Draft Minutes of the Black Torrington Parish Council Meeting held on Wednesday, 8th January 2020, at 7pm, at the Chapel School Room, Broad Street, Black Torrington

Present: Cllrs C Lock, M Hall, E Barnes, D Haywood, M Molton and M Down

In Attendance: 3 members of the public. County Councilor B Parsons Parish Clerk, Ward Councilor P Hackett

0801/1 Election of chair for the municipal year to May 2020 No one was willing to be elected chair for the municipal year to May 2020. Cllr Barnes agreed to chair the meeting.

0801/2 To receive and accept apologies Apologies were received and accepted from Cllr White

0801/4 Parish Council Minutes It was resolved to approve and sign the minutes of the Parish Council meeting held on 11th November 2019. Signed by Councillor Barnes.

0801/6 Order of Business Item 12 moved up the agenda to allow members of the public to leave early

0801/7 Public Question Time

0801/8 Councillor reports County Councillor B Parsons commented on the subject of landowner’s responsibility for roadside hedge maintenance. Devon Highways are responsible for up-growth and landowners are responsible for out-growth from the hedge. DCC policy is to send a request to cut back outgrown hedges then a reminder one month later and then enforcement. This will become a problem for landowners as ash die-back takes hold. There are significant challenges in the year ahead as further cuts will need to be implemented. DCC will set its budget on the 9th March. There is to be a further public consultation on the future of Holsworthy Hospital. Ward Councillor P Hackett reported that Appledore fire station ids to close and Barnstaple is to lose its nigh time cover. This will lead to longer waits in the event of a fire. He commented that it is now 2 years since we were told beds were to reopen at Holsworthy Hospital but they have not yet returned.

0801/10 Chairman’s and Clerk’s Announcements The Clerk reminded Councillors that their comments on social media could be subject to the Code of Conduct. The Silent Soldier is to be stored from the end of January until next November. There is a requirement to notify the Devon and Cornwall Air Ambulance if the night landing site is unavailable because of events on the playing field.

0801/11 To consider whether the Parish Council should become a member of the Campaign for the Protection of Rural England (CPRE) It was resolved that the Parish Council should join the CPRE

0801/12 Overflow car park a. Progress report The main construction work on the car park is now completed. The salt bin has been moved and is slightly obstructing the footpath. It is planned to create a visibility splay by removing part of the hedge which should create a place for the salt bin. The Clerk was asked to make this an agenda item for the next meeting. The chain to cordon off the overflow car park has not been finished. An additional removable post is needed.MH suggested a length of scaffold tube could be used. The Clerk was asked to make this an agenda item for the next meeting. b. White Line Layout The Hall would like wide spaces. There should be a dedicated disabled bay near the door. There is space for 3 standard bays and 1 disabled bay. There will be a Hall Committee meeting to discuss this matter.

0801/13 Flooding at “The Maltings” – We are waiting for the car park contractor to clear the ditch. Once this is done further action can be agreed.

Re : Flooding at the Maltings

Dear Resident,

You may be aware that the ditch which separates the Maltings Estate from the Playing Field has become liable to overflow into the neighbouring gardens causing damage and distress.

This is a consequence of the culvert which runs between Numbers 4 and 5 becoming blocked. The Parish Council has had the ditch dug out and the culvert cleared which should eliminate the immediate problem.

To prevent a reoccurrence the Parish Council requests that residents do not dump garden waste such as grass clippings and old hanging baskets near the ditch as it is this that caused the culvert to block.
