The Department is responsible to the Premier and the Minister for Local Government as portfolio ministers, and also provides support to the Parliamentary Secretary and other members of Cabinet. The Department provides a broad range of services to the Cabinet, other members of Parliament, Government agencies and the community. The Department works closely with the public sector, the community, local government, the Australian Government and other state and territory governments. The Department also provides administration support to the State Service Commissioner and the Tasmania Together Progress Board, each of which is separately accountable and reports directly to Parliament. -

19th February, 2010 Bruce Taylor Tasmanian Electoral Commissioner GPO Box 300 HOBART, Tasmania 7001 [email protected] Electoral Act 2004, Section 191 – Electoral matter on the Internet Dear Bruce, The enacting and subsequent promise to repeal a section of electoral law in South Australia this year has brought attention to the fact that Tasmania has a similar regulation regarding electoral matter on the Internet. As you are aware, section 191 of the Electoral Act 2004 requires that any electoral content be authorised with name and address information. We the undersigned request that this section of law not to be enforced in relation to this election and for a review to be undertaken by the new parliament at its earliest convenience. No public interest would be served by enforcement of this law. Whilst section 191 has been in force during a previous state election, new social networking tools such as Blogs, Facebook and Twitter to name a few have risen to prominence and are used on a daily basis by thousands in Tasmania including political parties. These technologies present new challenges to compliance and enforcement. The definition of electoral matter is so broad that any mention of the election could be construed to fall under this definition. If you are unable to assure the public that this section will not be enforced, we believe that the public will: - Refuse to post about the election on the Internet, stifling legitimate debate, - Follow the letter of the law and proceed to publish their name with electoral matter which opens them up to a range of privacy infringements including physical or employment threats as well as identity fraud, or - Simply disregard the law requiring them to put their name and address to any “electoral matter” online. -

INTRODUCTION While the outcome of the March 2018 Tasmanian State Election was predictable,1 the controversies that dogged the campaign were not. Yet it was the aftermath of the election that was most astonishing—not only to the public but also to members of Cabinet. Tasmania is different. Its parliamentary institutions are unusual and its electoral system is distinctive. So were the issues on which the March 2018 state election was fought. In the lead up to the election both major parties campaigned to govern alone or not at all—neither in minority nor in coalition with the Greens. As well as this apparently overarching concern, there were three other major issues prominent during the campaign—an acute housing shortage, the thousands of poker machines in pubs and clubs, and the surprise matter of gun control. Barton Deakin Standing Brief: Gutwein Ministry 24.01.2020 Following the resignation of Will Hodgman MP as Premier of Tasmania, Peter Gutwein MP was appointed the 46th Premier on the 20th January. In addition to serving as Premier, Mr Gutwein will continue as Treasurer. Mr Gutwein will also serve as Minister for Climate Change, the first in a Tasmanian Liberal Government. Sarah Courtney MP will take on a new portfolio as Minister for Strategic Growth. Michael Ferguson MP will assist the Treasurer as Minister for Finance. Jane Howlett MLC will be promoted to the Ministry, serving as Minister for Sport, Recreation, and Racing. A number of serving ministers will take on additional portfolios: Elise Archer MP will take on Heritage; Sarah Courtney MP will take on Strategic Growth, Small Business, Hospitality and Events; Roger Jaensch MP will take on Environment and Parks; Jeremy Rockliff MP will take on Trade, Advanced Manufacturing and Defence Industries, Disability Services and Community Development. Inaugural Speech – David Bartlett MP David Bartlett MP House of Assembly Date: 20 April 2004 Electorate: Denison FORMER PREMIER, MR JIM BACON Mr LENNON (Franklin - Premier - Motion) - Mr Speaker, I move - That the House – (1) Places on record its deep appreciation to the former Premier, Jim Bacon, for his outstanding contribution to the Tasmanian people as a member of Parliament from 1996 until 2004, as Leader of the Parliamentary Labor Party from 1997 to 2004 and as Premier of the State from 1998 to 2004. (2) Pays tribute to a great Tasmanian and wishes him and his wife, Honey, the very best for the future. Mr Speaker, at the outset I want to thank the Leader of the Opposition and the Leader of the Tasmanian Greens for agreeing to allow David Bartlett to speak at the end of my contribution and, of course, it will be his maiden speech in this House. [3.38 p.m.] Mr BARTLETT (Denison - Inaugural) - Thank you, Mr Speaker, and thanks to the two Leaders of the opposition parties for their indulgence and the indulgence of my family and friends who are waiting patiently in the Gallery. Mr Speaker, it is of course with mixed feelings that I rise today to deliver my inaugural speech. Each of us here who have aspired to a seat in this House have probably anticipated this moment and savoured it when it has arrived, however it would be remiss of me not to pause to reflect on my path here and the unfortunate circumstances that have undoubtedly led to this moment. -

However, this is not what most voters believe they will be doing. There is a widely shared assumption amongst the voters, media and political parties that the purpose of the ballot will be to elect a Government. Many will recognise that their vote for a Premier or a Government is filtered through the Parliament without being aware of the precise linkages at work. However, even those who are vaguely aware of the role of the Parliament, there is a fairly general belief (as there is across Australia) that the intermediacy of the legislature is largely pro forma. The assumption that the preferences expressed in the polling booth ought to be translated more or less directly into Governmental outcomes has been clearly on display at the national level over the past decade. The public repeatedly gave vent to outrage whenever internal party spills changed what many voters perceived as their intended vote for a particular Prime Minister or a Government.1 While this electoral disconnect could be disparaged simply as civic ignorance, it would be rather unfair. For very practical reasons, the voting public is entitled not to notice the “blip” between the ballot box and the installation of a Government following the election. -
