Exam- ples include a range of creative expressions that mix elements of English with those from other languages and semiotic means. A translanguaging perspective raises questions about the very notion of named languages and offers a radically different way of analysing these expressions as socio-politically meaningful linguistic innovations. The theoretical and methodological implications of the translanguaging approach for the study of linguistic innovation by multilingual language users and for the study of world Englishes are discussed. 1 INTRODUCTION The poster in Figure 1, ‘How to have a civil discourse’, was posted on 4th July 2017 by the Singaporean artist Andrea Lau on her Facebook page. Two questions: Is it in English? If yes, what kind of English? It certainly looks like English and an English reader could understand quite a bit, but crucially, not all of it. And since I have said that the creator of the poster is Singaporean, anyone who has heard of the notion of Singaporean English, or Singlish, might assume that this must be Singaporean English/Singlish. -

96 Minorities and Minority Policy in Singapore John Clammer Singapore Institute of Mareagement Introduction . Seen from the outside, Singapore society appears to fall fairly neatly into its three major segments: the Chinese majority, the substantial Malay minority and the smaller but very visible Indian community. And tacked on at the end are what are usually called the "others", in particular the Eurasian community. This picture of Singapore has given rise to what is often called the "CIMO" model - "Chinese-Indian-Malay-Other". But on closer analysis, this picture of the society as comprising three or four major blocs, set against one another (not in a confrontational sense, but as contrasting and mutually exclusive entities), becomes more and more inaccurate. Actually, Singapore is a society of minorities: either minorities within the bigger ethnic blocs and often concealed from view by their being lumped together within a single gross category, or minorities actually distinguished from other communities by religion, culture, origin and even occupation. ' The Cultural Mosaic This can be illustrated by looking at examples of these two types. Within the "Chinese" category one major and dominant group, defined by dialect and place of origin, can be easily recognized - the Hokkiens. But even then numerous sub-groups based upon specific town or country of origin occur within the Hokkien group. The same is true of the other large Chinese speech groups - the Teochews, Cantonese, Hainanese and Hakkas. Each is internally subdivided into numerous smaller groups differentiated by minor linguistic differences, place from which the first migrants came and questions of cultural detail, such as in cooking, religious or marriage observances. -

Abstract This study aims at investigating the status of Arabic in the United States of America in the aftermath of the 9/11 World Trade Center events. It delves into this topic and identifies the main reasons for the increased demand for learning Arabic. It also determines the impact of the renewed interest in Arabic on foreign language teaching programs. Furthermore, the study identifies the main Arabic language programs established in the U.S. after the events of 9/11, 2001 at various institutions of higher education. The process of data collection relied primarily on information and statistics provided by several authorized professional linguistic organizations based in the U.S. as well as a number of telephone interviews conducted by the researcher. Since September 11, 2001, Arabic language teaching and learning has become the focus of much more attention from the educational community in the United States. -

Language in the Mirror: Language Ideologies, Schooling and Islam in Qatar Rehenuma Asmi Submitted in partial fulfillment of the Requirements for the degree of Doctorate of Philosophy under the executive committee of the Graduate School of Arts and Sciences COLUMBIA UNIVERSITY 2013 © 2013 Rehenuma Asmi All rights reserved ABSTRACT Language in the Mirror: Language Ideologies, Schooling and Islam Rehenuma Asmi My study explores language ideologies in the capital city of Doha, Qatar, where school reform movements are placing greater emphasis on English language acquisition. Through ethnography and a revised theory of language ideologies, I argue that as languages come in greater contact in multi-lingual spaces, mediation must occur between the new and old relationships that are emerging as a result of population growth, policy changes and cross-cultural interactions. I interrogate the development concept of the “knowledge economy” as it is used to justify old and new language ideologies regarding Arabic and English. As Qataris change their education systems in response to the economic development framework of the “knowledge economy,” they are promoting language ideologies that designate English as useful for the economy and “global” citizenship and Qatari Arabic and Standard Arabic as useful for religious and cultural reasons. I argue that Standard English, through its association with the “knowledge economy,” becomes “de-localized” and branded an “international” language. This ideology presents English as a modern language free of the society in which it is embedded, to circulate around the globe. In contrast, Standard Arabic is represented as stiff, archaic language of religious traditions and Qatari Arabic is presented as the language of oral culture and ethnonationalism. -

THE MAINTENANCE OF MALAYSIA’S MINORITY LANGUAGES HAJA MOHIDEEN BIN MOHAMED ALI Department of English Language & Literature International Islamic University Malaysia [email protected] Abstract Malaysia, especially the states of Sabah and Sarawak are home to numerous indigenous languages. According to the Ethnologue Report for Malaysia (2009), Sabah is said to have 52 and Sarawak 46 languages. But among these many languages, many are spoken by a small population. These are in danger of facing extinction due to migration, attitudinal, social, educational and economic factors, mainly. This situation is similar to the many languages which are dying today worldwide. Since the Malay language (Bahasa Malaysia) is a potent force in bringing together the various Bumiputra and Muslim groups, the fate of native languages of these disparate groups is uncertain or worse doomed to die. However, measures by speakers of indigenous languages who comprise a sizeable number, for example, in the case of Sabah, Kadazan, Bajau, Bisaya and Murut languages may still be saved if they are maintained through concerted efforts by the affected communities and if government agencies help to play their part. This paper will discuss the various practical steps that may be undertaken by concerned individuals, the elders and leaders of the target minority communities themselves, language scholars and the state and federal governments to help maintain the minority indigenous languages, with particular emphasis on those from Sabah and Sarawak. Key words- minority language, identity, linguistic diversity, survival, loss Introduction Multilingualism and multiculturalism are indeed assets for a country and its people. The two contribute to the versatility and heterogeneity of a country‟s human landscape. -

Such questions have been largely based on Enggano’s lexicon, which shows little trace of an Austronesian heritage. In this paper, I examine a wider range of evidence and show that Enggano is clearly an Austronesian language of the Malayo-Polynesian (MP) subgroup. This is achieved through the establishment of regular sound correspondences between Enggano and Proto‒Malayo-Polynesian reconstructions in both the bound morphology and lexicon. I conclude by examining the possible relations of Enggano within MP and show that there is no good evidence of innovations shared between Enggano and any other MP language or subgroup. In the absence of such shared innovations, Enggano should be considered one of several primary branches of MP. 1.
