Finally, I would like to thank my friends and family, and specifically my housemates Kate Wiles and Ella Mills for making the PhD a far from lonely experience and my parents for their support and encouragement throughout my studies. iii Abstract Linguistic minorities are playing a crucial role in determining how states are reimagining themselves in more plural and inclusive ways. Pressure from both supranational and sub-state levels of government has meant that the repression of linguistic minorities by state institutions is no longer acceptable and even attitudes of neglect are widely condemned. However, while there has been a noticeable change in attitudes towards linguistic minorities in many European states, the specific role of the central state in relation to these groups remains ambiguous and merits further study. This thesis thus compares the language policies of the central states of Spain and Italy between 1992 and 2010, concerning two specific linguistic minorities in each country. These include Catalan-speakers in Catalonia and the German-speaking minority in Alto Adige/Südtirol, which have received considerable recognition and find themselves in a comparable situation within their respective states. In contrast, the Asturian- and Sardinian-speaking minorities have received the most minimal recognition at both the regional and state levels. Three sources of primary data were identified for the purposes of this study: official state documentation and legislation, elite interviews with political and institutional representatives, and state-wide newspapers. The research reveals the rationales, ideologies and motivations behind the actions of the central states of Spain and Italy in their approaches towards these distinct groups. New insight is provided by considering cases which have not previously been compared, as well as focusing on the typically hidden language policies of the state in contrast to the visible and widely studied policies implemented at the regional or provincial levels. This approach allows conclusions to be drawn on the extent to which both states may be moving away from the traditional monolingual nation-state model and provides recommendations for future This document marks the 51st year since its introduction to the membership by Edward C. Ehrensperger. For over twenty-five years, from 1955 to 1982, he compiled and published this annual review of scholarship. Edward C. Ehrensperger 1895-1984 As usual, it is a partial view of the research and other activity going on in the world of onomastics, or name study. In a report of this kind, the editor must make use of what comes in, often resulting in unevenness. Some of the entries are very short; some extensive, especially from those who are reporting not just for themselves but also for the activity of a group of people. In all cases, I have assumed the prerogative of an editor and have abridged, clarified, and changed the voice of many of the submissions. I have encouraged the submission of reports by email or electronically, since it is much more efficient to edit text already typed than to type the text myself. For those not using email, I strongly encourage sending me written copy. There is some danger, however, in depending on electronic copy: sometimes diacritical marks or other formatting matters may not have come through correctly. Marinella Lörinczi, (Prof.) University of Cagliari, Italy Abstract: In Sardinia, hilly areas cover 67.9% of its land. Its climate is prevalently Mediterranean, with prolonged summer drought and mild winters. Of the more than thirty thousand springs found in Sardinia, most fall into the category of small. Anthropization of springs, which is common in settled areas and in their vicinity, has occurred even at the springs scattered over the countryside, in places known only to the experts. In the Sardinian language we find many different names for springs: mitsa is typical of the central southern area. I will reconsider the discussion of the etymology of mitsa (Guarnerio, Wagner, Mensching). Mensching rejects the prestigious etymology of Wagner who argued for a Punic origin of this word. His final hypothesis is that mitsa may derive from an endocentric Latin/Romance syntagm: TERRA MITIA. I will support this hypothesis on the basis of the cognitive motivation of the meaning. As direct knowledge of the object and its environment are in some cases of fundamental importance in understanding the origin of nouns and changes in their meanings, this kind of research can be embodied in the discipline that from the ‘90s onwards is referred to as ecolinguistics. Telecommunications In a picture of progressive deterioration of the macroeconomic situation, the trend of contraction of the telecommunications market, on both fixed and mobile network, already observed for some years, was confirmed in 2011. In this context, the elements which best qualify the Italian telecommunications market, show no substantial change in 2011 compared to the last two years. These elements can be summed up as follows: i) the expenditure of families and companies in telecommunications services continues to fall, with a slight acceleration compared to 2010; ii) the reduction in the prices of telecommunications services to both private and business customers, on both fixed and mobile networks, is constant; iii) the contraction in voice calls on dial-up network continues, with a reduction of 11.7% in the number of minutes consumed, while voice traffic from the mobile network has increased by another 10% in the last year; iv) the spread of broadband services on fixed and mobile network has produced further growth in income deriving from data services; v) there is still growth, but with indications of the saturation of the relative market, in the virtual mobile telephony compartment; vi) with regard to the competitive situation, the erosion of Telecom Italia's total market share continues; vii) in last autumn, an auction was held for the assigning of the usage rights of the frequencies in the 800, 1,800, 2,000 and 2,600 MHz bands, which led to a total commitment of the mobile operators for € 3.9 billion; viii) on the other hand, the reduction in investments in infrastructures is confirmed;9 ix) The gross profit of the sector is substantially stable, also thanks to the continuous restructuring and cost containment actions carried out by the telecommunications companies.

Email: [email protected] Abstract: One of the most important megalithic groups in Western Europe in terms of number and characteristics is the group of over 200 monuments of various types in Sardinia. It now seems to be confirmed that the rise of the megalithic phenomenon was during the culture of San Michele of Ozieri (Late Neolithic, 4000-3300 B.C.E.). The Sardinian dolmen graves, however, had a maximum distribution during the Chalcolithic, as evidenced by most of the finds from excavations. The phenomenon also shows a close relationship beyond Sardinia and especially with the monuments of Catalonia, Pyrenees, non-coastal departments of French-midi, Corsica and Puglia. About 90 dolmen graves of various types have been investigated, namely the simple type, “corridor” type, “allée couverte” type, and others of uncertain attribution, located in central-western Sardinia, and particularly in a significant area of ca. 3500 km2 coinciding with the historical regions of Marghine-Planargia, Middle Valley of Tirso and Montiferru. This includes some 40% of all Sardinian dolmens. Locational trends and relationships with regard to landscape elements were studied with the aid of GIS methodologies such as viewshed and cost surface analysis.

Abstract: In recent decades Western Europe has seen a dramatic increase in the political activity of ethnic groups demanding special institutional provisions to preserve their distinct identity. This mobilization represents the relative failure of centuries of assimilationist policies among some of the oldest nation-states and an unexpected outcome for scholars of modernization and nation-building. In its wake, the phenomenon generated a significant scholarship attempting to account for this activity, much of which focused on differences in economic growth as the root cause of ethnic activism.
