The codebook contains information on data content, structure and data collection, and includes a list of publications wholly or in part based on the data, according to publication informa- tion received by the FSD. The second part of the codebook contains information on variables: question texts, response options, and frequencies. The third part contains indexes. Variable distributions presented in this codebook have been generated from the SPSS files. Dis- tribution tables present variable values, frequencies (n), frequency percentages (%), and valid percentages (v. %) which take into account missing data. All distributions are unweighted. If the data contain weight variables, these will be found at the end of the variables list. In some cases frequency distributions have been substituted by descriptive statistics. Categorised responses to open-ended questions are not always included in the codebook. Distributions may contain missing data. The note "System missing (SYSMIS)" refers to missing observations (e.g. a re- spondent has not answered all questions) whereas "Missing (User missing)" refers to data the user has defined as missing. For example, the user may decide to code answer alternatives ’don’t want to say’ or ’can’t say’ as missing data. The codebook may contain attached files, the most common one being the questionnaire. In election years, other sponsors have also been involved. Up till 1988, the surveys were planned by Gallup Finland (TNS Gallup Ltd) and the Department of Political and Economic Studies at the University of Helsinki, in collaboration with the political parties. After 1988, the planning has been in the hands of Gallup Finland and the parties. From 1973 to 1990, the annual voter barometers were collected mainly with face-to-face inter- views using structured questionnaires, 1000-2000 interviews/barometer. Since 1991, the data have been collected with GallupChannel (PC’s installed in respondents’ homes). No surveys were conducted in 1985 and 1989. Survey themes include voting behaviour, opinions on the government and the parties, and at- titudes towards national political issues. In addition, respondents’ economic expectations and political participation have often been studied, as well as their opinions on local politics, and the significance of the party leader to a party. Background variables have often included the social class of the respondent and the household head, economic activity of the household head, respondent’s education, age, mother tongue, gender, party membership, political views, trade union membership, and family’s annual income. There are also regional variables. Even though the variables are not always fully comparable from one survey to another, all kinds of compar- isons over time are possible. The FSD collections cover data from 1973. Abstract The survey studied Finnish political attitudes and opinions on political parties. Respondents were asked how favourable their opinion was regarding the Finnish Social Democratic Party, the 2 1.3. Structure and collection of the data Centre Party of Finland, the National Coalition Party, the Left Alliance and the Green League and how tempted respondents would be to vote for these parties. A number of attributes (e.g. incompetent leaders, competent in EU issues) were listed and respondents were asked to which party they could be applied. Respondents were asked whether they support any party at that mo- ment. Respondents rated how successful the current government has been and which parties they would like to see in the coalition government after the elections. Views on the characteristics of some well-known politicians were probed. Respondents were also asked which characteristics are necessary for political decision-makers. Opinions on which goals receive too much or too little attention in politics were charted; goals mentioned included lowering taxes, employment, prevention of inflation, equality, national economy, housing etc. Voting behaviour was studied by asking which party the respondent would vote for if the parliamentary elections were held at that moment and whether he/she had voted in the 2000 municipal elections and in the 1999 parliamentary elections. Voting in par- liamentary elections in general, voting intention relating to the next elections and the overall importance of voting were surveyed. Further questions covered respondents’ political orienta- tion (on the left-right axis) and social class. Background variables included respondents’ year of birth, marital status, annual gross income, place of residence, occupational group, employment sector, trade union membership and mother tongue. 1.3 Structure and collection of the data Country: Finland Geographic coverage: Finland Analysis or observation unit type: Individual Universe: People aged 15-70 living in Finland, excluding the Åland Islands Collection date: 10.4.2002 – 8.10.2002 Data collector(s): Gallup Finland Data producer(s): Gallup Finland Mode of data collection: Self-administered questionnaire: Web-based (CAWI) Type of research instrument: Structured questionnaire Time period covered: 2002 Time method of the data collection: Longitudinal: Trend/Repeated cross-section Number of variables and cases: The data contain 418 variables and 1559 cases. Erkki Tuomioja, Minister for Foreign Affairs of Finland CHECK AGAINST DELIVERY At the European University Viadrina, Frankfurt an der Oder EMBARGOED UNTIL 11 January 2005 11.1.2005 12.00 From Europe to Real-Europa The recent events in Ukraine remind us of the fact that the transformation of Europe, which started in 1989, is still continuing. German reunification, the collapse of the Soviet Union, the re-established independence of the Baltic States and the liberation of Eastern Europe set in motion a process that has not yet come to an end. This chain of events released energy, which had previously been held back by the command economy, and gave impetus to a comprehensive modernization process of societies. The gap in living standards between East and West began to shrink. A major milestone was the enlargement of the European Union by ten new Member States in May 2004. To quote Willy Brandt: "What belongs together, grows together". Ukraine’s Orange Revolution has finally proved that freedom without democracy does not work. On the other hand, democracy does not function without the safeguards guaranteed by the rule of law and the democratic control exercised by civil society, a political opposition and the media – in other words a system of checks and balances. The bloodless dissolution of the Soviet Union and the ideological system it represented was a historic event, the uniqueness of which is accentuated by the violent collapse of Yugoslavia. Freedom is a mighty power. German re-unification became possible only after the birth of true freedom brought about by the collapse of the Berlin Wall.

  • Otto Stenrothista Alexander Stubbiin

Finland emphasized the continued need for coherence and cooperation between the various organisations that provide the architecture for Baltic Sea Region cooperation. Finland´s vision of a model maritime region was pushed forward by the utilization of several initiatives in tandem - by adopting a triple pronged approach, including, the integration of maritime spatial planning, the promotion of clean shipping and the management of potential maritime accidents. A strong focus on alternative fuels combined with a dialogue on competitiveness and logistics brought together private actors and public stakeholders in the maritime field, which has strengthened the baseline for action – especially between the shipping companies, including manufacturing and shipbuilding and pan-Baltic multilateral organisations such as CBSS and HELCOM. • Challenges in the 21St Century Edited by Anu Koivunen, Jari Ojala and Janne Holmén
The Nordic Economic, Social and Political Model The Nordic model is the 20th-century Scandinavian recipe for combining stable democracies, individual freedom, economic growth and comprehensive systems for social security. But what happens when Sweden and Finland – two countries topping global indexes for competitiveness, productivity, growth, quality of life, prosperity and equality – start doubting themselves and their future? Is the Nordic model at a crossroads? Historically, consensus, continuity, social cohesion and broad social trust have been hailed as key components for the success and for the self-images of Sweden and Finland. In the contemporary, however, political debates in both countries are increasingly focused on risks, threats and worry. Social disintegration, political polarization, geopolitical anxieties and threat of terrorism are often dominant themes. This book focuses on what appears to be a paradox: countries with low-income differences, high faith in social institutions and relatively high cultural homogeneity becoming fixated on the fear of polarization, disintegration and diminished social trust. Unpacking the presentist discourse of “worry” and a sense of interregnum at the face of geopolitical tensions, digitalization and globalization, as well as challenges to democracy, the chapters take steps back in time and explore the current conjecture through the eyes of historians and social scientists, addressing key aspects of and challenges to both the contemporary and the future Nordic model. In addition, the functioning and efficacy of the participatory democracy and current protocols of decision-making are debated. This work is essential reading for students and scholars of the welfare state, social reforms and populism, as well as Nordic and Scandinavian studies.
