Welcome to the third European Forest Week and Silva 2015 here in Engelberg, in the heart of Switzerland. Switzerland has shown a long lasting commitment to the promotion of forests at the international level, particularly in the areas of efficient forest protection and sustainable forest management across the globe. European cooperation in the forest sector is very important for Switzerland, we are therefore proud to be your host country for the third European Forest Week and for the Silva 2015 - the joint session of the UNECE committee on Forests and the Forest Industry and the FAO European Forestry Commission.

Forests play an important role all over the world. However, the relevance of each forest product or ecosystem service varies according to its location. In Rovaniemi in Finland, where the second European Forest Week took place two years ago, the programme and discussions focused on wood harvesting.

Here in the the protective forest is of paramount importance. Efficient and profitable harvesting is a challenge in mountainous regions. Making profit through wood harvesting is becoming more and more difficult in Switzerland - and other countries as well. Therefore, there has been a shift from the traditional focus on wood products to an increasing valuation of other forest services – also in monetary terms. How this valuation can be promoted will thus be the core topic of this year’s Forest Week. We take it for granted that our forests protect us from natural disasters, provide us with high quality drinking water or offer a perfect recreation area. What most people don’t know is that the forest owners often incur excess expenses or reduced revenues in order to sustain these forest services. Therefore, we should work out new approaches to involve all the beneficiaries in meeting the costs. This step is necessary to maintain a sustainable forest management regime that guarantees a wide range of forest benefits for future generations. May the discussions that are to follow during this Forest Week here in Engelberg and the Silva 2015 lead to various solutions in achieving this aim!

Dear Participants,

It is our great pleasure and honor to welcome you to the joint session of the UNECE Committee on Forests and the Forest Industry (COFFI) and the FAO European Forestry Commission (EFC) - “Silva2015” and the 3rd European Forest Week in Engelberg.

Since 1947, the United Nations Economic Commission for Europe and the Food and Agriculture Organization of the United Nations, through their joint work, have supported the forest sector and sustainable forests management in the countries of the pan-European region. For almost seventy years, we have been providing policy and technical advice, and a platform to discuss the challenges that European forests face.

The sustainable development goals recently adopted by the United Nations General Assembly, notably goal 15 and its targets related to conservation, restoration and sustainable use and management of forests, provide the United Nations system with a strong mandate to continue to support countries’ efforts toward sustainable forest management.

Valuation of forest ecosystem services is part of this sustainable forest management: accounting for the multifunctionality of forests and values in the areas of biodiversity, disaster risk reduction; climate mitigation; recreation; as well as the economic and social importance of various forest products.

The multiple values of forests, especially their protective functions, are of great importance in Engelberg, as they offer protection against avalanches and other natural hazards. Thus we are grateful to the Government of Switzerland for inviting COFFI and EFC members to Engelberg - a particularly suitable location for discussions of these key aspects of forest management and sustainable development.

Forests and forest management have to meet increasing and often conflicting environmental, social and economic demands. Policy makers have to find the balance between the conservation of biodiversity, the need to sequester and store carbon, adapting to a changing climate and providing opportunities for recreation and leisure; while at the same time supplying wood for energy and raw material use. We strongly believe that the outcome from “Silva2015” will help the forest sector to meet this challenge.

We would like to express our gratitude to you all for your dedication and contribution towards improving the state of the sector and forests in our region. We wish you a productive and inspiring week filled with fruitful discussions, enriching exchanges and important decisions.

Results of two major contests will be announced during the ceremony.

The winner of the FAO Forest Photo contest “The Values of Forests”, specially launched to mark the 3rd European Forest Week, will be announced by Mr. Christian Küchli – forester, journalist, photographer and the leading jury-member.

The inauguration will continue with the introduction of the winner of the International Junior Forest Contest, which was initially launched by the Federal Forestry Agency of the Russian Federation 11 years ago for young foresters. This year it was held in Russian cities of Moscow and Suzdal from September 27 to October 3. The ceremony will be concluded with a presentation on the “Forestry education system in Switzerland” by Professor Jürgen Blaser from the Bern University of Applied Science, School of agriculture, forest and forest sciences.

14.00 – 16.00 FROM GLOBAL TO REGIONAL In this session participants will debate the future impact of global and regional policy developments on the forest sector and discuss roles of COFFI and EFC in these processes. The session will highlight the Forest Resources Assessment segment that was developed specially for SILVA2015. Delegates will also be invited to review and comment on the results of the 2015 regional and global reporting on forest resources and sustainable forest management. The final part of the session will focus on ECE Region trends, challenges and prospects for forests and the forest sector.

The first panel will discuss issues related to the role of forest ecosystem services in disaster risk reduction and watershed management. Event: Inauguration of the poster exhibition and contests Time: 12.15 – 12.55 Room: Bartholdy Saal, Europäischer Hof

Poster Exhibition launch Organiser: Switzerland, the host country of the 3rd European Forest Week Description: The exhibition will showcase around 40 posters on the topics of the 3rd European Forest Week representing various organisations from all over Europe.

The Value of Forest photo contest launch Organiser: UN Food and Agriculture Organization Description: The Value of Forests Photo Contest was launched by the UN Food and Agriculture Organization to help raise awareness about the value of Europe's forests. The international jury received 100 photos from 34 countries featuring European forests and illustrating ways in which forests are a source of life, clean air, water, food, energy, income and relaxation. The jury was led by Christian Küchli, the author of the award-winning Forests of Hope – Stories of Regeneration, which is based on 12 years research on the subject of forest success stories from all over the world. The prize for the winner was a trip to the European Forest Week.

Russian Junior Contest launch Organiser: Federal Forestry Agency Description: The XII International Junior Forest Contest was held from 27.0915 - 03.10.15, in the Russian towns of Moscow and Suzdal. The contest was organised by the Federal Forestry Agency with support of the State Duma of the Russian Federation, the UN Economic Commission for Europe, the UN Food and Agriculture Organization and others. By holding the contest, organisers support students’ initiative to acquire skills, receive and deepen their knowledge in forestry and silviculture, forest health protection and sustainable management. Young foresters aged 14 to 22 years old presented their research at the international contest. The winner of the contest is Roman Bobrovsky, an 11-form high school student from the Russian Federation for his research paper on “Time and evolution of the Vyazovskoe district”.

Presentation on the ‘Higher education in forestry in Switzerland’ Organiser: Higher education in forestry in Switzerland, Prof. Jürgen Blaser Description: Dr. Jürgen Blaser, Professor of International Forestry and Climate Change at Bern University of Applied Sciences, School of Agricultural, Forest and Food Sciences will share with the participants an introduction to the particularity of the Swiss forestry education.

Time: 12.15 – 13.45 Room: Cristallo, Ramada This event consists of 2 parts Part 1: Forest management at the community level: lessons learned from indigenous peoples and local communal participation Organiser: Prof. Gaston (Associate Professor, Markets&Economics FPInnovations, University of British Colombia, Canada) Description: An insight into Canadian experience and particularity in the Aboriginal forestry, housing and community development.

Part 2: Knowhow and experience: implication of the autochthon people in forest management in Central Africa Organiser: Programme of integration for the development of the Pygmy peoples Description: Contribution of the autochthon people towards the protection of natural resources. Description of community management types. Examples of their experience of forest management and their link to culture and traditions.

Time: 12.15 – 13.45 Room: Locarno, Ramada This event consists of 2 parts Part 1: Sustainable forestry and wood-based industry in North-Rhine Westphalia Organiser: Forestry Authority of North-Rhine Westphalia Description: Explanation of how Forestry Authority in North-Rhine Westphalia fulfills the claim of the Ministry of Environment of North-Rhine Westphalia to realize sustainable forestry by proper actions like cluster initiatives, subsidies programmes, expert reports and studies.

Part 2: Resource efficiency as important competition aspect for the timber-processing industry Organiser: Efficiency Agency of North-Rhein Westphalia Description: Presentation of research received via 23 Material Flow Analyses done in different production sites in the time- processing industry. Giving an impression regarding the potentials in ‘Process Energy’ and ‘Material Efficiency’. The presentation shows the possibilities of the clean production of timber products. Also the enormous chance of wood as sustainable material compared with non-renewable materials.

EUROPEAN FOREST WEEK Day 2 Tuesday, 3 November 2015

Event: Working Group meeting (reserved to WG members) Time: 9.00 – 12.00 Room: Scala, Ramada Organiser: Alpine Convention Working Group Mountain Forests Description: This meeting is held to allow members of the WG, established in Poschiavo in 2012 by the XII Alpine Conference, to elaborate their work on the 2015-16 mandate, which is concentrated on the protection of alpine forests, ecosystem services and related communication.

Event: Presentation of the report on Global Forest Resource Assessment (FRA) Time: 12.15 – 13.45 Room: Plenary, Kursaal Organiser: FAO Description: FAO has been monitoring the world's forests at 5 to 10 year intervals since 1946. The Global Forest Resources Assessments (FRA) are now produced every five years in an attempt to provide a consistent approach to describing the world's forests and how they are changing. This year’s report is entitled: “How are the world’s forests changing?”

Event: “From a tree to a tree” with the RVR-CFC Concept (workshop series 1 of 3) Time: 12.15 – 13.45 Room: Bahnhofstrasse, Europäischer Hof Organiser: RVR Service AG - Clean Forest Club Description: An interactive workshop on how to implement the RVR-CFC Concept in different countries. Pre-requisite for our concept: a lavatory, a laundry and place to plant a tree. Event: Dealing with biotic risks: the case of Asian Longhorn Beetle (ALB) in Switzerland Time: 12.15 – 13.45 Room: Engelberg, Ramada Organiser: FOEN Description: Growing international trade and private travel, as well as changing climatic conditions enable arrival and spread of quarantine organisms in the environment, threatening the forest functions and services. Over the past years, three ALB infestations have been identified in Switzerland. Participants in this side event will learn about the measures in place and the way Switzerland tackles quarantine organisms, such as ALB.

Event: Forest biodiversity and wildlife management. A practical approach to improving forest biodiversity Time: 12.15 – 13.45 Room: Cristallo, Ramada Organiser: FOEN Description: Enforcement guidelines on forest biodiversity by the Swiss Government substantiate the national goals and action objectives in six areas of activity. The action requirement for different regions is identified and priorities for implementation are set. This event provides information about the status of biodiversity in Swiss forests, presents the enforcement guidelines and shows how they are being implemented.

Event: Role of the protection forest in integrated risk management Time: 12.15 – 13.45 Room: Scala, Ramada Organiser: FOEN, Hazard Prevention Description: Participants will hear presentations on the role of forests in protecting against natural hazards. Presentations will cover a historical overview of the protection strategy against natural hazards and development of the protection function of the forest. Based on the modern definition of integrated risk management, presentations of this side event will demonstrate that protection forests may be considered as a protective measure for integrated risk management.

Event: Forest management and landscape biodiversity under conditions of climate change: a comparative analysis between Switzerland and Macedonia Time: 12.15 – 13.45 Room: Engelberg, Ramada Organiser: HAFL, NCP Project of the Swiss Development Cooperation implemented by Helvetas Swiss Intercooperation and FAMAHEM Description: Sustainable use of forest resources, conserving biodiversity and functional landscapes under increasingly changing climatic conditions are important issues in forest management throughout Europe. This side event will present insights from a two years’ research and development cooperation between Switzerland and the eastern mountainous region of Macedonia. Initial results will be presented on how to conserve sustainable landscapes and forest management under the increasing threat of climate change.

All SILVA2015 participants and accompanying persons are warmly invited to take part in the excursions hosted by the Canton Obwalden. Please make sure to reconfirm your registration for your chosen excursion at the Registration Desk upon arrival. The organizers reserve the right to cancel the excursions or modify the program and timetable, if there are not enough advance bookings.

GENERAL INFORMATION ABOUT ENGELBERG

Train Engelberg is reached easily by train via directly from Zurich airport railway station (Zurich Flughafen). The total rail journey from Zurich airport to Engelberg takes just over 2 hours with a 15 minute interval at Lucerne allowing enough time to change to the “ Lucerne – Engelberg Express line” that links Lucerne to Engelberg. There are direct hourly connections from Zurich Flughafen (airport) to Lucerne. The Zentralbahn Lucerne – Engelberg Express, a journey of 43 minutes, runs every hour.

Please buy and/or validate your ticket at the Zurich Flughafen (airport) before getting on the train. Tickets can be purchased at the “SBB” ticket machines in the halls 1 and 2 close to the customs, in Arrival lobbies 1 and 2, at the railway “SBB“ ticket counters, at the Service Center and/or online at http://www.sbb.ch/en/travelcards-and- tickets/e-tickets.html Return ticket prices from Zurich Flughafen to Engelberg are: 2nd Class – CHF 84 and 1st Class – CHF 148.

Note LATE HOURS: There are no direct trains from Lucerne to Engelberg after 20:10. You will need to get on an urban train to Dallenwill (25 minutes) and from there complete your travel by bus (23 minutes) to Engelberg terminus station or by taxi to your hotel.

Returning from Engelberg, please note that the last direct train service from Engelberg to Lucerne leaves at 21:01. The last bus from Engelberg to Lucerne leaves at 23:30 and is a 14 minute journey to (not Dallenwill), from where the rest of the journey to Lucerne can be completed on an urban train (31 minutes), reaching Lucerne at 00:32.

The latest train connection from Engelberg to Zurich Flughafen (airport) is at 21:30 and brings you to the Flughafen at 00.17. This connection consists of a bus journey to Wolfenschiessen and two changes on the train at Lucerne and Zurich Main train Station (Zurich HB).

Follow the motorway to Lucerne, then follow the A2 South towards the Gotthard. Leave the A2 at the -Süd exit (16 km after Lucerne) and follow signs for Engelberg (a further 20 km on good roads).
