BROWN ABOUT THE PROJECT ON NATIONAL SECURITY REFORM The non-partisan Project on National Security Reform was established to assist the nation in identifying and implementing the kind of comprehensive reform that the government urgently needs. ABOUT THE CENTER FOR THE STUDY OF THE PRESIDENCY The Center for the Study of the Presidency (CSP), founded in 1965, is a non-partisan, non-profit organization that provides an institutional memory of and for the U.S. Presidency in a changing world. The Center is the only organization that systematically examines past successes and failures of the Presidency and relates its findings to present challenges and opportunities. By highlighting past presidential successes and failures, the Center seeks to offer wisdom to current and future presidents, their staffs, Congress and to students and journalists studying the Presidency. Today, both the executive and legislative branches are highly compartmentalized, and this is the enemy of strategic thinking, action, and the best use of resources. In addition, the nation is polarized even though public opinion polls show a desire to break these barriers and face our nation’s real public policy issues. Lessons learned from past American experiences offer insights on how best to deal with these challenges.     THE NATIONAL SECURITY COUNCIL AND THE IRAN- CONTRA AFFAIR Congressman Ed Jenkins* and Robert H. Brink** I. INTRODUCTION Early in November of 1986, newspapers in the United States carried the first reports that the United States government, in an effort to gain release of United States citizens held hostage by terrorists in Lebanon, had engaged in a covert policy of supplying arms to elements within Iran.' Later in that month, following a preliminary inquiry into the matter, it was revealed that some of the funds generated from those arms sales had been diverted to support the "Contra" 2 forces fighting the Sandinista government in Nicaragua. The events giving rise to these disclosures became known collectively as the "Iran-Contra Affair." Both elements of the affair raised serious questions regarding the formulation and conduct of our nation's foreign policy. In regard to the Iranian phase of the affair, the Regan administration's rhetoric had placed the administration firmly in op- position to any dealings with nations supporting terrorism, and with Iran in particular.'     Murder, Arrogance of Power, and the Struggle for Social Dominance in the US The moral cesspool of National Politics Introduction Since leaving a start-up company as a result of the dot-com bust, I have engaged in, among other things, reviewing the literature to try to understand the controversy regarding various, potentially linked, events, including: the murders of John Kennedy, Martin Luther King, and Robert Kennedy; Iran-Contra; the PROMIS affair; the October surprise; domestic call-boy—corruption rings; the Panama invasion, and the two Iraq wars. Note: Most people who read the following will find it extremely disturbing, since it shakes our confidence in our basic institutions and leaders. However, I believe that the material below is accurate. It represents a distillation of many books and web references which, though written independently by credible researchers, corroborate each other. Although I have footnoted many of the statements, I chose not to be even more comprehensive to make the document shorter and more readable. It is not enough to just document excesses, though. I plan another white paper to deal with correcting those excesses.1 Initially, two key remedies appear to be: Almost complete transparency in government, and declassification of almost everything over, say, 10 years old. Setting up independent review panels of any federal operations that have the capacity to commit, or allow, significant crimes. Decriminalization of drug possession and distribution. Drug money is funding almost all the illicit activities, and maintaining a web of corruption that is so pervasive that the entire government is dysfunctional2. 1 The revelations in this document are less than a few percent of that convincingly presented in the literature.

It sets out to explain that there had never been a basic shift in successive U.S. policies towards the Republic. The driving force behind the Ford, Carter and Reagan doctrines towards Southern Africa, with focus on South Africa, had been to secure the U.S. national interests economic and military/strategic. These policies, however, were based on belief of negotiated settlement to achieve majority rule in the region, and were critical of the apartheid system in South Africa.

Introduction to "National Security" The National Security Act of 1947* and its successors drew the blueprint of the Cold War domestic political order. This regime centralized control of the military services-the Army, Navy, Marine Corps, and a newly separate Air Force-in a single executive branch department. It created a new professional organization to collect and analyze foreign intelligence, the Central Intelligence Agency. And at the center of this new national security apparatus, a National Security Council would eventually establish foreign policy by coordinating intelligence and directing military and para-military forces, as well as supervising a National Security Resources Board.
