Anti- Drug Lectures ANTI- DRUG LECTURES On 0900H-1500H of August 1, 2018, Ms. Maria Lea V. Tolo, PDEA9 BDCP Coordinator, and Ms. Darmalyn H. Jumlail, Information Officer, conducted lecture orientation on Barangay Drug Clearing Program and its Documentary Requirements pursuant to Dangerous Drugs Board Regulation No. 3, series of 2017. The lecture was conducted during the TRAINING ON STRENGTHENING THE ANTI-DRUG ABUSE COUNCIL initiated by DILG-ARMM held at Beachside Inn, Bongao, Tawi-Tawi. The lecture was attended by more or less 150 participants composed of the members of the Municipal Anti-Drug Abuse Councils of the different municipalities of Tawi-Tawi Province. On August 1, 2018 at around 8:30AM-12:00NN, Agent Ingrid E. Radaza of PDEA Zamboanga del Sur Provincial Office conducted an anti-drug abuse lecture at Pagadian City Teacher’s Center, San Jose Heights, Pagadian City participated by more or less 200 students/ representatives from different schools. On August 02, 2018 at 1300H, Assistant Regional Director Ralph Rommel D. Torres, together with Provincial Officer of Zamboanga del Sur, Cesario C. Judilla, Agent Helson T. Jover and Agent Rizza L. Osorio attended the Lecture on Barangay Drug Clearing at the Municipal Hall of Aurora, Zamboanga del Sur participated by the Barangay Officials of the said municipality. During the said activity, ARD Ralph Rommel D. Torres discussed about the Barangay Drug Clearing Operation and other matters related to it. This was attended by more or less one hundred (100) participants. On August 02, 2018, operatives of this Office proceeded to Computer Technologies Institute, Zamboanga City and conducted Drug Awareness Seminar to the students of the above mentioned school, estimated to be around Two Hundred (200) participants. During said activity, the students of said school were informed and enlightened about the ill effects of dangerous drugs and how to avoid it. On August 02, 2018 at around 1400H, Agent Ingrid E. Radaza together with Agent Margelyn C. Asoy, Agent Knorben Mark R. Montuya and Francis H. Lopez proceeded to Blancia Carreon College Foundation, Molave, Zamboanga del Sur. Agent Radaza discussed the Ill Effects and RA 9165 that were participated by more or less 150 college students. 1 On August 03, 2018 at around 0900H-1130H, Agent Ingrid Radaza together with Agent Rizza Osorio, Agent Margelyn C. Asoy, Agent Knorben Mark R. Montuya and Francis H. Lopez proceeded to Blancia Carreon College Foundation, Molave, Zamboanga del Sur. Agent Ososrio discussed the Ill Effects and RA 9165 that were participated by more or less One Hundred Eighty (180) elementary, Junior and Senior High School students. On August 04, 2018 at around 1300H-1500H, operatives of this Office proceeded to Barangay Tulungatung, Zamboanga City and conducted an information drive to the residents in cooperation with the Barangay officials, representative of the City Mayor’s Office, City Health Office and other City offices. This was attended by more or less 100 community residents of the said barangay. During said activity, the constituents of said barangay were informed and enlightened about the basic services and assistance, which the local government can provide, and its unyielding advocacy against illegal drugs. On August 04, 2018 at about 1600H, operatives of this office led by the above- signed conducted a lecture on Ill-effects of Illegal Drugs at Multipurpose Hall of Barangay Buton, Mohammad Ajul, Basilan which is attended by more or less 100 community participants. Moreover, topics discussed during said activity were but not limited to Activation of Barangay Anti-Drug Abuse Council (BADAC), and other programs concerning the betterment of said barangay. On August 06, 2018 at around 0900H – 1130H, operatives of this Office proceeded to Bureau of Jail Management and Penology, Valera Street, Zamboanga City and conducted lecture on Drug Free Workplace Program to the personnel of female dormitory and selected female inmates. The speakers of the said activity were Agent Jury G. Rocamora and Karren Gesulga. This was attended by more or less 70 participants composed of inmates and BJMP personnel. During said activity, the personnel and inmates were informed and enlightened about the benefits of the program and its help in unyielding advocacy against illegal drugs. On August 07, 2018 at around 1000H-1600H, operatives of this office led by the above-signed proceeded to Barangay Tuburan Proper, Haji Mohammad Ajul, Basilan and conducted a lecture on the importance, functions and responsibilities of Barangay Anti-Drug Abuse Council (BADAC) which is attended by barangay chairmen of Haji Mohammad Ajul, Basilan and other concerned personnel, estimated to be Fifty (50) participants. Moreover, topics discussed during said activity were but not limited to; Activation of Barangay Anti-Drug Abuse Council (BADAC), Anti-terrorism, and other programs of the DILG concerning the betterment of said municipality. Above-mentioned activity was also attended by other key officials: DILG Provincial Director Abou Mohammad Asmawil, PSINSP Alsharief Aguam of Basilan Provincial Police Office, PINSP Abidin Marohom, Chief of Police, Haji Mohammad Ajul MPS, MILF Commander Arasad Addala. On August 11, 2018 at around 1400H – 1600H, operatives of this Office proceeded to Barangay Maasin, Zamboanga City headed by Brgy. Captain Rodolfo C. Genturalez and conducted an information drive to more or less (100) community residents, in cooperation with the barangay officials, representatives of the City Mayor’s Office and City Health Office. During said activity, the constituents of said barangay were informed and enlightened about the basic services and assistance, which the local government can provide, and its unyielding advocacy against illegal drugs. On August 11, 2018 at around 0900H-1200H, operatives of this Office proceeded to Elementary School covered court of Barangay Tugbungan, Zamboanga City and conducted an information drive in cooperation with the barangay officials, representatives of the City Mayor’s Office, City Health Office and Iglesia Ni Cristo members.The paticipants were members of the Indigenous People, composed of five tribes: Subanen, Sama Badjao, Sama Bangingi, Yakan and Kulibugan, estimated to be 2 more or less Seventy (70) participants. During said activity, the constituents of said barangay were informed and enlightened about the basic services and assistance, which the local government can provide, and its unyielding advocacy against illegal drugs. On August 12, 2018 at around 1400H-1700H, operatives of this office led by the above-signed proceeded to Barangay Languyan, Haji Mohammad Ajul, Basilan and conducted a lecture on the “ill-effects of Illegal Drugs” which is attended by more or less One Hundred Fifty (150) community participants including the 27 drug surrenderees. Above-mentioned activity was also attended by other key officials: Major Nelson Q. Boticario 74th IB (PA),1LT Aaron Jake B. Bungag 18IB, 1ID,PA, PSINSP Alsharief Aguam of Basilan Provincial Police Office, PINSP Abidin Marohom, Chief of Police, Haji Mohammad Ajul MPS ended on or about 1700H of same day. On August 17, 2018 at around 0800H-1030H, operatives of this Office proceeded to Talon-Talon Central School SPED Center (TTCSSC), Zamboanga City and conducted Drug Awareness Seminar to eighty-five (85) grade four students with faculty teachers of the above mentioned school. During said activity, the students of said school were informed and enlightened about the ill effects of dangerous drugs and how to avoid it. On August 18, 2018 at around 0900H-1200H, operatives of this Office proceeded to Bureau of Jail Management and Penology, Zamboanga City and conducted a Drug Awareness Seminar to Fifty (50) selected inmates, in cooperation with the BJMP personnel. During said activity, the inmates together with the personnel of said facilities were informed and enlightened about the effect of illegal drugs in their family and to their community, they were informed also about the basic services and assistance, which local government can provide, and its unyielding advocacy against illegal drugs. On August 19, 2018 at around 0900H-1200H, operatives of this Office proceeded to Barangay Lansonez, Zamboanga City and conducted an information drive in cooperation with the barangay officials, representatives of the City Mayor’s Office, City Health Office and Philippine Army “Marines”. The participants were the constituents of the said barangay estimated to be more or less One Hundred (100) participants. During said activity, the constituents were informed and enlightened about the basic services and assistance, which the local government can provide, and its unyielding advocacy against illegal drugs. On August 20, 2018 at around 1330H, Maria Lea V. Tolo, Supervising Administrative Officer/Coordinator, Barangay Drug Clearing Program and Agent Aldous B. Restor, Chief-POD conducted a reorientation on Barangay Drug Clearing Program to Seventeen (17) representatives of PNP-Police Community Relations, Zamboanga City Police Office held at PDEA RO9 Operation Room, Upper Calarian, Zamboanga City. During the said activity, the discussion focused on why out of ninety-eight barangays, only three barangays were declared drug-cleared in Zamboanga City. An open forum was conducted after the lectures to address issues and concerns and found new strategies for the effective implementation of the said program. Interview guides were utilized in the generation of Lady L’s biographic information about her political career.Lady L’s experiences in waiting for the perfect time and working in the private sector destined her to have a successful political career enhanced with passion and family influence. Encountering problems concerning basic education and unwanted migrants in Barangay K did not discourage her choice to run for re-election, because of her dedication to public service.

PDEA Director General Isidro S. Lapeña identified the suspect as Bimbo Abdulmanan Diolanen, married, an incumbent barangay chairman and resident of Purok 2, Mabini Interior, Bagua 3, Cotabato City. An operative of PDEA Regional Office-Autonomous Region in Muslim Mindanao (PDEA RO-ARMM) under Director Edgar Apalla, acted as poseur-buyer and entered into a transaction with Diolanen to facilitate the sale of one plastic sachet of shabu. They agreed to meet in his own barangay in Mabini Interior at around 6:00 in the morning. Upon receiving the buy-bust money, the barangay captain was immediately arrested by PDEA RO-ARMM agents who were strategically positioned. Seized during the operation were 10 plastic sachets of white crystalline substance suspected to be shabu, weighing approximately 20 grams, with an estimated street value of P100,000, one cal. 45 Springfield Armory pistol containing one magazine loaded with two pieces of ammunition, one homemade shotgun loaded with four pieces of ammunition.

Tsai is the Founder and Faculty Director of the MIT GOV/LAB and Associate Professor of Political Science at the MIT. Her research focuses on accountability, governance and political participation in developing contexts, particularly in Asia and Africa. In 2015, she was awarded MIT’s James A. and Ruth Levitan Prize for innovative and creative scholarship. Her book, Accountability Without Democracy: Solidary Groups and Public Goods Provision in Rural China, received the 2007/08 Dogan Award from the Society for Comparative Research for the best book published in the field of comparative research. She has a BA from Stanford University, USA, an MA from the University of California, Berkeley, USA, and a PhD in government from Harvard University, USA. Nina McMurry is a doctoral candidate in political science at the Massachusetts Institute of Technology (MIT) and an MIT Governance Lab (MIT GOV/LAB) Graduate Research Fellow. She studies political behaviour and government accountability in developing democracies, with a focus on the role of intermediaries and non-state actors. Her dissertation examines the effects of state recognition of indigenous political institutions on local governance in the Philippines. She has also conducted field research in Guatemala, South Africa and South Sudan. Prior to starting her PhD, Nina worked on civil society and local media development initiatives in South Sudan.

    Village Social Network Structures and Electoral Competition* Cesi Cruz†1, Julien Labonne‡2, and Pablo Querubin§3 1University of British Columbia 2University of Oxford 3New York University September 13, 2017 Abstract. In this paper, we test whether the structure of village social networks affects political competition in local elections. We use data on 20 million individuals in 15,000 villages of the Philippines. We take advantage of naming conventions to assess intermarriage links between families and reconstruct the family networks in all of those villages. Using data from the 2010 local elections we show that there is less political competition in villages with dense social networks, a result that is robust to controlling for a large number of village and candidate characteristics and to alternative estimation techniques. We then explore the mechanisms behind this effect and present evidence, from a detailed dataset collected in 284 villages after the 2013 local elections, that political influence is more concentrated in denser villages and that this is associated with higher turnout and higher vote margins for the winning candidate. *We thank Nick Eubank, James Fowler, Yana Gorokhovskaia, Steph Haggard, Alex Hughes, Franziska Keller, and Sarah Shair-Rosenfeld for helpful suggestions.
