C. DEAR MB. FOREESTAL : In accordance with the terms of your Directive creating the Office of Civil Defense Planning, dated March 27, 1948, I submit to you herewith a National, Regional, State and Community plan for civil defense for national security. It is the purpose of this report to recommend for adoption a permanent peacetime system of civil defense which will round out our defense structure and which, in the event of an emergency, can be quickly and easily expanded to meet the exigencies of a given situation. Such an organization can also be of great value in support of existing agencies in meeting devastating peacetime disasters such as fires, floods, earthquakes, tornadoes, hurricanes, explosions and similar catastrophies. In the event of a future war, which might come to our shores, all of the people, all of the facilities and all of the skills and energies of the nation must be utilized to the fullest extent. To successfully carry out this program will require the cooperation of every man, woman and child in this nation. It is on such principles that civil defense must be erected and it must be with such a requirement that its organization be perfected. We hope that the Civil Defense Organization will never need to operate for war, but we dare not gamble on that hope. We who have studied the prob­ lem feel a great need for prompt action in establishing such an organization. To be without it leaves us in a most vulnerable position. I believe that this plan is sound and logical in all of its aspects and that with the full assistance and cooperation of Federal, State and Community officials, it will afford a strong and effective civil defense program for the United States, its territories, and possessions. The plan as presented herewith was developed following a thorough exam­ ination of civil defense operations in this country and in other countries during World War II and after consultation with representatives of the various agencies of the Federal, State and local governments, the National Military Establish­ ment and a large number of private and public agencies and organizations of all types. In addition, the advice, counsel, assistance and experience of many of the foremost specialists of the country in such fields as medical, radiological, chemical, engineering, fire, police, disaster relief, transportation, communication and many others was sought and utilized. Their participation was most helpful In the development of this plan. It is a pleasure for me to record here my personal thanks and the thanks and appreciation of our entire civil defense planning group to each individual and organization with whom we have had contact. I strongly recommend and urge the adoption of the plan presented in this report. HOPLEY, Director Civil Defense Planning vt INTRODUCTION THE NEED FOR CIVIL DEFENSE America definitely has a "missing link" in its defense structure. Our country has, and is developing, various elements of our defenses to insure national security, but it has no national civil defense. The Army, the Navy and the Air Force are being strengthened with the manpower and equipment needed for security. The National Military Establishment has been created under one head. A National Security Council has been provided for determination of policies. A National Security Kesources Board has been set up to coordinate mobilization problems, both of manpower and materiel. A Munitions Board functions to assure production for the National Military Establishment. A Research and Development Board is taking the leadership in scientific research. Selective Service has been enacted and other measures taken which may prevent aggression. But the missing element—the "missing link"—in the defense structure is civil defense. Without a sound and effective system of civil defense, the people and the productive facilities of the country are unprepared to deal effectively with the results of an enemy attack on our country. This report is presented by authority of your directive of March 27,1948 (see page 291), establishing the Office of Civil Defense Plan­ ning (chart 1) which was instructed, among other things : "To prepare, and to submit to the Secretary of Defense a pro­ gram of civil defense for the United States, including a plan for a permanent federal civil defense agency which, in conjunction with the several states and their subdivisions, can undertake those peacetime preparations which are necessary to assure an adequate civil defense system in the event of war." Civil Defense is the organization of the people to minimize the effects of enemy action. More specifically it is the mobilization, organization and direction of the civilian populace and necessary supporting agencies to minimize the effects of enemy action directed against people, communities, industrial plants, facilities and other installations—and to maintain or restore those facilities essential to civil life and to preserve the maximum civilian support of the war effort. With that as the guiding principle, the Office of Civil Defense Planning enlisted the skills and experience of many people and or­ ganizations in all parts of the country, including various agencies of government. It made use of the findings of the United States Strategic 1 Bombing Survey which examined the experiences in England, Ger­ many and Japan in World War II. It utilized the Provost Marshal General's report on civil defense operations in this country and in other nations; and the report of the War Department Civil Defense Board. The result is a plan which will provide a sound and effective peace­ time system of civil defense that can be quickly and easily expanded in the event of an emergency—a program that will bridge the gap by providing the link that is missing in our defense structure. The program proposes: A National Office of Civil Defense, with a small but capable staff to furnish leadership and guidance in organizing and training the people for civil defense tasks. Basic operational responsibility to be placed in States and com­ munities, but with mutual assistance plans and mobile supporting facilities for aid in emergencies. Maximum utilization of loyal volunteers, existing agencies and organizations, and all available skills and experiences. Well organized and trained units in communities throughout the United States, its territories and possessions, prepared and equipped to meet the problems of enemy attack, and to be ready against any weapon that an enemy may use. Intensive planning to meet the particular hazards of atomic or any other modern weapons of warfare. A peacetime organization which should be used in natural disas­ ters even though it may never have to be used for war.

    KENTUCKY DIVISION OF EMERGENCY MANAGEMENT RESCUE SQUAD CUMULATIVE EQUIPMENT INVENTORY INSTRUCTIONS: 1. All Minimum Equipment Inventory forms shall be fully completed. Indicate on the blank line beside each equipment item description the actual number of items currently owned by a rescue squad. (i.e., if a rescue squad owns two (2) center punches, enter the number “2” on the blank line. Do not use a check mark to indicate ownership of the equipment item.) Account for all equipment owned by a rescue squad, including items not in working order or no longer serviceable. 2. When a rescue squad engages in more than one specialized rescue squad activity or general rescue squad activity, the equipment listed as New or Replacement Equipment or Replacement Only Equipment for rescue squads specializing in water rescue and recovery, water rescue and recovery utilizing divers, high angle rescue, cave rescue, or search for lost, trapped or missing persons, will not have to be duplicated to meet minimum equipment inventory requirements. Duplicate items listed under specialized rescue squad inventories should be marked with a “D” on the blank line. 3. Lehman Caves Management Plan Great Basin National Park Baker, Nevada June 2019 Approved by: James Woolsey, Superintendent Date Executive Summary The Lehman Caves Management Plan (LCMP) guides management for Lehman Caves, located within Great Basin National Park (GRBA). The primary goal of the Lehman Caves Management Plan is to manage the cave in a manner that will preserve and protect cave resources and processes while allowing for respectful recreation and scientific use. More specifically, the intent of this plan is to manage Lehman Caves to maintain its geological, scenic, educational, cultural, biological, hydrological, paleontological, and recreational resources in accordance with applicable laws, regulations, and current guidelines such as the Federal Cave Resource Protection Act and National Park Service Management Policies. Section 1.0 provides an introduction and background to the park and pertinent laws and regulations. Section 2.0 goes into detail of the natural and cultural history of Lehman Caves. This history includes how infrastructure was built up in the cave to allow visitors to enter and tour, as well as visitation numbers from the 1920s to present. Section 3.0 states the management direction and objectives for Lehman Caves. Section 4.0 covers how the Management Plan will meet each of the objectives in Section 3.0.

    CENTRE COUNTY 9-1-1/EMERGENCY COMMUNICATIONS CENTER STANDARD OPERATING PROCEDURES 8.0 EMERGENCY MEDICAL SERVICES DISPATCH PROCEDURES The Emergency Communications Center is the designated Center for the dispatching of EMS within Centre County as approved by the Centre County Commissioners. All calls requiring EMS response will be evaluated by the PST using the APCO Criteria Based Dispatch Guideline Cards for Medical Emergencies and Trauma (Guidecards). The Guidecards will form the basis for all EMS dispatching in Centre County. The PST will dispatch, or route the call to a dispatcher, as indicated in the Guidecards. Medical terminology used will be in line with the APCO call guides. PSTs will give EMS pre-arrival instructions as appropriate utilizing the APCO Guidecards. 8.1 Dispatching Appropriate EMS Service The Communications Center will dispatch the EMS Company having jurisdiction over the location of the call as recommended by the Seven Mountains EMS Council and/or Local Municipalities. Centre County Emergency Communications Center will accept and follow the territory jurisdictions for BLS and ALS services response recommended by the Seven Mountains Emergency Medical Services Council All EMS services dispatched through the Centre County ECC will be alerted by tone activated pagers utilizing the UHF Paging radio system. Centre County EMS services operate primarily on the 800Mhz Trunk radio system. Med 4 can be used as Hailing System. The EMS Med Radio System is the State and National radio communications system for ambulance to hospital communications. 8.1.1 Dispatch Message The dispatch message will include the following information: A. EMS box number B. Borough or Township for which the incident is in.

The AAR is a powerful tool to capture immediate local learning. However, the involved personnel go back to work, learning from identified deficiencies, and the information gleaned during an AAR is typically not shared more than locally. A facilitated learning analysis (FLA) is more detailed that an AAR and less involved than a serious accident investigation (SAI). The FLA is a non-punitive accident review process which seeks to understand the events of an accident, through the process of “sensemaking”. The FLA process seeks to understand “how” it made sense to those involved, rather than “how” it makes sense in hindsight. The FLA process supports a learning organization, which is one that completely values opportunities for continuous self-improvement through information and experiences gained in the work place. This is particularly true of safety related issues, particularly the Traits of Learning Organizations1 examination of near-misses or accidents. 1.     Interface: a journal for and about social movements Article Volume 3 (1): 81 - 117 (May 2011) Williams, Counterinsurgency and community policing The other side of the COIN: counterinsurgency and community policing1 Kristian Williams2 Abstract This essay outlines the current counterinsurgency model, with an emphasis on its domestic application in the United States. It shows that many contemporary counterinsurgency practices were developed by police agencies inside the U.S., and illustrates the transfer of theory, strategy, and technique from domestic police to the military - and back. The essay also examines the state's use of non- governmental or nonprofit agencies, as one element of counterinsurgency strategy, to channel and control political opposition. The conclusion briefly considers the strategic implications for social movements, especially as we learn to recognize and respond to political repression. Introduction: expect repression Oppositional political movements inevitably face - and therefore ought to expect - repression at the hands of the state. But, while quick to condemn the most obvious and violent manifestations of this repression, especially when directed against peaceful groups, the institutionalized left has been slow to grasp the strategy underlying the state's approach. We tend to characterize repression as the state's response to crisis, rather than seeing it also as a means to preserving normalcy.
