TITLE RECOMMENDATION 1. SPPR NO. 2014-10392: RESOLUTION AFFIRMING THE VALIDITY OF ORDINANCE NO. 1, SERIES OF 2014, ENACTED BY THE APPROVED ON COMMITTEE LEVEL AS URGENT - OF TINAGACAN, RE: AN ORDINANCE WITH COUNCILORS MELLIZA, EMPAL & PACQUIAO OTHERWISE KNOWN AS THE “ANTI-STRAY ANIMAL OF BARANGAY AS PRINCIPAL SPONSORS . TINAGACAN”. (Hon. Ramon R. Melliza- Sponsor) (Hon. Ramon R. Melliza, Hon. Mario U. Empal & Hon. Rogelio D. Pacquiao- Principal Sponsors) 2. SPPR NO. 2014-10405: RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE RONNEL C. RIVERA TO ENTER INTO A APPROVED ON COMMITTEE LEVEL AS URGENT - MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF WITH COUNCILORS MELLIZA, EMPAL & PACQUIAO AGRICULTURE REGIONAL OFFICE XII IN REGARD TO THE AS PRINCIPAL SPONSORS . IMPLEMENTATION OF AGRI PROJECTS AND PROGRAMS. (Hon. Ramon R. Melliza, Hon. Mario U. Empal & Hon. Rogelio D. MINUTES OF THE CONSULTATIVE MEETING OF THE COMMITTEE ON LAWS, RULES AND REVIEW OF BARANGAY ORDINANCES AND EXECUTIVE ORDERS OF THE 17TH SANGGUNIAN PANLUNGSOD OF THE CITY OF GENERAL SANTOS

December 10, 2014 11:50 A.M. – 12:07 P.M. SP Session Hall, 2/F Legislative Building, Roxas Avenue corner City Hall Drive, General Santos City

COUNCILORS PRESENT: HONORABLE RAMON R. MELLIZA & HONORABLE MARIO U. EMPAL

GUESTS/RESOURCE PERSONS: (SEE THE ATTACHED ATTENDANCE SHEET)

The hearing was call to order by its chairperson Councilor Ramon R. Melliza to discuss the following:

1. PROPOSED MEMORANDUM OF AGREEMENT (MOA) TO BE ENTERED INTO BY AND BETWEEN THE UNIT OF GENERAL SANTOS CITY AND PHILIPPINE RICE RESEARCH INSTITUTE.

When recognized, Ms. Roselyn De Jesus of City Agriculturist Office informed that the purpose of which is to increase the productivity and profitability of rice farmers in the city. The project is located at Barangay Baluan and Barangay Ligaya with at least 30 farmer beneficiaries with four cropping seasons two (2) wet and two (2) dry seasons. She added that in whole there are only two recipient- of the said program which are Tacurong City and General Santos City. Consequently, the Philippine Rice Research Institute will provide the 40 kilograms registered seeds and two (2) bags of fertilizers for each beneficiary.

Concerning the “kuhol”, Mr. Llagas of City Agriculturist Office stated that there’s no problem with the “kuhol” because it will be eaten by the ducks.

Councilor Melliza suggested to educate the farmers as to when will be the time to spray the fertilizers to the grain of rice.

Thereafter, the chair ruled finding the proposed Memorandum of Agreement not contrary to law, public order, public policy, moral and good customs, the said item was approved on committee level and to be calendared for urgency on Tuesday’s regular session.

2. RESOLUTION NO. 22, SERIES OF 2014, PASSED BY THE SANGGUNIANG BARANGAY OF KATANGAWAN, THIS CITY, RE: RESOLUTION TO CERTIFY THE PROPOSED IMPROVEMENT OF BOX CULVERT ITS LOCATED AT 7, BARANGAY KATANGAWAN, THIS CITY.

Punong Barangay Maureen Rodriguez of Barangay Katangawan stated that this project is for implementation already at Purok 7 but because of some conflict in location as mentioned in the Annual

ORDERS DATED DECEMBER 10, 2014 Page 1 Investment Plan (AIP) that instead of Purok 7 it was amended to Purok 13 when in fact the actual location should be at Purok 7. Further, she informed that in order to implement the said project the Barangay Council made a resolution certifying that the box culvert is actually located in Purok 7 of Barangay Katangawan.

After hearing the explanation of Rodriguez, the chair then ruled said item approved on committee level and to be calendared for urgency on Tuesday’s regular session.

APPROVED ON COMMITTEE LEVEL AS URGENT

3. PROPOSED MEMORANDUM OF AGREEMENT (MOA) TO BE ENTERED INTO BY AND BETWEEN THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS SOUTH II ENGINEERING OFFICE AND LOCAL GOVERNMENT UNIT OF GENERAL SANTOS CITY, PROPOSED REPAIR/REHABILITATION/IMPROVEMENT/CONSTRUCTION OF STEEL FOOTBRIDGE WITH MANLIFT ALONG MAKAR-KIAMBA ROAD.

When recognized, Engr. Evelyn Duarte of Department of Public Works and Highways (DPWH) informed that said Memorandum of Agreement (MOA) is the construction of pedestrian overpass with man lift at Barangay Calumpang, General Santos City and the scheduled bidding of the project will be on December 16, 2014.

Since there were no objections raised, the chair ruled said item approved on committee level and to be calendared for urgency on Tuesday’s regular session with a manifestation that Councilors Melliza, Empal & Pacquiao as principal sponsors.

APPROVED ON COMMITTEE LEVEL AS URGENT

There being no more matter to discuss, the chair declared the meeting adjourned at 12:07 o’clock in the afternoon.
