THE MINUTES OF THE MEETING OF e THE REGENTS OF THE UNIVERSITY OF NEW MEXICO June 6, 1969

The Regents of the University met at 8:30 a.m. on Friday, June 6, 1969, in the Council Room of the New Mexico Union.

Present: Mr. Arturo G. Ortega, President Dr. Lawrenee H. Wilkinson, Vice President Mrs. Frank A.Mapel, Secretary-Treasurer Dr. Norris E. Bradbury Mr. Walter F. Wolf, Jr.

Also present: President Ferrel Heady Dr. Chester C. Travelstead, Academic Vice President Dr. Sherman E. Smith, 'Administrative Vice President Mr. John Perovich, Vice President for Business and Finance Dr. Harold W. Lavender, Vice President for Student Affairs Dr. George P. Springer, Vice President for Research Mr. John N. McMichael, Director of Continuing Education. ****** Mr. Ortega asked for any changes in the minutes of Minutes of the meeting of May la, 1969, noting that paragraph 3 on Meeting of page 2 of the summarized minutes had already been changed May la, 1969 by memorandum to the Regents. Mr. Wolf suggested a further change in paragraph 3 of the section entitled "New Mexico Medical Foundation," this change being to substitute the words "the original incorporators" for "a board of incorporation." With these changes, it was moved by Mr. Wolf, seconded by Mrs. Mapel, that the minutes be approved. Carried. ****** A list of candidates for degrees to be awarded con­ Candidates ditionally at the Commencement Exercises this evening was for Degrees presented to the Regents. T~e list had reeeived the con­ ditional approval (subject to the satisfactory completion of academic requirements) of the Faculty on June 4 and was recommended by that body to the Regents. ~."

( ) j ~ '* *** At their August 24, 1968, meeting, the Regents Harwood approved the construction/of an-Jdd~tion to the library Foundation ,of .the Harwood Foundatiod in Taos:( Funding was to be Library from a $7,000 bequest from .Mrs ~ Sally Imhof, "with -. additional funds being raised by benefits, appeals, -etc., subject to the assurance that the University would have no financial obligation."

On January 18, ,1969, the Regents approved a loan to' the Harwood Foundation, in an amount not to exceed $10,000. Collateral for the loan was to be a bequest of approximately $15,000 from 'the estate of Jack Danciger of Fort Worth, Texas, with settlement of the estate expected within two years .. The $10,000 loan, plus the Imhof bequest, would permit the Foundation to proceed at once with the library addition. --

The Harwood Board subsequently learned that the estate settlement might well be delayed until 1976, and on April IS, . 1969, the chairman of the Harwood Advisory Board notified the University Secretary that the Harwood Foundation'there­ upon released the.University from its promise to loan the sum in question (i.e., up to $10,000).

With this background, Dr. McMichael informed the Regents of a proposal by the Harwood Board to construct a smaller lib~ary addition than the one proposed earlier, the cost of construction n9t to exceed $10,000 plus $950 in architectural fees. It was proposed that this project be financed through Harwood savings funds already in hand and by a $1,500 loan from the Harwood Library Board to the Harwood Foundation•

Carried. ** * *, ** Addition to Dr. Smith also ,submitted detailed budgets and other University summaries relative to the addition of 3,350 gross square Arena feet to the dressing room wing of the Arena. He .said that the estimated total cost 6f the project was $81,'100, with funds being derived from the residue of the 1966 University System Bond Issue ... Dr. 'Smith also informed' the Regents that construction bids for the project tad been opened.on June 4 and that the low bid of $65,908 was submitted by K.L. House Construction Company. This bid being under the estimated construction cost of $70,000, Dr. Smith recommended acceptance.

Dr~ Smith reported to the Regents concerning the Law School meeting of the Board of Educational Finance on June 2 Building and particularly with regard to the funding of the new building for the Law School, discussed by the Regents at their May 10 meeting. Referring to a letter from Dr. McConnell, Executive Secretary of the BEF, to Mr.· Ed Hartman, Secretary of the State Board of Finance, Dr • . Smith indicated that the BEF had approved the University's request to proceed with the building project under the revised budget, subject to the following stipulations: $59,000 approved by the BEF from the 1969 State Bond Issue; $135,295 recognized by the BEF as first priority in allocation of the 1971 State Bond Issue; and eligibility "without prejudice" to apply for the remaining $310,115 from 1971 State Bond Issue funds, with no commitment being made by the BEF. Dr. Smith said that the revised budget for the Law Building, as well as the additional allocation of $59,000 will be submitted to the State Board of Finance on June 16. ****** The Regents 'examined a model of the proposed Faculty Faculty Office-Classroom Building, to be located at the northern Office­ end of the Zimmerman Field area. Dr. Smith noted that the Classroom budget and contents of the building had long since been Building approved by the Regents, the Board,of Educational Finance, and the State Board of Finance and that the design had been approved by the Campus Planning Committee on May 5.

-." ~-' .~.;,, Mr. Perovich'" and President Heady noted that the 1969-70 budget was extremely restrictive, particularly in the ar~a of salary increases, those for faculty being limited to an average of 4~ to 5 per cent and those for clerical, maintenance, and crafts personnel to about 8 per cent, both figures being considerably lower than the University's request. Also noted was the fact that very few new faculty members are budgeted against an anticipated increase of 5 per cent in the student body enrollment. Relative to a question from Mr. Ortega about the Library, Mr. Perovich said that the budget would permit no gains in acquisitions. Discussion then centered on damage to library books, particularly the removal of pages, and it was suggested by Mr. William Turner, a graduate student, that it might pay the University to provide free copying service. Dr. Wilkinson said that he would be glad to pay the rental of a copying machine for trial use during the summer months, except for the cost of paper.

Expression unanimously by the Board of Directors of the University of of Support New Mexico Alumni Association at its annual spring meeting from Alumni held at the Lawrence Ranch on May 17 and 18. Tne . Association resolution is as follows:

~'Resolved that the Board of Directors of the UNM Alumni Association hereby expresses full support to the University of New Mexico, the Regents, and President Heady in their actions, responsibilities, and policies in maintaining the integrity of the University for its intended purpose, that of furthering the pursuit of know­ ledge by its students, and that of service to the people of the State of New Mexico."
