QUATRIÈME DE COUVERTURE Retour à la table des matières Nous assistons à l'heure actuelle à la multiplication des initiatives de nature politique, économique et sociale qui visent à rapprocher des organisations, des entreprises et des communautés sises de part et d'autre de l'océan Atlantique. Certaines de ces initiatives sont anciennes, d'autres, toutes récen- tes, mais les unes et les autres nous obligent à prendre acte de la for- mation d'une pluralité de communautés asymétriques par défaut et convergentes par dessein qui, chacune à leur façon, proposent de nou- velles perspectives de collaboration et qui, ce faisant, alimentent les débats en cours concernant le positionnement stratégique des États, des économies et des sociétés vis-à-vis des autres bordures de l'océan Atlantique. L'Institut d'études internationales de Montréal a amorcé la ré- flexion sur ces questions et ces enjeux en organisant, en 2009 et en 2010, un cycle de conférence autour du thème « Repenser l'Atlanti- que». Ce cycle a conduit à la convocation d'un premier colloque qui s'est tenu à l'automne 2010. L'année suivante, en octobre 2011, l'insti- tut a organisé un second colloque autour de la même thématique et ce sont les contributions présentées à cette occasion qui sont rassemblées dans le présent ouvrage. The only answer to this terror will be the justified revolt of the people of South Africa. The recent historic conference of African heads of state at Addis Ababa shows that Africa is no longer prepared to tolerate the foul blot of apartheid on its soil. The 218 million people of independent· Africa and the 48 million still under European domination have spoken-and now they are preparing to act. It is time for the British people to act, too. The people of Britain have a deep hatred for the whole rotten system of apartheid, a feeling that was sharply manifested at the time of the Sharpeville massacre three years ago, and has since been expressed in the many resolutions ofprotest adopted by numerous progressive organisations in Britain, by the consumer boycott, by numerous meetings and demonstrations, and by the campaign now developing to stop the shipment of arms to Verwoerd.

This dissertation aims to explore some of these factors through focusing on a case study of the relations between South Africa and its neighbours across the South Atlantic. Despite naval and commercial hegemony of the British Empire in the South Atlantic region during the nineteenth century, trade proved minimal and South Africa played a limited role in assisting the indictment of the transatlantic slave trade.     The Long Haul: The Evolution and Development of an Independent South African Navy Allan du Toit Peu de temps après la création de l’Union de l’Afrique du Sud en 1910, une division sud-africaine de la Réserve volontaire de la marine royale a été instituée, ses membres servant dans tous les théâtres de la Première Guerre mondiale. Un petit service naval a été constitué en 1922, mais a pratiquement disparu dans les années 1930 en raison de la rigueur financière. Le déclenchement de la Seconde Guerre mondiale a relancé le service et pendant la guerre froide, la marine sud-africaine a connu une période de croissance importante, car elle a pris de plus en plus de responsabilités en matière de la protection vitale de la voie maritime du Cap. Cependant, la politique d’apartheid de l’Afrique du Sud, a rapidement conduit à l’isolement de plus en plus marqué de la marine sud-africaine, qui, tout en protégeant son propre existence, a perdu sa capacité en haute mer au milieu des années 1980. Tout cela a changé dès l’arrivée de gouvernement démocratique en 1994. L’Afrique du Sud a rétabli, une fois de plus, une flotte équilibrée, en assumant un rôle de plus en plus prépondérant en Afrique subsaharienne.     Imperial Defence in the Indian Ocean, 1928-60 Chris Madsen Le concept persistant de défense « impériale » – plus récemment surnommée « commonwealth » – a souligné une présence britannique viable dans l’océan Indien. La Marine royale britannique avait garanti des lignes de communication maritimes sur sa largeur et la sécurité des possessions britanniques le long de ses rives. La station ou flotte dite des Indes orientales était toujours inférieure en stature et en priorité que, par exemple, celle de la Méditerranée ou celle du Pacifique, mais a gagné en importance avec la croissance successivement de la menace et des conquêtes japonaises, des actes allemands de guerre de commerce intermittente aussi bien en surface que sous l’eau, et de l’élargissement de la portée navale mondiale de l’Union soviétique. Le triangle de l’Inde, de l’Afrique du Sud et de l’Australie était à la base de l’encouragement britannique pour la constitution de marines permanentes et aux vues similaires, capables de travailler de manière coopérative avec les forces navales britanniques disponibles. Ce document met l’accent sur les dimensions financières de ces accommodations, la politique nationale d’association, et l’idée d’une flotte commune financée dans une moindre mesure par chaque pays concerné. Pendant trop longtemps, la Grande-Bretagne a pris pour acquis autant l’océan Indien que ses partenaires. The jewel India was seized from foreign rivals and local rulers, whilst territories and colonies acquired, settled, and exploited ringed its shores from Africa in the west to the federated Malaya states and Australia in the east.1 At the close of the First World War, any map of this region would have shown great blotches of red identifying lands and islands affiliated with the British Empire.
