    COVID-19 bi-weekly Bristol statistics update Tuesday 20 October 2020 We aim to publish a COVID-19 bi-weekly Bristol statistics update twice a week, on Tuesday and Friday afternoons. This may be delayed until the following day, depending on when data is made available. These numbers and rates do change daily but were accurate when published on the date stated on the report. Summary Bristol's rate of 211.7 new cases per 100,000 population in the last 7 days (up to the 16th October) is considerably higher than for the previous 7 days (135.9 per 100,000). The reported rate represents 981 positive cases reported for Bristol over the past 7 days within a population of over 463,000 people. The trend is very clearly moving upwards both locally and nationally and the Bristol rate remains above England rate of 170.8 per 100,000 and is now ranked 46th among 149 English local authorities. Bristol is a Tier 1 area in the new national assessment system. This means we must continue to adhere to national instructions and guidelines. We are closely monitoring any changes and are considering the situation carefully. The regional R number remains at the same level as last week: a range of 1.3 – 1.6 reflecting the rise in cases locally and nationally. The range of R is above 1 indicating the epidemic is increasing. The majority of the increase in new cases are in younger age groups, and reflect schools returning and universities opening. However, we are also seeing a rise cases in working age adults .

    STANDARDS ISSUES ARISEN FROM OTHER PARTS OF THE COUNTRY Cornwall Council A Cornwall councillor who said disabled children “should be put down” has been found guilty of breaching the councillors’ code of conduct – but cannot be suspended. Wadebridge East member Collin Brewer’s comments were described by a panel investigating the claims as “outrageous and grossly offensive”. Cornwall Council said it received 180 complaints about Mr Brewer following the revelation that he said disabled children should be put down as they cost the council too much – and a subsequent interview he gave to the Disability News Service after his re-election on May 2 where he likened disabled children to deformed lambs. On Friday its findings were considered by the council’s standards committee in a behind-closed-doors session. Although Mr Brewer has been found to be in breach of the Code of Conduct, the council does not have the legal power to remove him from his position as a councillor. A council spokesman said: “The authority previously had the ability to suspend councillors following the investigation and determination of Code of Conduct complaints, however, following the Government’s changes to the Code of Conduct complaints process, this sanction is no longer available.” The council said that “given the seriousness of the breach” the council’s monitoring has imposed the highest level of sanctions currently available to the council. These include: • Formally censuring Mr Brewer for the outrageous and grossly insensitive remarks he made in the telephone conversation with John Pring on May 8 and directing him to make a formal apology for the gross offensiveness of his comments and the significant distress they caused.

    Historical and contemporary archaeologies of social housing: changing experiences of the modern and new, 1870 to present Thesis submitted for the degree of Doctor of Philosophy at the University of Leicester by Emma Dwyer School of Archaeology and Ancient History University of Leicester 2014 Thesis abstract: Historical and contemporary archaeologies of social housing: changing experiences of the modern and new, 1870 to present Emma Dwyer This thesis has used building recording techniques, documentary research and oral history testimonies to explore how concepts of the modern and new between the 1870s and 1930s shaped the urban built environment, through the study of a particular kind of infrastructure that was developed to meet the needs of expanding cities at this time – social (or municipal) housing – and how social housing was perceived and experienced as a new kind of built environment, by planners, architects, local government and residents. This thesis also addressed how the concepts and priorities of the Victorian and Edwardian periods, and the decisions made by those in authority regarding the form of social housing, continue to shape the urban built environment and impact on the lived experience of social housing today. In order to address this, two research questions were devised: How can changing attitudes and responses to the nature of modern life between the late nineteenth and early twentieth centuries be seen in the built environment, specifically in the form and use of social housing? Can contradictions between these earlier notions of the modern and new, and our own be seen in the responses of official authority and residents to the built environment? The research questions were applied to three case study areas, three housing estates constructed between 1910 and 1932 in Birmingham, London and Liverpool.
