CHAIRMAN’S OPENING REMARKS.

329. Draft Minutes of the Council Meeting held on January 12th 2020 having been previously circulated, to be approved and signed. Proposed Cllr Clark, Seconded Cllr Pearce, all in favour that the Minutes be recorded as a true record.

330. Any matters arising from the Minutes. Clerks Report. Planning Applications. 1/1147/2020/FUL. 2 Green Lane Bungalows, Shebbear, . Single storey extension to front. 1/1118/2020/FUL. Little Worden Farm, Shebbear. Proposed change of use of a stand-alone single storey building from annexe accommodation for a named elderly dependent relative to a holiday let and erection of carport. 1/1119/2020/LBC. Little Worden Farm, Shebbear. Proposed change of use of a stand-alone single storey building from annexe accommodation for a named elderly dependent relative to a holiday let and erection of carport. Responded to TDC that Shebbear Parish Council has no objections to these applications. 1/1192/2020/FUL. Ashleigh, Shebbear, Devon. Conversion of existing barn to annexe. Responded to TDC that Shebbear Parish Council is in favour of granting planning permission subject to a signed agreement that the property must form part of the main residence and not to be sold off separately. Precept Submitted the agreed Precept figure in the sum of £14,035 to TDC. Straighten granite posts on the green, Approached Paul Watts, Adrian Caudwell and Dave Balsdon for a quote to carrying out this work, and all declined. Further report on item 331 (1) on the Agenda. Grass Cutting – St Michael's Graveyard, Shebbear. Received a report from Paul Watts that he has cut the overhanging perimeter trees at the bottom of the graveyard, and has spoken with Blakewells about hiring a machine to do the rough cutting. Chairman required to pop in and complete paperwork in advance. Pothole in the Square Reported pothole to Kieran Stanbury, Highways, and received a response that a surveyor would inspect it within three days. I understand it has now been filled in. Footpaths Received a report from Cllr Franklin, our Footpath Officer, that they have completed the work at Lovacott Lane. He is now carrying out survey of all the footpaths in order to submit a report and grant application to Ros Davies, Rights of Way Officer.

332. Any urgent Agenda business or correspondence brought forward with the approval of the Chairman. (1) Straighten granite posts around green. Cllr Quance had spoken with Dave Hockin, who offered to do the work free of charge, but would charge for all materials. Proposed Cllr Styles-Power, Seconded Cllr Jax Curtis, all in favour that we accept Dave Hockin's quote. (2) Parking behind Challacott. (3) C Cllr Barry Parsons Retirement. To be discussed at the end of the meeting. (4) Daniel Tonkin - Mast at EX21 1 Cllr Hurley spoke at length concerning the mast at Backway Farm and he had been in touch with EE and various people concerned with this. (5) Litter. The question of collecting litter in the village was discussed, and it had been suggested that the Council provide children with a bucket and 'helping hand'. Councillors felt this was not a good idea under Health and Safety grounds alone. (6) Caute to Rowden Road Discussed pothole situation on Rowden Road and agreed Clerk would write to Highways again. . Also three further roads of concern (a) road from Pitt Hill to Berry (b) small road off Caute road past Ladford Farm and (c) Dipper Mill Farm to Libbear Barton. (7) AGM The rules from Government dictate that Zoom meetings end on 6th May after which we may be allowed to meet face to face, to be confirmed nearer the date.

333. County Councillor’s Report. Chairman welcomed Cllr Parsons to the meeting. According to the results of the new Survey by Local Government January 2021, more than eight out of ten local authorities say the pothold crisis has worsened over the last five years, and 57% of local authorities have had their funding for pothole repairs cut over the last five years. Pleased to report immpending works on the road from Dipper Mill Farm to Libbear Barton to include resurfacing and drainage works. Cllr Parsons mentioned the Budget Recommendations as discussed in Cabinet, please see attached sheet for full report. Chairman thanked Cllr Parsons for his attendance.

334. District Councillor’s Report. On Wednesday 13th January the Members Capital Programme meeting took place. Councillors discussed several proposals to help balance the budget and an updated report was presented at the Community and Resources meeting held on 25th January where the recommendations in the report were supported. The outcome of this report will be debated at Full Council on 22nd February and will form the basis of the 2021- 2022 TDC budget. May Elections At present it would appear that the Elections on 6th May will go ahead. In addition to the Devon County Councillor election will be the Police and Crime Commissioner as well as 2 by elections for Town Council. The Polling Stations that may be used have been asked to carry out a risk assessment to ensure they are suitable to be used during this pandemic. Questions such as the hall layout, number of exits, space to queue outside etc have been asked. Each station will have additional measures for COVID - social distancing with floor markers on the floor, as well as hand sanitizer on the entrance and exit of the building. Community Emergency Plans Event This free event is taking place on Thursday 25th Feb at 7pm. This is being run in conjunction with Devon Communities Together and is designed to help Communities pull together an Emergency Plan with local volunteers. A Community Emergency Plan (CEP) is devised by the community themselves, It follows a template and identifies possible risks, how they might be mitigated, what resources are needed and how the community would contribute to responding to an event. Funding is available for Communities. C/T Increases Proposed increases are 2% plus 3% Social Care Precept. Devon and Cornwall Police £15 Band D which equates to around 6.8% Devon and Somerset Fire Service 2% Council £5 which is around 2.96% for a Band D Parish and Town Councils No limit. If all these figures come to fruition and Parish and Town Councils raise their precept by 2% then a Band D would rise by £95.06 of which Torridge's share would only be £5. To be confirmed. Proposed Cllr Quance, Seconded Cllr Pearce that we have no objections. Clerk to respond to TDC that Shebbear Parish Council has no objections to this application.
