How we started?

• ERASMUS+ Project “Enhancement of Higher Education Research Potential Contributing to Further Growth of the WB Region” (Re@WBC) • The signed the Declaration of Commitment to the principles of the Recommendation of the European Commission on the European Charter for Researchers and the Code of Conduct for Recruitment of Researchers on October 12, 2017. • The UB also adopted an Action Plan, based on the analysis of a detailed Questionnaire of rights and obligations of researchers at the University of Belgrade.

• On September 27, 2017, a Working Group responsible for implementing the HRS4R process was established by the decision of the of the University of Belgrade. A gap analysis was conducted in two phases: • The first one included desk research of the issues relevant to the development of the HR strategy of the University. • In the second phase, the Working Group elaborated a detailed analysis of the “Questionnaire on the rights and responsibilities of researchers at the University of Belgrade”, developed by the Re@WBC project and customized by the University.

HRS4R AT UNICA MEMBER UNIVERSITIES The Questionnaire • 1302 researchers participated in the survey, • 47.4% were PhD students., • All scientific areas were represented , natural sciences (39.0%), (21.4%), engineering (18.7%), social sciences (12.4%), and humanities (8.5%). • 47.1% of the respondents were in the age group 25-34, • 26.9% in the age group 35-44.

• 64.5% of the respondents were female researchers, • All scientific positions were represented • The majority had R2 positions (47.4%), followed by R3 researchers (23.2%), and R1 researchers (10.8%). • Only 10.7% of the respondents were aware of the European Charter & Code.

The outputs of the desk research were complemented with the data obtained from the Questionnaire and summarized in the form of a Gap analysis.

HRS4R AT UNICA MEMBER UNIVERSITIES HRS4R AT UNICA MEMBER UNIVERSITIES Current activities • Under the guidance of the Steering Group and Implementation Committee, wider involvement of the faculty and institute management in the process is continuously facilitated , • Regular consultations with responsible personnel of the University take place at least four times a year • One of the key elements of the implementation process will be a fully harmonised Employment Policy of the University of Belgrade.
