Das Jahr der Entscheidung 2004 Awarded the German Federal Cross of Merit (First Class), New York February 19 Register of the Günter Reimann 2008C55 2 papers 2005 Died, New York February 5 Scope and Content of Collection Acquired by the Hoover Institution in 2008, the Günter Reimann papers describe the life of a German-American journalist, author, economist and intellectual. Living from 1904 until 2005, Reimann bore witness to and participated in many pivotal events of 20th century German history. These events included World War I and the collapse of the German Empire, the years of the Weimar Republic, the rise of Hitler and Nazism, World War II and the life of an émigré in exile, the Cold War division of Germany, and the collapse of the German Democratic Republic and reunification of Germany in 1990. As a member of the Communist Party in Germany during the 1920s and 1930s, he was particularly active in resisting the rise of Nazism as well as becoming an opponent of Stalinism within the Communist Party during the 1930s, which subsequently led him to give up membership in the party. Although most of his papers from this phase of his career had to be abandoned when he fled Germany in 1934, much of his later correspondence and writings reflect on this period, and provide ample source material for the researcher. Reimann published several works about Nazi Germany prior to and during the war years, but in 1947 he established a financial newsletter, the International Reports on Finance and Currencies, and his editorial work on this publication as well as economic and business consulting absorbed much of his time in the following decades. With the collapse of East Germany and the unification of Germany in 1990, his activities in the Communist Party during the 1930s received new scholarly attention in the former East Germany, and led Reimann to write and publish several books about that period of his life during the 1990s. In addition to his book Berlin-Moskau 1932, which was an account of his trip to the Soviet Union and his disillusionment with the ascendant Stalinism of this period, he also published a collection of his correspondence from the 1940s with Herbert Wehner, the former communist who became an influential leader in the Social Democratic Party in West Germany during the 1960s and 1970s. Reimann's papers contain many manuscript drafts and fragments of the texts for these books, as well as autobiographical vignettes used in some of his writings, and subject material he collected while working on these books. Günter Reimann was born Hans Steinicke. In consequence of his political activities he assumed various pseudonyms in his life. Most of all he used his official adopted name Günter Reimann. Other pseudonyms were Robert Braun and Hans Anders. Alternatively he applied several spellings of the mentioned names. Therefore you will find in the papers the following versions of his name: a) Günt(h)er (German version) or Guent(h)er (English version) b) Reiman(n) or Reimen(n) c) R(obert) Braun or R(obert) Brown d) Hans Anders. The well-known statement from Brandt is often wrongly attributed to the speech he gave one day after the fall of the Berlin Wall at the West Berlin City Hall, Rathaus Schöneberg. This error is understandable since it was added later to the publicized version of the speech with the consent of Brandt himself (Rother, 2001, p. 43). By that time it was already a well known phrase since it featured prominently on a SPD poster with a picture of Brandt in front of the partying masses at the Berlin Wall. The original statement was made by Brandt during a radio interview on 10 November for SFP-Mittagecho where he stated: ‘Jetzt sind wir in einer Situation, in der wieder zusammenwächst, was zusammengehört’ (‘Now we are in a situation in which again will grow together what belongs together’). 3. The Treaty of Prague with Czechoslovakia, signed 11 December 1973, finalized the Eastern Treaties. 4. By doing this, I aim to contribute to both theory formation concerning inter- national politics and foreign policy and add to the historiography of the German question and reunification policy. Not only is it important to com- pare theoretical assumptions against empirical data, by making the theoretical assumptions that guide the historical research explicit, other scholars are enabled to better judge the quality of the research. In the words of King et al. (1994, p. 8): ‘If the method and logic of a researcher’s observations and infer- ences are left implicit, the scholarly community has no way of judging the validity of what was done.’ This does not mean that the historical research itself only serves theory formation.

    AUGUST H. LEUGERS-SCHERZBERG HERBERT WEHNER UND DER RÜCKTRITT WILLY BRANDTS AM 7. MAI 19741 Am 24. April 1974 wurde der persönliche Referent von Bundeskanzler Willy Brandt, Günter Guillaume, unter Spionageverdacht verhaftet. Bei seiner Festnahme gab er sich als Offizier der Nationalen Volksarmee und damit als Mitarbeiter des Ministeri­ ums für Staatssicherheit (MfS) zu erkennen. Damit konnte es keinen Zweifel mehr darüber geben, dass Guillaume für die DDR spioniert hatte. Am 7. Mai trat Willy Brandt vom Amt des Bundeskanzlers zurück. Wie es in den Tagen zwischen dem 24. April und dem 7. Mai zum Rücktritt Brandts kam, gehört zu den umstrittensten Fragen der deutschen Nachkriegsgeschichte2. Nicht zuletzt Brandt selbst gab dem Verdacht Nahrung, dass im Umfeld seines Rücktritts nicht alles mit rechten Dingen zugegangen sei. Hatte er unmittelbar nach seinem Rücktritt kategorisch bestritten, dass Wehner ihn aus dem Amt gedrängt habe, so revidierte er diese Behauptung in seinen 1989 erschienenen „Erinnerungen". In diesem Zusam­ menhang hielt er insbesondere fest: „Auch Briefe und Nachrichten, die in den Tagen um meinen Rücktritt aus Ostberlin eingingen, wurden mir vorenthalten."3 Seine „Notizen zum Fall G."- in den Monaten nach seinem Rücktritt 1974 niedergeschrie­ ben, aber erst anderthalb Jahre nach seinem Tode im Frühjahr 1994 veröffentlicht - verstärkten den Verdacht gegen Wehner. Darin erklärte Brandt, dass die Rolle Weh­ ners bei seinem Rücktritt „[v]on zentraler Bedeutung" gewesen sei, und merkte dazu an: „Gibt es Zus[ammen]hang mit Hon[ecker]-Kontakten? Jedenfalls gibt es Briefe, die mir vorenthalten wurden. Von H[elmut] S[chmidt] bestätigt. Die Ablösung der Regierenden von der Macht ist ein Kernproblem der Regierungs­ lehre wie der praktischen Politik. Dabei haben Demokratien bekanntlich gegenüber Diktaturen den Vorzug, daß sich die Regierten ihrer Regierungen „ohne Blutvergie­ ßen, zum Beispiel auf dem Wege über allgemeine Wahlen, entledigen können". Dem britischen Staatstheoretiker Karl Popper zufolge ist nicht die Herrschaft des Volkes, sondern der durch institutionelle Garantien gewährleistete unblutige Regierungs­ wechsel schlechthin „das Prinzip der Demokratie"1. Was dem geschichtlichen Wan­ del unterliegt, sind lediglich die Mechanismen, durch die sich eine solche Wachablö­ sung vollziehen kann. Traf die politischen Führer in der Antike noch der Ostrakis- mos - das Scherbengericht -, so müssen sie sich heute in parlamentarisch verfaßten Staaten dem Urteil der Wähler stellen. Als parlamentarisches System hatte die Bundesrepublik Deutschland Anfang 1969 ihre endgültige Bewährungsprobe noch vor sich2. Denn nach bald 20 Jahren ließ ein durch Bundestagswahlen herbeigeführter Regierungswechsel weiterhin auf sich war­ ten. Seit der Staatsgründung befand sich die CDU/CSU als stärkste Kraft in der Re­ gierungsverantwortung. Mit den Bundeskanzlern Konrad Adenauer, Ludwig Erhard und Kurt Georg Kiesinger waren ausnahmslos Christdemokraten in das politisch ge­ wichtigste Amt der Bundesrepublik gewählt worden. Allerdings schickte sich die SPD, seit Dezember 1966 in der Koalition mit der CDU/CSU mit neun von 19 Mi­ nistern vertreten, unter ihrem Vorsitzenden Willy Brandt an, der Union die Führung streitig zu machen. 1 Karl R. Rogers Institute of Current World Affairs 522 Fifth Avenue ew York 36, Eew York Dear Mr. Rogers: A few months before the -arch Bundestag debate on atomic weapons I Islted a local civil defense meeting. The group leader enthusiastically painted a hideous picture of atomic devastation; the audience remained dumb arid expressionless. Film and magazine reports on hydrogen bombs, fall-out, radiation effects they all seeme to fall on plugged ears in Germany. "at can one do?"'asked Kurt Odrig, who sells me vegetables. "Yhen it comes, we're all goers anyway." The Germans were not uique in that attitude. Along with this nuclear numbness there was the dazed resignation towards the question of reunification. Everybody was for it like the fiv cent clgar. Any West German politlclan who wanted to make the rade had to master the sacred roeunification phase: "Let us not forget our seventeen-million German brothe.,,_s over there..." Uttered ith solen reverence, it had an effect tho same as ,'poor starving rmenlans" ,once had paralysis. The Test Germans felt, rightly so, that there ,sn't much they could do about uifying their country. But since the arch debate their ,reaction to atoms and reunificatoa has changed from palsy to St. Vitus Dance. Germany's basic dilemma has not changed since 1949 security could not be had without sending reunifi- cation a begging; reunification could not be had without sacrificing security.

    Der Politiker als Zeitzeuge Heinrich Krone als Beobachter der Ära Adenauer Von Ulrich von Hehl In eigener Sache mit der gebotenen Distanz zu urteilen und dabei durchaus »Partei« zu sein, ist nicht jedermanns Sache. Oft behindern Scheuklap- pen den freien Blick oder Abneigungen bestimmen die Argumentation, so daß selbst bei gutem Willen die Perspektivität der eigenen Sichtweise unübersehbar ist. Dies gilt selbstredend auch für Politiker. Gerade bei ihnen kann nicht überraschen, daß (alte) Gegnerschaften, der eigene Par- teistandpunkt oder die Hitze längst geschlagener Schlachten auch noch im Rückblick das Urteil bestimmen. Wir kennen zahlreiche Beispiele aus der Memoirenliteratur: Bismarcks - auch literarisch glänzende - »Gedanken und Erinnerungen« etwa, deren dritter Band bekanntlich erst 1919, nach der Abdankung Wilhelms II., erschien,1 oder Fürst Bülows »Denkwürdigkeiten« (1930/31)2 oder Franz von Papens allzu durchsichtiger Entlastungsversuch »Der Wahrheit eine Gasse«3 von 1952. Sie alle verbinden die Rechtfertigung des eigenen Handelns mit Attacken auf mißliebige Zeitgenossen und zeigen den tiefsitzenden Groll ihrer Verfasser. Auch Heinrich Brünings lange mit Spannung erwartete »Memoiren«, in seinem Todesjahr 1970 erschienen, lassen die Animositäten des Exkanzlers deutlich erkennen und sind auch aus diesem Grund gewichtigen quellenkritischen Einwänden begegnet.4 Als Konrad Adenauer sich im hohen Alter der »Memoiren-Fron« unterwarf, ließ er sich von dem Bestreben leiten, eine möglichst authentische, aber eben seine Sicht der Dinge zu bieten.
