Today, I am pleased to announce the selection of 15 local areas in who will be funded to take part in the £64m Changing Futures Programme.

Changing Futures aims to change systems and improve services for people who experience multiple disadvantage, including a combination of three of more of homelessness, substance misuse, poor mental health, domestic abuse and / or contact with the criminal justice system.

People in this situation are among the most vulnerable in our communities, often with past experiences of trauma. Getting coordinated support from local services can be difficult, and this can lead to greater risk of homelessness, ill health, and increased contact with the criminal justice system.

Changing Futures will work with local areas to pilot new ways of working and delivering innovative services to this group of people. The work will:

• stabilise and then improve the life situation of adults who face multiple disadvantage. • transform local services to provide a more person-centred approach and to reduce crisis demand. • test a different approach to funding, accountability and engagement between local commissioners and services, and between central government and local areas.

The programme brings together £46m from HMT’s Shared Outcomes Fund with aligned funding of almost £18 million from the National Lottery Community Fund, the largest funder of community activity in the UK. This means the programme can work with local areas for three years (2021/22-2023/24), enabling more vulnerable people in our communities to get the help they need.
