National Security Reform: Problems, Progress, and Prospects STRATEGIC STUDIES INSTITUTE The Strategic Studies Institute (SSI) is part of the U.S. Army War College and is the strategic level study agent for issues related to national security and military strategy with emphasis on geostrate- gic analysis. The mission of SSI is to use independent analysis to conduct strategic studies that develop policy recommendations on: • Strategy, planning and policy for joint and combined employment of military forces; • Regional strategic appraisals; • The nature of land warfare; • Matters affecting the Army’s future; • The concepts, philosophy, and theory of strategy; and • Other issues of importance to the leadership of the Army. Studies produced by civilian and military analysts concern topics having strategic implications for the Army, the Department of De- fense, and the larger national security community. In addition to its studies, SSI publishes special reports on topics of special or immediate interest. These include edited proceedings of conferences and topically-oriented roundtables, expanded trip re- ports, and quick reaction responses to senior Army leaders. The Institute provides a valuable analytical capability within the Army to address strategic and other issues in support of Army par- ticipation in national security policy formulation. S. Army War College, Strategic Studies Insti- tute (SSI), conducted a conference on “Leadership and Government Reform” in Washington, DC. Two panels discussed Leader Development in Schools of Public Affairs and Leadership, National Security, and “Whole of Government” Reforms. This conference marked the fourth in a series that the Bush School has conducted with the SSI. The first, “The Future of Transatlantic Security Relations,” was held in 2006; the second, “The Interagency and Coun- terinsurgency Warfare,” in 2007. In March 2008, the Bush School conducted a colloquium in College Sta- tion, Texas, focused on “Reform and the Next Presi- dent’s Agenda,” which looked forward to the Novem- ber 2008 election. That conference was also sponsored by the nonpartisan Project on National Security Re- form, which includes retired Lieutenant General Brent Scowcroft as a member of its Guiding Coalition that originally included several key members of the Obama administration. The June 24 conference theme continued the dis- cussion about the need for changes in leader develop- ment and whole of government reform—even more reform than the post-World War II changes accom- plished by the 1947 National Security Act and the 1986 Goldwater-Nichols legislation. The chapters here examine whether and to what extent it is possible to boldly and fundamentally improve the alignment, coordination, integration, and interoperability among the government’s national security agencies. v The panelists and authors have reflected on the na- ture of external, internal, and transnational threats to U.S. security, and the needs for changes in developing people, organizations, and institutions to more effec- tively, efficiently, and ethically improve the U.S. Gov- ernment’s capacity to address the need for change. In essence, the authors in this book share the belief of many in the international and public affairs communi- ty, such as Brent Scowcroft and Zbigniew Brzezinski, that the world is changing in fundamental ways, and our traditional models for understanding America’s role do not appear to be working very well.1 A new era of reform is needed for this new age, in response to which the panelists, in their detailed remarks2 and subsequent papers, offer suggestions to reform the United States' national security system to meet 21st century threats, while simultaneously developing the leaders who can implement a serious and broad-scale reform agenda. The SSI joins the coeditors of this volume in thank- ing the Bush School staff members for their superb ef- forts in planning and executing the conference, and in preparing this volume. Beth Roberts, Mary Hein, Mat- thew Upton, Joe Dillard, and Laura Templeton pro- vided the excellent support needed for the conference planning and execution. INTRODUCTION Early in November of 1986, newspapers in the United States carried the first reports that the United States government, in an effort to gain release of United States citizens held hostage by terrorists in Lebanon, had engaged in a covert policy of supplying arms to elements within Iran.' Later in that month, following a preliminary inquiry into the matter, it was revealed that some of the funds generated from those arms sales had been diverted to support the "Contra" 2 forces fighting the Sandinista government in Nicaragua. The events giving rise to these disclosures became known collectively as the "Iran-Contra Affair." Both elements of the affair raised serious questions regarding the formulation and conduct of our nation's foreign policy. In regard to the Iranian phase of the affair, the Regan administration's rhetoric had placed the administration firmly in op- position to any dealings with nations supporting terrorism, and with Iran in particular.' I Aesthetically Driven Design of Network Based Multi-User Instruments Curtis McKinney Abstract Digital networking technologies open up a new world of possibilities for mu- sic making, allowing performers to collaborate in ways not possible before. Net- work based Multi-User Instruments (NMIs) are one novel method of musical collaboration that take advantage of networking technology. NMIs are digital musical instruments that exist as a single entity instantiated over several nodes in a network and are performed simultaneously by multiple musicians in real- time. This new avenue is exciting, but it begs the question of how does one design instruments for this new medium? This research explores the use of an aesthetically driven design process to guide the design, construction, rehearsal, and performance of a series of NMIs. This is an iterative process that makes use of a regularly rehearsing and performing ensemble which serves as a test-bed for new instruments, from conception, to design, to implementation, to performance. This research includes details of several NMIs constructed in accordance with this design process.

It sets out to explain that there had never been a basic shift in successive U.S. policies towards the Republic. The driving force behind the Ford, Carter and Reagan doctrines towards Southern Africa, with focus on South Africa, had been to secure the U.S. national interests economic and military/strategic. These policies, however, were based on belief of negotiated settlement to achieve majority rule in the region, and were critical of the apartheid system in South Africa.
