On the basis of these concepts and from the first years ofits existence, Unesco has set up a language programme devoted tothe promotion of teaching and learning mother, national and foreign languages as a vehicle of education and a means of transmission to teture generations of cultural values inherent to each country and to all mankind. When speaking of Unesco's language policy, one should stress that thv shortest and most appropriate expression in this respect is a policy of balance. This balance is an absolutely vital element in today's world, a world too unbalanced in many respects. This lack or balance rppears in languages: there is nu balance between mother nd national languages of devyloping countries, on the one hand, and the so- called "world" languages. on thv other; nor isthe'-v any balance between prevalling And minority langoa.:.es in severrl countries ofthy world. However, 'Jnesco's aim in this field is to pursue its effortsto arrive at a more stable situation and establisha "new linguistic order" so to speak (to use, as an example,the New Economic Order), which wouldensure to such languages as Icelandic or Irish the possibility of beingknown and studied as much as English or French. Since 1980, Unesco has devotedits time and efforts to establishing co-operationbetween European countries in this direction, inthe spirit of the Helsinki Conferenceon security and co-operation in Europe. To this end, various activitieshave been organized. The programme of the less-knownlanguages in Europe was launched in 1980 inBudapest, as a follow-up to an expert meeting organizedjointly by the Hungarian National Commission forUnesco and Unesco. Since then, several activities have beenorganized in orderto sensitize public opinion and wor. out the bestmethods and best didactic materialsto facilitate the acquisition of a deeper and more systematicknowledge of languages of littleexpansion but of great cultural, ethic and aesthetic value. Unesco has published a series of studieson the pedagogical and sociolinguistic problems oi the languag,..sconcerned. An "Inventory of centers for training and learning less widelytaught languages in Europe" by J.-P.Van Deth appeared in 1986. dvyvklpmont oiUnes,cn's programme tor the promotion of less widely taughtlanguages would hove been difficult - and perhaps even impossible without vi the collaboration ofnongovernmental organizations. In 1984, the Greek Associationfor Applied Linguistics organized inThessaloniki, with Unesco's support, a symposium mainly devotedto a discussion of the experiences of variousEuropear countries in the teaching of their languagesto migrant populations or in the teaching of "minority"languages within multi lingual countries. In 1986, on the common initiativeof Venice University, AILN and Unesco,an expert meeting was organized in Venice in orderto study the possibility of creating an InformationCentre on less taught languages and a network forinformation exchange around this Centre. At the closing of this symposium, and on an experimental basis,the permanent Secretariat of the future Centre was established. Its first task was to draw up and send to allEuropean Member States a questionnaire with a viewto gaining increased knowledge of the characteristicsof F.ropean language teaching within eachcountry. We have now received the first results of thissurvey. Technical cards on each language and each institutionare being prepared by the International Networkfor Documentation and Information on Less raughtLanguages (REDILME) that the Centre established. RED1LME has publisheda col'ection of data, "First data concerning thestate of Leaching and diffnsionat the target languagos" (Venice, 1987, 1550p.). Finally, in 1'187, 1RAAL convoked a symposiumin Dublin, with Uaosco'ssupport, which discussed thy objectives of Europeanlanguage teaching, the obstacles to the development at this activity anda vii future strategy for improving the existing situation.

This study examines this preverbal particle system from a diachronic and synchronic perspective to shed light on issues of language contact, change, endangerment, and maintenance. The diachronic source of this system has important implications regarding its current and future status. My research indicates that this system is an ancient feature of the language, deriving from contact between the original inhabitants of Gascony, who spoke Basque or an ancestral form of the language, and the Romans who conquered the region in 56 B.C.

Pusch, Albert-Ludwigs-Universität Freiburg Normative hiatus and scripturality Starting with a discussion of the very notion of (linguistic) norms and contiguous concepts such as standardization and codification, which are intimately related to the written use of languages, this paper argues that a discrepancy between the norms of usage (i.e. the conventionalized norms used spontaneously by speak- ers, particularly in oral communication) and the codified norms (in the form of a written standard) is easily accepted in the case of languages with a consolidated scriptural practice, whereas such a ‘normative hiatus’ is vigorously fought by the speakers of many minority and lesser used languages, who, during the process of emergent scripturality, tend to emphasize excessively the necessity of the (newly developed) written standard to faithfully reflect the norms of usage and the char- acteristics of orality even down to the phonetic level, hereby making the written standard dysfunctional. This is exemplified through three Gallo-Romance varie- ties, Aranese Occitan, Francoprovençal, and Jersey Norman French, and their new- ly-created codified forms. In this paper, I examine a wider range of evidence and show that Enggano is clearly an Austronesian language of the Malayo-Polynesian (MP) subgroup. This is achieved through the establishment of regular sound correspondences between Enggano and Proto‒Malayo-Polynesian reconstructions in both the bound morphology and lexicon. I conclude by examining the possible relations of Enggano within MP and show that there is no good evidence of innovations shared between Enggano and any other MP language or subgroup. In the absence of such shared innovations, Enggano should be considered one of several primary branches of MP. 1.     Chapter 2. Native Languages of West-Central California This chapter discusses the native language spoken at Spanish contact by people who eventually moved to missions within Costanoan language family territories. No area in North America was more crowded with distinct languages and language families than central California at the time of Spanish contact. In the chapter we will examine the information that leads scholars to conclude the following key points: The local tribes of the San Francisco Peninsula spoke San Francisco Bay Costanoan, the native language of the central and southern San Francisco Bay Area and adjacent coastal and mountain areas. San Francisco Bay Costanoan is one of six languages of the Costanoan language family, along with Karkin, Awaswas, Mutsun, Rumsen, and Chalon. The Costanoan language family is itself a branch of the Utian language family, of which Miwokan is the only other branch. The Miwokan languages are Coast Miwok, Lake Miwok, Bay Miwok, Plains Miwok, Northern Sierra Miwok, Central Sierra Miwok, and Southern Sierra Miwok. Other languages spoken by native people who moved to Franciscan missions within Costanoan language family territories were Patwin (a Wintuan Family language), Delta and Northern Valley Yokuts (Yokutsan family languages), Esselen (a language isolate) and Wappo (a Yukian family language). Below, we will first present a history of the study of the native languages within our maximal study area, with emphasis on the Costanoan languages. In succeeding sections, we will talk about the degree to which Costanoan language variation is clinal or abrupt, the amount of difference among dialects necessary to call them different languages, and the relationship of the Costanoan languages to the Miwokan languages within the Utian Family.

    Oliviu Felecan, Romania 399 Romanian-Ukrainian Connections in the Anthroponymy of the Northwestern Part of Romania Oliviu Felecan Romania Abstract The first contacts between Romance speakers and the Slavic people took place between the 7th and the 11th centuries both to the North and to the South of the Danube. These contacts continued through the centuries till now. This paper approaches the Romanian – Ukrainian connection from the perspective of the contemporary names given in the Northwestern part of Romania. The linguistic contact is very significant in regions like Maramureş and Bukovina. We have chosen to study the Maramureş area, as its ethnic composition is a very appropriate starting point for our research. The unity or the coherence in the field of anthroponymy in any of the pilot localities may be the result of the multiculturalism that is typical for the Central European area, a phenomenon that is fairly reflected at the linguistic and onomastic level. Several languages are used simultaneously, and people sometimes mix words so that speakers of different ethnic origins can send a message and make themselves understood in a better way. At the same time, there are common first names (Adrian, Ana, Daniel, Florin, Gheorghe, Maria, Mihai, Ştefan) and others borrowed from English (Brian Ronald, Johny, Nicolas, Richard, Ray), Romance languages (Alessandro, Daniele, Anne, Marie, Carlos, Miguel, Joao), German (Adolf, Michaela), and other languages. *** The first contacts between the Romance natives and the Slavic people took place between the 7th and the 11th centuries both to the North and to the South of the Danube. As a result, some words from all the fields of onomasiology were borrowed, and the phonological system was changed, once the consonants h, j and z entered the language.
