Reducing Emissions from Deforestation and Forest Degradation (REDD) is an effort to create a financial value for the carbon stored in forests, offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development. "REDD+" goes beyond deforestation and forest degradation, and includes the role of conservation, sustainable management of forests and enhancement of forest carbon stocks. The UN Office for REDD+ Coordination in lndonesia (UNORCID) was established under a Memorandum of Understanding signed between the United Nations System and the Republic of lndonesia in September 2011. UNORCID has a comprehensive mandate to support the Government of lndonesia and numerous stakeholders in implementing lndonesia's REDD+ and related priorities. Following to this signing, the UNDP, UNEP, UNESCO, lLO, UNOPS, UNODC and FAO have joined as additional parties to the MoU. While several other UN agencies are also actively considering their joining the MoU.

UNORCID has a finite life-span that, unless renewed by mutual agreement between the parties to the MoU, expires in September2015. The UNORCID has its Head Office inJakarta with Pilot Province Office in Palangka Raya, Central province. The Government of lndonesia has requested the UNORCID to continue its support to the newly established REDD+ Agency to expand its activities in more REDD+ pilot provinces.

The UNORCID has been requested by the REDD+ Agency to support them on the development, elaboration and operationalization of the MRV system in lndonesia. The Government of lndonesia has produced national strategies and implementation plan for MRV in November 2012. Further in 2013, they have identified basic methods for the establishment of the reference emission level at the national level which successfully satisfied the phase I of the Letter of lntent (Lol) between the Government of lndonesia and Norway. ln January 2014, the process of Lol phase ll started and the

Government of lndonesia requires to operationalize a country wide MRV system and to develop a strategy for the improvement of the system toward Tier 3 precision and accuracy. UNORCID will support the Government of lndonesia throughout the process for the accomplishment of these tasks.

United Nations Office for REDD+ Coordination in lndonesia (UNORCID) assists the Government of lndonesia through President's Delivery Unit for Development Monitoring and Oversight (UKPa) and REDD+ Agency (BPR) for the development, elaboration and operationalization of the MRV system. The Government of lndonesia produced national strategies and implementation plan for MRV in November 2012, and last year, they identified basic methods for the establishment of the reference emission level at the national level which successfully satisfied the phase I of the Letter of lntent (Lol) between the Government of lndonesia and Norway. ln January 201.4, the process of Lol phase ll started and the Government of lndonesia requires to operationalize a country wide MRV system and to develop a strategy for the improvement of the system toward Tier 3 precision and accuracy. UNORCID will support the Government of lndonesia throughout the process for the accomplishment of these tasks.

The MRV Specialist will be based in UNORCID Head Office in Jakarta under the supervision of Head of 2lPage REDD+ Thematic Advisory Unit. S/he will be required to have frequent mission to Palangka Raya, Jambi, Jayapura, Samarinda and some other provinces to provide capacity building activities and training on MRV system to provincial staff upon request by the REDD+ Agency. S/he will work closely with the senior management of the REDD+ Agency to finalize the MRV system and its implementation plan in lndonesia. S/he will provide and ensure consistent delivery of high quality, accurate, timely and documented services. S/he promote a client, quality and results-oriented approach. lll. Objectives of Assignment

Summarv of Kev Functions and Responsibilities:

Under the guidance and supervision of the Head of REDD+ Thematic Stratey and Policy Unit, s/he develops and incorporates technology for MRV system and REDD+ implementation in lndonesia. S/he will be responsible to design, develop and deliver MRV training materials to the UNORCID's stakeholders. S/he will contribute to the MRV capacity building activities outlined by the REDD+ Agency.

The Specialist manages all processes and tasks in relation to the above tasks and assure high quality and accuracy in the work undertaken and promotes a client, quality- and results-oriented approach. S/he works in close collaboration with the UNORCID HO team in Jakarta, appropriate government counterparts, UN and other international agencies, and other stakeholders. S/he will also generally support knowledge building and knowledge sharing among the REDD+ stakeholders on MRV related issues.

lV. Scope of work

Kev responsibilities of the M RV Specialist:

1,. To collect and analyze relevant documents and research papers on the advancement of the MRV system and techniques in lndonesia and other countries. 2. To work closely with technical staff in the government agencies at the national and regional levels for the identification of their needs and approaches, information sharing and the provision of technical and managerial assistance. 3. To organize and implement capacity building activities related to the development and management of a provincial MRV system for technical staff of provincial government agencies, including the coordination of developing training modules and materials on remote sensing and GlS, and forest GHG inventory methodology and IPCC Guidelines. 4. To provide technical assistance on GHG monitoring and measurement for technical staff of provincial government agencies. 5. To perform other relevant tasks as required.

V. Expected Results

1) A technical report is produced incorporated technology for MRV system and REDD+ implementation in lndonesia 2) At the minimum 6 (six) training courses delivered to the UNORCID and the REDD+ Agency stakeholders in Jakarta, Palangka Raya, Jambi, Samarinda and Jayapura. 3) A series of capacity building activities in the format of internal and in-house discussion and 3lir;g* brainstorming with the REDD+ Agency technical staff and the respected provincial government staff on MRV system delivered. 4\ Monthly activities progress report submitted to the Head of REDD+ Thematic Advisory Unit informing work progress delivered and challenges against agreed workplan.

The results of the work of the MRV Specialist impact on the successful implementation and overall effectiveness of lndonesia's REDD+ MRV system. His/her outputs will enable UNORCID and the REDD+ Agency and their counterparts and stakeholders to collaborate more effectively. Capacity building activities and knowledge and information sharing will allow for a strategic appreciation of the results achieved; the problems encountered; the lessons learned; and the knowledge gained from implementing the National REDD+ Programme in lndonesia.

Education:

An advanced university degree, preferable PhD, in the one of following areas; Forestry, Environmental Science, Geo-information systems or any other relevant field.

Background and Experience:

o At least ten years of working experience related to forest inventory, forest resources monitoring and assessment; (GlS) remote sensing and land use policies. o Working experiences of internationally funded projects in the field of capacity building and project implementation. o Knowledge of MRV in REDD+, Forest Carbon Stock, Peat, Climate Change-related. . Good inter-personal skills and oral and written communication skills. r Competence in English and Bahasa for both speaking and writing. o Experience in the usage of computers and office software packages used for the works.
