Frank Van der Mueren

Frank Van der Mueren is a Chief in the Belgian . Since 1st of May 2018 he has been designated by the Political and Security Committee as Head of Mission of the civilian mission, EUCAP Sahel Niger. This mission is an important element of the regional approach, adopted by the European Union in its strategy for security and development in the Sahel. Its mandate is to contribute to the elaboration of an integrated and human-rights based approach, among the Nigerien security forces in the fight against terrorism, , irregular migration and associated crimes.

Before his designation he was seconded to EUCAP Sahel Mali as Deputy Head of Mission/Chief of Staff during the period September 2016 – April 2018. His main tasks and responsibilities were to support the Head of Mission in ensuring the Mission mandate is operationalised, overseeing the day-to-day coordination of the Mission Headquarters' organisational units and managing the work of the Office of the Chief of Staff.

From 2014 - September 2016, Chief Superintendent Van der Mueren was Director of Operations in the Central Directorate of Judicial Police in the Belgian Police. This Directorate coordinates and supports the operations of the decentralized investigation bureaus and commands and controls 7 departments.

Prior to this, Frank Van der Mueren worked for the EU Mission EUCAP Sahel Niger from 2012 - 2014, first as team leader of the “Rule of Law” office in Niger and subsequently as Liaison Officer to Mali. In Mali he participated in a working group to prepare the Security Sector Reform after the political crisis and the occupation of the north by Islamic jihadist fighters. He assisted in the evaluation of the Malian security forces in order to plan the deployment of the new mission.

In his 30-year career at the police force, Chief Superintendent Van der Mueren has occupied several positions: . 2006 - 2012: Judicial Police / Directorate of Operations . 2001 - 2006: Special Units Federal Police . 1988 - 2001: National Brigade to combat Serious and Organized Crime / Observation and Arrest team and Officer in charge for special investigation techniques . 1985 - 1988: Police school and Brussels Judicial Police / Drugs unit

Frank Van der Mueren received his Bachelor’s degree in Political and Social Sciences and a Master’s degree in Criminology from the University of , . He has also completed courses in Project Management, Business Process Management, Civilian Crisis Management, ISSAT-DCAF Masterclass on Police Reform and the CSDP High-level course. He is a graduate of the Senior Officers’ School of Belgian Police.

Besides Dutch as his native language, he is proficient in both French (officially bilingual) and English (certificate of proficiency).
