I. INTRODUCTION

1.1. Project description

1. This second semi-annual report on environmental monitoring for the reporting period from July to December 2016 covers Panj, Vose, Kulyab, Darvaz, Vanj and Rushan districts, which are pilot areas of the ADB project "Building Climate Resilience In The Pyanj Basin" (Grant 0352 ) For component 1 and 2 - irrigation and flood management.

2. The project aims to increase the resilience of the communities located in the Pyanj River Basin to climate vulnerability and climate change. The project consists of four components: (i) more sustainable flood protection systems, including the rehabilitation of a small flood management infrastructure and building the capacity of disaster risk management committees; (ii) more sustainable irrigation systems, including rehabilitation of small irrigation infrastructure and capacity building of water user associations; (iii) more sustainable drinking water supply systems, including rehabilitation of drinking water infrastructure in highly vulnerable communities and building the capacity of water user groups; And (iv) a microfinance component to provide financial services to vulnerable groups, especially women, and promote climate resilience.

3. Funding includes the following project components Component 1. Restoration of infrastructure for flood protection and its climate resistance in 10 jamoats. Component 2. Climatic protection of irrigation systems in 8 jamoats.

4. Monitoring is carried out in accordance with environmental action plans (EMP / MEMP) and ADB's environmental safety policies, as well as environmental legislation of the Republic of Tajikistan.

5. This report describes the results of monitoring the construction work carried out during the last 6 months of 2016.

6. Environmental monitoring consists of the following two parts: (1) monitoring compliance with the environmental management plan (EMP / MEMP or MEMP) to review the conditions necessary for compliance during the construction phase of the project; And (2) monitoring of environmental conditions. The EMP compliance assessment began with a review of the environmental management conditions required for compliance during the construction phase of the project.

7. The Executive Agency (EA) is the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan. The EA established the Project Management Center (PMC) to manage, on a daily basis, the coordination, monitoring and organizational arrangements of the project.

1.2. Goals and methodology of the report

8. The purpose of the report for 6 months of environmental monitoring is to monitor the compliance of the project activity with the requirements of the EMP and also meet the environmental protection requirements of the Republic of Tajikistan and the Asian Development Bank (ADB) registered in the loan agreement with the Government of the Republic of Tajikistan (The Agency for Land Reclamation and Irrigation under the Government of the Republic Tajikistan).

9. The conclusions are based on a review of the monthly technical progress reports and quarterly monitoring reports submitted by the Contractors as well as data obtained during the monitoring and monthly inspections of the PIU experts on monitoring the environmental impact for the period from July to December 31, 2016. In addition, environmental experts of the PIUEM regularly conduct environmental monitoring of the relevant parameters that are in charge of contractors additionally considered project design, social documents. The Contractor's reports include a section on health, environment and safety.

10. For reporting period each Contractors provided 14environmental monitoring reports.

1.3. Review of the project

11. The Government of the Republic of Tajikistan, with the support of the Asian Development Bank, has launched the Project "Building Climate Resilience In The Pyanj Basin". The project is included in the "Strategic Climate Resilience Program of Tajikistan" (SCRPT), which was approved for funding under the Strategic Climate Fund (SCF) by the Subcommittee on the Pilot Program for Climate Resilience (SPPCR) in November 2010. The project will be implemented between 2013 and 2019 years.

12. The project aims to increase the resilience of the communities located in the Pyanj River Basin to climate vulnerability and climate change. The impact of the project will be expressed in improving the livelihoods of communities in the Pyanj River valley, vulnerable to climate change and instability. The end result of the project will be to reduce the negative impact of instability and climate change in 18 jamoats in the Pyanj River basin.

13. The objectives of this component of the project are to increase the resilience of communities living in the Pyanj River Basin to climate vulnerability and climate change in the Pyanj River Basin by addressing the problems associated with the rehabilitation of bank protection structures from floods damaged by the effects of climate change (mudflows and soil erosion) in Pyanj district.

14. Component 1. Restoration of infrastructure for flood protection and its climate protection in 10 jamoats. This component includes the following activities:

 Modernization and climate protection of infrastructure to protect against floods and mudflows in 10 jamoats, including bank protection works, reconstruction of embankments, rehabilitation of river beds, terracing and planting of trees, and stabilization of soils;  organization of operation and maintenance (O & M), development of O & M manuals and training of local departments of responsible agencies;  development of early warning communication systems through the use of modern technologies, including mobile phones;  organization of disaster risk management committees (DRMC);  training them to disseminate information on the effects of climate change and adaptation measures on local authorities and local institutions, such as hashar (self- help groups), mahala (self-organizing bodies), and women's committees.

15. Component 2. Climate protection of irrigation systems in 8 jamoats.The project includes:  Restoration and climate protection of irrigation canals and networks, including reconstruction and removal of sludge in drainage and supply channels, and rehabilitation of pumping stations;  Testing drip irrigation schemes;  Strengthening the capacity of water user associations (WUAs);

 Providing advice and dissemination of information on water resources management and climate to sustainable agriculture among farmers, representatives of local authorities, women's groups and other stakeholders.

16. It is expected that coordination and a strategic approach to management and access to water resources through climate-resilient infrastructures for irrigation, drainage networks in the Pyanj River Basin will directly improveresistance to extreme climate events through flood protection, early warning systems and risk transfer mechanisms.

17. The project will be implemented in the following districts of the Republic of Tajikistan: the Khallon region - Panj, Vose, Kulyab districts, GBAO - Darvaz, Vanj, Rushan, Roshtkalin and Ishkashim districts. The location of objects in the country scale is shown in Map 1 below.

1.4. Changes in the project organization and the team for environmental management

18. The Executive Agency (EA) is the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan. The EA established for the Project Implementation Center (PIU) of the BCRIPB to manage on a daily basis the coordination, monitoring and organizational arrangements of the project. The diagram below shows, in general, the group on environmental management.

19. The PIU has overall responsibility for management, procurement, as well as full responsibility for spending and financial management within the framework provided for in regulation 8

20. The PIU includes four Project Implementation Offices (PIOs) in the project area: one - in the Pyanj district, one - in Kulyab and Vose districts, one PIO - the Darvaz district -

covers all three districts ( Vanj, Darvaz and Rushan districts), and one in Khorog - covers Ishkashim and Roshtkala areas. 21. The Contractors have local specialistson environmental and social issues (SES) to carry out activities and also monitor the performance of work in the field of environmental protection.

22. A local specialist (Mr. M.Safarov) on environmental and social issues (ES) was employed to carry out activities and monitor the performance of environmental protection works in the PMU. He worked in total 15 months in 2014 and 2015. In the period from January to August 2016 PMU had no specialist on environmental and social issues. Starting from May 2016, the PIU has hired a new specialist on environmental and social issues (ES) –Mr.Buzrukov Yusuf (phone 446003348), which is responsible for implementing of mitigation measures and regular monitoring of the measures specified in the Environmental Management Plan. The Social Affairs and Environmental Monitoring Specialist at the Project Management Center (PMU) should ensure that all the environmental submissions provided by the current legislation are in accordance with the requirements of the PMU and other environmental legislation in all investment projects. He also ensures that all environmental requirements and mitigation measures specified in the environmental assessment of the project are included in pre-qualification contracts and tender documentation for suppliers and builders. His responsibilities also include supporting the development of any additional requirements for EMPs needed for detailing, providing training and awareness of the PMU staff, the staff of the PIU and project stakeholders. He will interact with the PIU and the people affected by the project; carry out initial supervision and control of construction activities of the contractor; consider the complaints.

23. Monitoring of the implementation of the EMP /SSEMP by the contractors is entrusted to the company EPTISA CC.

24. Issues related to environmental monitoring and supervision of the implementation of project activities and monitoring and environmental protection in the pilot regions of the EPTISA CC are entrusted to Team Leader Stefan Parfons, and the national environmental consultant Mr. Djuraev Abdusalimis responsible for supervision of EMP/SSEMP implementation by Contractors. In addition, the Team-leader of the EPTISA CC Mr. Stefan Parfons supports the experts of the PIU in carrying out annual inspections and additional trainings on all environmental issues related to this project within the available man-months.

25. The Contractor for the Pyanj district, the company "Istexsoli bekhbudi" hired a local environmental specialist, Mr. Zaydulloev Safarali (tel.935975553) to implement the SSEMP. Since the works in the Panj region are completely completed, the ecologist is demobilized.

26. The Contractor for the Vose Districts - the Mostootryad LLC company hired a local environmental specialist, Mr. Miraliev Daler (Tel. 918736324, 903107779).

27. The Contractor for the Kulyabsky District - Umed-1 Company hired a local environmental specialist, Mr. Nematov Sadullo (Tel.987 42 32 01,).

28. The Contractor for the Darvaz, Vanj and Rushansky districts - the company "Chowid" hired a local environmental specialist Mr. Oripov Tohir (Phone 919 487539) to comply with environmental requirements.

29. As for Roshtkala and Ishkashim districts, the selection of Contractor is in process. Therefore, no yet environmental specialistis selected for these areas.

1.5. Contract - Construction Supervision Services

30. The Consultant for Construction Supervision is CC EPTISA 10

The date of signing the contract is November 1, 2015. Beginning January 2015 The duration of the contract is 9 months (within the limits of man-months). The end of the contract - November 2017.

31. As noted earlier, the work and consulting for the above sections of projects are financed by ADB and the Republic of Tajikistan. 32. In the process of development and implementation of this Project, a contract was concluded between the Contractor and the Customer with the aim that all specialists have the necessary qualifications; The Professional Contractor shall provide the Customer with a high quality of construction, and in accordance with the Technical Proposals to perform all necessary work at a high level. The work is carried out in accordance with the rules (ADB, FIDIC, SNIP and legal norms of the Republic of Tajikistan), and also in accordance with the special terms of the contract and the technical specifications that are set by the employer.

1.6. Interaction with the Contractor, owners, etc.

33. During the reporting period, the Project Implementation Center (PIU) of the Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan worked closely with ADB, the consultant of the EPTISA CC and the Contractors to review the environmental reports of the project.

34. Interaction with the PIU was carried out directly, through the Team Leader and through the exchange of electronic messages.

35. The National Consultant of the ADB (PETA 8663) M.Babadzhanova regularly provided advice on protective environmental measures, including the conduct of final environmental audits, reporting, etc. They were held as personal meetings, joint inspections, e-mail communications and mobile communications were carried out.

II. INFORMATION ON PROGRESS OF QUALITY CONTROL.

36. In total, 14 environmental monitoring reports were submitted by the Contractors:

 Contractor "Istexsoli bekhbudi" (Pyanj district) - 2 monthly reports on completion of construction works.  Contractor OOO Mostootryad (Vose District) - 2 quarterly reports, 2monthly reports.  Contractor Umed-1 (Kulyab district) - 2 quarterly reports, 2monthly reports.  Contractor company "Covid" (Darvaz, Vanjsky and Rushansky areas) 2 quarterly reports, 2monthly reports.

37. Quarterly reports of the Environmental Monitoring Engineer for the 3-4 quarter of the year 2016 provide detailed information on the location of facilities, offices, auxiliary equipment, plans and activities for environmental protection, environmental monitoring data etc.

38. Other points reflected in the reports include:

• Mobilization of road construction equipment, the availability of permits, • Environmental Monitoring Program and EMP. Information on the progress of construction works, implementation of EMP and environmental monitoring.

39. The results of the inspections carried out for the project areas are shown below for the sites and areas.

2.1. Rehabilitation of irrigation systems, collector-drainage network and pumping station Baytudasht №0 - Namouna jamoats, Mehvar, K. Sayfiddinov and Nuri Vahdat - Pyanj district, Khatlon region

40. Project works to restore and improve the status of irrigation and drainage networks were carried out and completed in following jamoats: Namuna, Mehvar, K. Sayfidin and Nuri Vahdat of the Pyanj District.

41. The Contractor for construction works in the Pyanj district is the Company "Istexoli Bekhbudi".

42. In the reporting period, all construction works for restoration of irrigation systems, collector-drainage network and pumping station Baytudasht No. 0 - Namouna jamoats, Mehvar, K. Sayfiddinov and Nuri Vahdat - Panj district of Khatlon region have been fully completed, including:

• Cleaning of the Kelanchi irrigation canal in Namun jamoat with a length of 5400 m. (P 4- 8 part 2-sub-project); • Clearing of the CDN (K-1-3 (length 3753 m) and K-1-3-1 (length 908 m) (total length- 4661 m) jamoat Mehvar (P 4-8 part 2-under-project); • Clearing of CDN K -2-9 - jamoat Kabud Sayfidinov with the length of 3130m (P 4-8 part 2-under-project); • Restoration of pumping station Baytudasht No. 0, jamoat Nuri Vahdat (P 4-8 part 1).

Figure 2 below shows the design of the irrigation, collector-drainage network of the Pyanj district.

43. The post-construction final ecological audit was carried out on completed construction work on restoration and improvement of irrigation and drainage networks in jamoats: Namun, Mehvar, K. Sayfidin and Nuri Vahdat of the Pyandzhsky district. The completed audit checklists are given in Appendix 1.

44. The photographs below show the state of the plots after completion of works for each object

45. Monitoring of construction works and compliance status of EMP/SSEMP requirements at all sites of the collector-drainage network and the Baytudasht pumping station No. 0 - Namun jamoats, Mehvar, K. Sayfiddinov and Nuri Vahdat (Pyanj district of Khatlon region) showed that the restoration of irrigation systems was conducted in accordance with the requirements of EMP and other building standards. Fire-fighting means and PPE are provided.

46. The dumpings at the side of the canal were levelled. Garbage, spills and other types of wastes were not observed. After completion of work, the area of the Baytudasht pumping station No. 0 (Namuna jamoat)site is fenced and warning signs are installed. 14

47. No complaints from residents of the nearest villages and other organizations of the district have been received and registered for reporting period.Final environmental audit on completed construction site was conducted in November 2016 and checklist is attached as Annex 1 to this report.

2.2. Construction and restoration works on bank protection structures in Daganasay - Dagan and Ziraki jamoats, Kulyab district (Khatlon region)

48. Project works on restoration of bank protection structures were carried out in jamoats: Dagana and Ziraki, Kulyab district.

49. The Contractor for construction works in the Kulyabsky district is Umed-1. The Director of the company is Kurbanova Sharifa.

50. Rehabilitation works in this area began in April 2016 for protection against floods in2 jamoats: Dagana and Ziraki, Kulyab district.

51. The main types of rehabilitation work performed in the reporting period for this sub- project are shown in Table 1.

52. During the monitoring of construction works carried out from early July to December 2016, according to the requirements of IEE/ EMP and SSEMP, the following conditions were implemented:

 warning signs have been installed near construction sites;  Applicable equipment (bulldozers and trucks) in good condition, regular inspection was carried out on the context of possible leaks of fuels and lubricants;  workers were provided with personal protective equipment (gloves, work clothes);  instructed on the conduct of work in accordance with occupational safety;  the time of operation of machinery and construction was limited (from 8 am to 6 pm);  Access of residents to places adjacent to construction sites was provided.

53. No dust was observed due to the manual work - the collection of gabions was done with using of stones, only one unit of equipment was used for a very short time to prepare a coastal embankment for packing gabions.

54. At the same time, during the inspections, certain shortcomings and partial non- compliance with the EMP requirement were discovered. The Contractor has been given a Notice of Non-compliance for urgent application of relevant measures for the following:

• in September 2016 inn some work areas workers were not provided with protective equipment (glasses and helmets, gloves). The contractor corrected this remark and in October violations of labor safety were no longer observed.

55. Due to the fact that all workers were hired from nearby villages, the no camp with appropriate sanitary conditions (showers and latrines), separate dining rooms for the supply of workers was arranged.

56. The contractor rented one office for the engineering staff from the local private sector - a room where all conditions (dining room, toilet and other servicing rooms) in the office were available and meet sanitary requirements.

57. After checking the environmental documentation, the ES of the EPTISA CC and the PMU recommended Contractor include more details on health, safety, and the environmentto the monitoring reports.

58. To eliminate revealed violations revealed, a notice of non-compliance was given to the Contractor (No. 3 of August 27, 2016).

2.3. Construction and restoration works on bank protection structures along the rivers Yakhsu, Kyzylsu and one-span bridge in jamoats M. Mahmadaliyev and Rudaki-Vose district (Khatlon region)

59. Project works on restoration of bank protection structures were carried out in jamoatsM. Mahmadaliyev, and Rudaki: of Vose district.

60. The contractor for construction works in the Vose District is the Mostootryad company. The rehabilitation work in this area began in April 2016.

61. The area covered by the project activities in the jamoats Makhmadaliyev, Avazov and Rudaki is 19490 hectares.

62. The project works includes the restoration of bank-protecting dams and a single- span bridge in the Tugai settlement of M. Makhmadaliyev jamoat, Vose district, namely:

 The total length of bank-protecting structures for restoration is 4.66 km.  Construction of damaged access roads - 4 pcs. Length - 75 m  Construction of a single-span bridge 12 m long.

64. The construction of bank protection structures can cause temporary effects on the environment, in particular: dust, noise, temporary inconveniences on inter-farm roads.

65. During the reporting period, the Contractor applied the following mitigation measures, including an appropriate monitoring system to prevent, eliminate or minimize any expected adverse environmental impacts:

 warning signs are installed near the construction and cleaning works;  applicable equipment (excavators, bulldozers, mehlopata and trucks) in good condition, regular inspection was carried out on the context of possible leaks of fuels and lubricants;  workers were provided with protective equipment (gloves, overalls, helmets);  workers of the Contractor were instructed in the conduct of work in accordance with occupational safety;  the time of operation of machinery and construction was limited (from 8 am to 6 pm);  access to places adjacent to construction sites was not limited to residents.

66. In the course of the inspection, deficiencies were found in some areas, it was noted that empty plastic containers and barrels were placed in an unreached space. The contractor was recommended to take immediate measures to remedy the shortcomings.

Contractor's construction camp

67. The Contractor's construction camp is located on the right bank of the Kyzyl-Su river, inJavrez village (jamoat of A.Avazov, Vose district, Khatlon region).

68. A contractor's office, a workers' dwelling, a dining room, shower cabins, toilet facilities, a pit for temporary disposal of domestic garbage are located on the construction camp site.

69. Shower cabins and toilet facilities are located at 15-20 meters from the accommodation. Toilet rooms for workers are a cesspool - there is no toilet water, septic tank. Source of water - tanks (drums) - imported water.

70. In general, sanitary conditions do not meet environmental requirements. No first aid means and fire protection. 21

71. There are no containers for household waste at the construction site and the site of the leased premises. ES of EPTISA and PMU recommended Contractor to take urgent measures on the elimination of these violations.

72. During the reporting period, about 6 people lived in the camp. The remaining workers were hired from nearby villages.

73. The following non-compliances with the requirements of the SSEMP/EMP were revealed:

• The fire-fighting equipment is not provided (a box of sand, shovels, no fire extinguishers); • There is no first aid kit; • There are no containers for disposal of domestic waste; • Logs of maintenance of equipment, briefings of workers with signatures and by dates, documents of the SSEMP, folders with permits, are in a dilapidated state. • To date, instrumental noise level measurements have not been carried out as required by the EMP. • Contractor's current reports should include more details on health, safety, and the environment.

74. The Contractor's Manager was given a Notice of Non-compliance to eliminate all deficiencies (No. 3, dated October 28, 2016).

75. At the time of the inspection no accidents involving construction work, workers' diseases, especially those associated with intestinal disorders due to inadequate nutrition conditions, have not been recorded.

76. Complaints from workers and local residents during the project restoration work for the reporting period have not been received and not registered.

2.4. Construction and restoration works for bank protection facilities along the rivers of Devdara, Vishkharv and Pyanj, as well as the irrigation system in the jamoats of Kalayhumb and Vishkharv - Darvaz district (GBAO)

77. Project works on restoration of bank protection structures were carried out along the right bank of the Pyanj River in the village of Ruzvai, Jamoat Kalaykhumb and along the right bank of the river Viskharv.

78. Design works on the laying of polyethylene pipes were carried out at the head part of the Kevron 1 and Kevron 2 canals in the Vishkhar dwarves of Darvaz district.

79. The company "Jovid" is the Contractor for construction works in the Darvaz district.

80. Rehabilitation works in this area began in April 2016.

82. In December 2016, design work in the Darvaz region was performed at 59.6%.

83. Monitoring compliance with environmental requirements in accordance with EMP/SSEMP showed that the Contractor generally applied following measures to mitigate short- term impacts from construction work to prevent, eliminate or minimize any expected adverse environmental impacts:

• warning signs were installed near the concrete wall construction sites to protect against floods, rock embankments during the work of the heavy machinery of the Contractor; • Applicable equipment (excavators) in good condition, was regularly inspected on the context of possible leaks of fuels and lubricants. Leaks of the specified materials were not found in the work area; • construction debris was immediately exported to authorized sites according to permission from environmental authorities on the site of any debris remains; • Workers of the Contractor were instructed in the conduct of work in accordance with occupational safety; • there were means of providing first aid; • the time of operation of machinery and construction was limited (from 7 am to 7 pm);

84. Access of residents to places adjacent to construction sites was not limited. 85. The used concrete mixers were of low power, the material was purchased at local quarries in use. The figures below show the results of the work done.

86. Large stones (inert material) used for building a mound on a construction site were taken from a local quarry in accordance with permission from local environmental authorities.

87. The workers were hired mainly from local residents. The organization of a separate construction camp on this site is not required because of the relatively small amount of work and the number of workers.

89. For reporting periodno incidents related to construction works, diseases of workers, were registered.

90. No complaints were received from the working staff and the local population during the project restoration work for the reporting period.

91. The final environmental report will be submitted after the completion of additional work on this facility in 2017.

2.5. Restoration of bank protection structures, cleaning of the channel and irrigation network in Jamoats of Jovidon and Vodhud-Vanjdistrict (GBAO)

92. Project works in the Vanj district include the restoration of bank protection structures and the irrigation network for jamoats "Jovidon" and "Vodhud"

93. The company "Jovid" is also a Contractor for construction works in the Vanj district. On Map 5 and Fig. 4 below, the scheme of the river system of the Vanj area and bank protection facilities are shown (section 1).

Leaks of the specified materials were not found in the work area; • No debris was observed on construction sites; • Workers of the Contractor were instructed on occupational safety; • there were first aid means; • the time of machinery operation and construction was limited (from 7 am to 19 pm).

97. The access of residents to places adjacent to construction sites was not limited.

99. When visiting the offices of the Contractor and the PIU, it is revealed that the SSEMP, permits, as well as maintenance logs, complaints log, trainings records for workers on occupational safety and health issues are available.

100. A separate camp with living quarters for working personnel was not organized due to lack of such necessity –workers are mainly local residents from the nearby villages. The total number of employed workers does not exceed 20 people. Meals are organized on the basis of hiring local women and organizing field kitchens.

101. No accidents related to construction work or intestinal disorders due to inadequate nutrition conditions were recorded for reporting period.

102. No complaints were received from the workers and the local population during the construction works for the reporting period, and it was confirmed by the CDN engineers and representatives of environmental authorities.

103. Information boards for the local population with information on the project, its objectives, tasks and components have been established by the NGO “Umedbakhsh” near the construction sites and the office of the PIU, located in the Vanj district. This NGO is hired by the PMU to work continuously with the local population in order to provide awareness, consultations, information, training and capacity building according to the project's terms of reference.

2.6. Rehabilitation of the irrigation network and construction and restoration works on bank protection structures in the Jamoat Dodhudoeva-Rushan district (GBAO)

104. Project works in the Rushan district include the construction of anti-flood walls in the N. Dodhudoev jamoat, the village of Barushon, the restoration of the Mohi May canal, the cleaning of the Seleruska Barushon and Derušon. The company "Jovid" is also the Contractor for the construction of the Rushan district.

105. Rehabilitation works in this area began in May 2016.

• an information board was installed near the construction site of cleaning the riverbed and erection of bank-protecting embankments; • Used equipment (excavator and KAMAZ) were in good condition, regular inspections were carried out on the context of possible leaks of fuels and lubricants. Leaks of the specified materials were not found in the work area; • No debris was observed on construction sites; • Workers of the Contractor were regularly instructed on occupational safety and health issues; • First aidmeans were in place; • The time of machinery operation and construction works was limited (from 7 am to 19 pm). 109. Access of residents to places adjacent to construction sites was not limited.

111. The stones were purchased from a local quarry according to the resolution of the environmental department of the Rushan district.

III. ENVIRONMENTAL MONITORING

3.1. Noise and vibration

112. During the reporting period, no noise level measurements were made in any of the pilot areas of the project, although the EMP/SSEMP requirements should be measured accordingly. The lack of measurements is explained by the fact that mainly the works were conducted at a big distance from the settlements, many works were carried out manually, the technique was used in small quantities (one or two units per day per site) and for the very limited time.

113. Construction equipment used during excavation, cleaning works and transportation of inert materials was equipped with silencers or sound-absorbing devices. The speed of heavy equipment was limited, as well as the time of vehicles movement.

114. Nevertheless, it was recommended to conduct regular noise measurements at selected construction sites either with the help of own equipment purchased or by concluding an agreement with an analytical laboratory so that the relevant monitoring data in 2017 would be included to the next report.

115. As for vibration - no cracks or other damage to buildings and structures from the conduct of project construction work were observed during the field visits for the specified monitoring period.

3.2. Water quality

116. According to the SSEMP, there is no need to monitor water quality using measuring equipment, but only visually.

117. During the reporting period, according to the confirmations of the environmental authorities of the pilot regions, the design work did not exert additional influence on the pollution of water sources.

3.3. Air quality

118. Earthworks were carried out mainly in the spring earlier, when there was a rather large amount of precipitation. Therefore, dust, except in the project districts were not observed. Access roads were not watered because there was no need.

119. According to the SSEMP, there is no need to conduct an instrumental air quality measurement, the observation is conducted visually.

120. There were no complaints on this issue from the residents and environmental authorities of the districts.

3.4. Monitoring of flora and fauna

121. During the reporting period, 25 low-value trees in the Pyanj district were cutted along the Kelanchi canal, which were distributed to the local population. An appropriate act of distribution and permission from the local authorities is available.

122. In other project districts, trees were not cut down.

123. Violations were not observed in relation to wild plant species and fauna, no cases of illegal pouching were registered, as the project areas are not located near the protected areas or habitats. Confirmed by environmental authorities of all districts.

3.5. Monitoring of occupational health and safety, HIV-AIDS issues

124. During the reporting period, no accidents were registered. Appropriate measures were taken by the Contractors during the implementation of the project works to comply with all requirements and following activities for the purpose of occupational safety and health were conducted:

• The Contractors developed and approved a training program on safety, which included an initial course on health and safety. All workers have completed security training courses, starting with the first week of work at the construction site. Monthly technical safety briefings are given. • Briefing on technical safety, labor protection and environmental protection is conducted for workers on a daily basis; • Appropriate sanitation facilities have been established in almost all project areas • PPE for workers were provided almost by all Contractors.

IV. ENVIRONMENTAL MANAGEMENT

4.1. The Environmental Management System (EMS), the Environmental Management Plan for a specific facility (EMSSF) and work plans

125. For this project in 2013, the Initial Environmental Assessment was prepared. The document contains an Environmental Management Plan (hereinafter referred to as EMP), with appropriate mitigation and monitoring actions in the design, construction, commissioning and operation phases.

126. The Environmental Assessment Report (EIA) was prepared during the preliminary feasibility study phase in the following aspects:

• It provides basic information on the state of the environment in the project area and what will be the potential impacts on the environment; • Provides recommendations for reducing the potential environmental impact and

describes how to implement an environmental management plan; • Provides guidance on how environmental monitoring should be carried out, and; • Indicates which types of mandatory registration of environmental permits should be received.

127. The Environmental Management Plan (EMP) includes information on potential environmental impacts and the proposed mitigation measures for each facility have been provided in the solicitation documents. In addition to the EMP that was provided to contractors, the tender document also includes some detailed instructions on this issue, which are highlighted in the EMP and the environmental monitoring plan on the following aspects:

• Precautions to be taken during the disposal of solid waste dumps, including the removal of organic residues from the construction of facilities; • Precautions to be taken in the field of sanitation and housekeeping in the work camp, such as the construction of toilets, hygiene, water supply, waste disposal, first aid and maintenance, etc .; • To maintain air quality standards; • To measure and maintain quality standards for noise and vibration; • To maintain water quality standards

128. One of the requirements under the EMP is that the Construction Contractors must prepare a safety plan for construction activities. In 2014, contractors of the subprojects prepared the relevant plans, called "Health, Safety and Environmental Planning", in order to avoid risks to employees' health at work sites, as well as to protect the environment.

129. An assessment of compliance with the Environmental Management Plan (EMP) and the Site-Specific Environmental Protection Plansof Contractors (SSEMP) was conducted with an overview of the environmental management conditions required for compliance during the construction period of the project.

130. Within the framework of the preparation of design and research documentation and the provision of measures for the environmental protection, the public organization "Loihai ob", developed preliminary SSEMPs for each pilot area. The SSEMPs take into account the specific conditions for environmental protection during the construction and installation of the drip irrigation system, the cleaning of drainage and irrigation canals (CDN), the construction of bank protection infrastructure, and rehabilitation of pumping stations.

132. The Environmental Management Plan served as the basis for the development of the SSEMP for each project area and was provided to contractors with the contracts, prior to the commencement of construction work. The SSEMPs provides guidance on how potential environmental impacts can be mitigated at the sites. It also includes those responsible: who should implement and monitor the implementation of mitigation measures.

4.2 PREPARATION OF REPORTS ON ENVIRONMENTAL ASSESSMENT AND ENVIRONMENTAL MANAGEMENT PLANS FOR ADDITIONAL WORKS

133. For the development of an additional environmental assessment reports (DRRs) and EMP, it was necessary to assess the terrain and provide an opinion on the additional scope of work to strengthen the weak and vulnerable areas with the scope of their work. In November- December 2016, relevant field studies, meetings and information gathering were conducted in the areas of construction-restoration work on the bank protection structures of the Kyzyl-su river, Yakh- su in Vose district, along the Yakh-Su- - Kulyab river basin, along the Vishkhavr river - in Darvaz district, and Along the Vanjob River - in the Vanj district.

4.3. Field inspections and audits

138. During the reporting period, 9 field visits of construction sites were conducted in the pilot areas (23-26.07.2016, 24–27.08.2016, 5-8.09.2016, 27-28.10.2016, 12-15.11.06.2016, 30.11.2016, 20-23.12.2016) for carrying out the inspections and auditson environmental issues and compliance of construction and rehabilitation works with the requirements of the EMP/SSEMPs, with the legislative normative acts of the Republic of Tajikistan and the ADB requirements. During the field inspections there were meetings with workers of Contractors, engineers and specialists, environmental departments of the project districts.

4.4. Non-compliance notices

4.6. Consultation and Complaints

142. Public consultation in accordance with the requirements of IEE/ EMP should be carried out at all stages of the project cycle.

143. Prior to the commencement of construction work, extensive consultations with stakeholders on the content of the preliminary SSEMPs were conducted in all pilot areas.

144. Information on further consultations and also the status of complaints in all pilot areas is given below. 41

Kulyab district

145. Discussion of the conducted inspections took place with all interested persons and organizations of Kulyab district, and held in the conference hall of the Department of Land Reclamation and Irrigation. During the discussion, the remaining construction and restoration works were considered, as well as the identification of appropriate preventive actions and mitigation measures (including an appropriate monitoring system) to prevent, eliminate or minimize any expected adverse environmental impacts and to report the correctness of the construction work on this object.

146. Beneficiaries of the project were given information that EMP is used during the construction works with the purpose of carrying out mitigation and monitoring activities on different bank protection structures.

147. During the reporting period, not a single complaint was received from the workers and beneficiaries of the projects.

Vose district

148. Consultations were held to consult and comment on measures to mitigate pollution and identify monitoring activities. Environmental inspectors visited project sites, reviewed environmental aspects and suggested actions.

149. Discussion of the works was carried out with all interested persons and organizations of Vose District in the conference hall of the Department of Melioration and Irrigation in August, 2016. The planned construction and restoration works were discussed, as well as the identification of appropriate preventive actions and mitigation measures (including an appropriate monitoring system) to prevent, eliminate or minimize any expected adverse environmental impacts.

Darvaz district

150. Representatives of PIU and NGO "Umedbakhsh" hold regular meetings and events to inform the local population about the progress of the project.

151. In addition, the engineers and environmentalist EPTISA also held meetings with the population in the zone of the construction sites of the project and provided relevant information.
