INTERNATIONAL OVERVIEWS BIL Sweden BIL Sweden is the Swedish trade association for manufacturers and importers of passenger cars, trucks and buses. The members together account for around 99 percent of new vehicle sales in Sweden. BIL Sweden regards the automobile as a self-evident part of sustainable society, where the focus is on the climate, the environment, safety, mobility, development and growth. BIL Sweden is therefore working towards improving the conditions for producing, selling, buying, owning and running a motor vehicle. Through ACEA (Association des Constructeurs Européens d’Automobiles) and OICA (Organisation Internationale des Constructeurs d’Automobiles) BIL Sweden cooperates with the corresponding organizations in Europe and the rest of the world.

Between 2005-2012 average emissions in Sweden have been slashed by around 30 percent. This has been achieved with more energy efficient cars and an increasing proportion of diesels.

4 motor traffic in Sweden 2014 Abolition of excise duty/sales tax in 1996 In 1996, sales tax was abolished on new cars in Sweden and replaced by an increase in vehicle tax instead. This change was designed to stimulate the purchase of new cars and bring the average age of cars on the road down. Lower car sales over a number of years had meant the average age of cars on the road in Sweden had increased, which was negative from an environmental perspective “as older cars emit more pollutants than newer cars”. In addition to environmental concerns, road safety and boosting the Swedish economy were other reasons behind incentives to lower the average age of cars on the road.

A system that includes the whole passenger car fleet could be structured in line with the following principles:

• Super green cars that emit max 50 g of carbon dioxide per kilometre to continue to be exempt from vehicle tax for ive years and to be entitled to a “vehicle tax repayment” of SEK 2,500 per year for ive years.

• Green cars that currently met the new deinition of a green car, but not the targets for super green cars, to continue to be exempt from vehicle tax for ive years.

• Vehicles that do not meet the deinition of a green car (95 g/km for a car lighter than 1372 kg) but are below a certain emission limit are not affected, which means that the driver will pay carbon dioxide related vehicle road tax just as today.

• Vehicles above a certain CO2 limit to be subject to an additional supplement to the vehicle road tax related to the vehicle’s carbon dioxide emissions.

• In the case of vehicles for which vehicle tax is based on the weight of the vehicle, the tax to be adjusted to harmonise with the proposed system.
