A READER ON THE GDR SECRET POLICE PREFACE 9 way up to its ministers, and elucidates the impact of its army of informers, referred to by the Stasi as “unofficial collaborators” (IM). It visits the sites where the secret police operated, from the Stasi headquarters in Berlin to its prison facilities. It also explores opposition and resistance, the end of the State Security as a consequence of the Peaceful Revolution of 1989, and the successful efforts to safeguard the Stasi files and make them publicly accessible. This reader on the State Security contains concise information that makes it easy to understand the ruling mechanisms in the GDR State Security. It provides an opportunity for us to raise awareness: By addressing human rights violations in the GDR, we help society recognize the importance of PREFACE these rights today. Roland Jahn The better we understand dictatorship, the better we can shape democ- racy. Berlin, September 2015 A reader on the State Security – can there be such a thing? The format Roland Jahn and subject matter seem ill-suited. After all, we are not interested in tell- ing stories about the secret police in the GDR. So what is the purpose of “light reading material” on a heavy subject? In short: we are interested in encouraging the public to read about this chapter of German history. For this reason, the texts have been kept short and, although they are based on scholarly research, they are easy to read. Our authors have been con- ducting research on the State Security in the SED dictatorship for decades and our aim is to convey their findings to a broader audience. Their essays address central aspects of the history of the Ministry for State Security (MfS) and its influence on the GDR between 1950 and 1989. They take readers on a journey into the abyss of a surveillance state, a dictatorship that spied intensely on its own population and persecuted dissidents for forty years. So how, exactly, did the Stasi function? This essay collection describes the work of the official employees of the Stasi, from the simple workers all the 10 STATE SECURITY. A READER ON THE GDR SECRET POLICE THE MINISTRY FOR STATE SECURITY AND ITS RELATIONSHIP TO THE SED 11 The State Security’s subordination to the highest Party council was clearly established by the statute of 6 October 1953, which stated that “the basis for the work of the State Secretariat for State Security is dictated THE MINISTRY FOR by the resolutions and directives of the ZK and Politburo”.2 This provision reinforced the newly revised statute of 1969.3 Given the opening state- ments here about the SED’s position and self-perception, it may no longer STATE SECURITY AND come as a surprise to find a state agency subordinate to a party institution. The general political principles of the MfS were indeed decided by the Party. In the early years, however, the strong presence of Soviet instructors ITS RELATIONSHIP interfered with this relationship. The Soviet occupying power modelled the structure, ideology and practical orientation of the newly established secret police after its own secret police. It also influenced the political-operational TO THE SED work through a large number of instructors, both in the Berlin headquar- ters and in the German states. As a result of this in- fluence, the Stasi’s own leadership structure remained underdeveloped in the early years. A READER ON THE GDR SECRET POLICE THE MINISTRY FOR STATE SECURITY AND ITS RELATIONSHIP TO THE SED 13 These two events – the uprising on 17 June 1953 and the replacement of Wollweber with Mielke as head of the Ministry – marked two breaks in the development of relations between the State Security and the SED. Dur- ing the first years until 1953, Wilhelm Zaisser, the first Minister for State Security, united in office both Party and leadership tasks. The Ministry was subordinate to the highest Party councils. But Zaisser was also a member of the Politburo of the SED in charge of state security, which, in turn, was Ministry for State Security responsible for the State Security. This construction was thus a manifes- emblem tation of the self-monitoring exercised by the State Security. Zaisser knew BStU how to exploit the situation to ensure that the Party gained little insight into the operational work of the MfS. After the uprising on 17 June 1953, the Party expressed its strong displeasure with this structural arrangement and with Zaisser. The min- ister was removed from office four weeks after the uprising and barred from the Party six months later. The Ministry for State Security was down- graded to a state secretariat and incorporated into the Ministry of Interior for two years. Its new head, State Secretary Wollweber, was not a member continued even after Erich Mielke, who the Party leader saw as “a congen- of the Politburo.

Das achte ”Buchenwald-Gespräch” fand Ende Oktober 1998 in Berlin in Verbindung mit der Gedenkstätte Hohenschönhausen statt. Hohenschönhausen ist ein authentischer Ort der kommunistischen Willkürjustiz und politischen Strafverfolgung. Die Gebäude der ehemaligen Großküche wurden nach Kriegsende von der sowjetischen Besatzungsmacht als Internierungslager für NSDAP- Mitglieder und NS-Verdächtige genutzt. Nach Auflösung des ”Speziallagers Nr. 3” diente Hohenschönhausen als zentrales sowjetisches Untersuchungsgefängnis für politisch- ideologische Gegner. 1950 richtete dort das Ministerium für Staatssicherheit eine zentrale Untersuchungshaftanstalt für politische Häftlinge ein. Der Rundgang unter Führung ehemaliger Häftlinge ließ die bedrückende Atmosphäre, Isolation und seelische Zermürbung lebendig werden, der die Insassen ausgesetzt waren. Im Mittelpunkt der Vorträge stand die Verfolgung der Regimegegner durch die SED in den fünfziger, siebziger und achtziger Jahren. Eine Auswahl der Beiträge ist in dieser Broschüre abgedruckt.

ALON CONFINO Germany, International Justice and the 20th Century The turning of the millennium has predictably spurred fresh interest in reinterpreting the 20th century as a whole. Recent years have witnessed a bountiful crop of academic surveys, mass market picture books and television programs devoted to recalling the deeds and misdeeds of the last one hundred years. It then comes as no surprise that Germany often figures prominently in these new accounts. If nothing else, its responsibility for World War I, World War II and the Holocaust assures its villainous presence in most every retrospective on offer. That Germany alone experienced all of the modern forms of government in one compressed century – from constitutional monarchy, democratic socialism, fascism, Western liberalism to Soviet-style communism -- has also made it a favorite object lesson about the so-called Age of Extremes. Moreover, the enduring international influence of Weimar culture, feminism and the women’s movement, social democracy, post-1945 economic recovery, West German liberalism, environmental politics and most recently pacifism have also occasioned serious reconsideration of the contemporary relevance of the 20th century German past. Little wonder that several commentators have gone so far as to christen the “short twentieth century” between 1914 and 1989 as really the “German century,” to the extent that German history is commonly held as emblematic of Europe’s 20th century more generally.1 Acknowledging Germany’s central role in 20th century life has hardly made things easy for historians, however.

    Special CWIHP Research Report The Victims at the Berlin Wall, 1961-1989 By Hans-Hermann Hertle/Maria Nooke August 2011 Forty-four years after the Berlin Wall was built and 15 years after the East German archives were opened, reliable data on the number of people killed at the Wall were still lacking. Depending on the sources, purpose, and date of the studies, the figures varied between 78 (Central Registry of State Judicial Administrations in Salzgitter), 86 (Berlin Public Prosecution Service), 92 (Berlin Police President), 122 (Central Investigation Office for Government and Unification Criminality), and more than 200 deaths (Working Group 13 August). The names of many of the victims, their biographies and the circumstances in which they died were widely unknown.1 This special CWIHP report summarizes the findings of a research project by the Center for Research on Contemporary History Potsdam and the Berlin Wall Memorial Site and Documentation Center which sought to establish the number and identities of the individuals who died at the Berlin Wall between 1961 and 1989 and to document their lives and deaths through historical and biographical research.2 Definition In order to provide reliable figures, the project had to begin by developing clear criteria and a definition of what individuals are to be considered victims at the Berlin Wall. We regard the “provable causal and spatial connection of a death with an attempted escape or a direct or indirect cause or lack of action by the ‘border organs’ in the border territory” as the critical factor. In simpler terms: the criteria are either an attempted escape or a temporal and spatial link between the death and the border regime.

Bischof Thietmar von Merseburg war es, der 1002 in seiner Chronik erst- malig die „Civitas Budusin“ erwähnte. Denn gerade kämpfte das frühe deutsche Reich mit dem polnischen Herzog Boleslaw um diesen fruchtbaren Landstrich und die Burg hoch auf dem Granitfelsen. Lange zuvor schon lebten hier Menschen, reiche Funde aus der Ur- und Früh- geschichte belegen dies für Bautzen und die Oberlausitz. Alte Handelsstraßen, allen voran die via regia, brachten Fortschritt und Wohlstand, nicht selten auch Not und Verderben. Als Jahrhunderte lang „Nebenland der böhmischen Krone“ wechselten hier die Herrscher, ließen Bautzen und die Lausitz zu Brandenburg, Meißen, Polen und zu Böhmen gehören. Von einer Zugehörigkeit gar zu Ungarn kündet noch heute das König-Matthias-Denkmal am Burgturm.
