big distance from the settlements, many works were carried out manually, the technique was used in small quantities (one or two units per day per site) and for the very limited time.

105. Construction equipment used during excavation, cleaning works and transportation of inert materials was equipped with silencers or sound-absorbing devices. The speed of heavy equipment was limited, as well as the time of vehicles movement.

106. As for vibration - no cracks or other damage to buildings and structures from the conduct of project construction work were observed during the field visits for the specified monitoring period.

3.2. Water quality

107. According to the IEE/EMP, no instrumental measurement of water quality is foreseen, but only visual observations.

108. During the reporting period, according to the confirmations of the environmental authorities of the pilot regions, the project works did not affect water sources.

3.3. Air quality

109. Earthworks were carried out mainly in the spring earlier, when there was a rather large amount of precipitation. Therefore, dust, except in the project districts were not observed. Access roads were not watered because there was no need.

110. According to the IEE/EMP, no instrumental measurement of air quality ifs foreseen, the observation is conducted visually.

111. There were no complaints on this issue from the residents and environmental authorities of the districts.

3.4. Monitoring of flora and fauna

112. Violations were not observed in relation to wild plant species and fauna, no cases of illegal pouching were registered, as the project areas are not located near the protected areas or habitats. Confirmed by environmental authorities of all districts.

3.5. Monitoring of occupational health and safety, HIV-AIDS issues

113. During the reporting period, no accidents were registered. Appropriate measures were taken by the Contractors during the implementation of the project works to comply with all requirements and following activities for the purpose of occupational safety and health were conducted:

• The Contractors developed and approved a training program on safety, which included an initial course on health and safety. All workers have completed security training courses, starting with the first week of work at the construction site. Monthly technical safety briefings are given. • Briefing on technical safety, labor protection and environmental protection is conducted for workers on a daily basis; • Appropriate sanitation facilities have been established in almost all project areas • PPE for workers were provided almost by all Contractors.

IV. ENVIRONMENTAL MANAGEMENT

4.1. The Environmental Management System (EMS), the Site specific Environmental Management Plans (SSEMPs) and work plans

114. For this project in 2013, the Initial Environmental Assessment was prepared. The document contains an Environmental Management Plan (hereinafter referred to as EMP), with appropriate mitigation and monitoring actions in the design, construction, commissioning and operation phases.

115. The Environmental Assessment Report (EIA) was prepared during the preliminary feasibility study phase in the following aspects:

• It provides basic information on the state of the environment in the project area and what will be the potential impacts on the environment; • Provides recommendations for reducing the potential environmental impact and describes how to implement an environmental management plan; • Provides guidance on how environmental monitoring should be carried out, and; • Indicates which types of mandatory registration of environmental permits should be received.

116. The Environmental Management Plan (EMP) includes information on potential environmental impacts and the proposed mitigation measures for each facility have been provided in the solicitation documents. In addition to the EMP that was provided to contractors, the tender document also includes some detailed instructions on this issue, which are highlighted in the EMP and the environmental monitoring plan on the following aspects:

• Precautions to be taken during the disposal of solid waste dumps, including the removal of organic residues from the construction of facilities; • Precautions to be taken in the field of sanitation and housekeeping in the work camp, such as the construction of toilets, hygiene, water supply, waste disposal, first aid and maintenance, etc .; • To maintain air quality standards; • To measure and maintain quality standards for noise and vibration; • To maintain water quality standards

117. One of the requirements under the EMP is that the Construction Contractors must prepare a safety plan for construction activities. In 2014, contractors of the subprojects prepared the relevant plans, called "Health, Safety and Environmental Planning", in order to avoid risks to employees' health at work sites, as well as to protect the environment.

118. An assessment of compliance with the Environmental Management Plan (EMP) and the Site-Specific Environmental Protection Plans of Contractors (SSEMP) was conducted with an overview of the environmental management conditions required for compliance during the construction period of the project. The following table identifies the status of environment documentation on the Project.

Within the framework of the preparation of design and research documentation and the provision of measures for the environmental protection, the public organization "Loihai ob", developed preliminary SSEMPs for each pilot area in 2015. The SSEMPs take into account the specific conditions for environmental protection during the construction and installation of the drip irrigation system, the cleaning of drainage and irrigation canals (CDN), the construction of bank protection infrastructure, and rehabilitation of pumping stations.

120. The Environmental Management Plan served as the basis for the development of the SSEMP for each project area and was provided to contractors with the contracts, prior to the commencement of construction work. The SSEMPs provides guidance on how potential environmental impacts can be mitigated at the sites. It also includes those responsible: who should implement and monitor the implementation of mitigation measures.

4.3. Field inspections and audits

121. During the reporting period, 7 field visits of construction sites in pilot areas were conducted to conduct environmental inspections and audits on the implementation of the correctness of construction and rehabilitation works in accordance with the requirements of the EMP and the compliance of these tasks with the legislative normative acts of the Republic of Tajikistan and the ADB requirement. During the inspections, meetings with workers, contractor, engineers and specialistswere conducted.
