Durham County Council Council Plan 2020-2023 Executive Summary County Durham is a dynamic place, used to overcoming challenges and reinventing itself. Recently, the council and partners agreed a vision for County Durham for 2035 following extensive consultation with our residents. Over 30,000 responses helped shape a vision that people recognise. This is to create more and better jobs, help people live long and independent lives and support communities to be well connected and supportive of each other. Our purpose holds to deliver on these ambitions against a context of COVID-19. This plan sets out how we will achieve this. We want to create more and better jobs by supporting businesses emerging from lockdown back to stability and help to rebuild our economy. We are developing a pipeline of projects and investment plans; our roadmap to help stimulate economic recovery. We will create major employment sites across the county, cementing our position as a premier place in the region to do business. Employability support programmes will be developed to help people back into employment or to start their own business. As young people return to our schools and colleges, we will ensure that they receive a good education and training to equip them with the skills they need to access opportunities of today and the future. We will help our tourism and hospitality sector to recover as a great visitor destination with a cultural offer which will help stimulate the local economy. We want our residents to live long and independent lives and remain in good health for many years to come. -

COVID-19 bi-weekly Bristol statistics update Tuesday 20 October 2020 We aim to publish a COVID-19 bi-weekly Bristol statistics update twice a week, on Tuesday and Friday afternoons. This may be delayed until the following day, depending on when data is made available. These numbers and rates do change daily but were accurate when published on the date stated on the report. Summary Bristol's rate of 211.7 new cases per 100,000 population in the last 7 days (up to the 16th October) is considerably higher than for the previous 7 days (135.9 per 100,000). The reported rate represents 981 positive cases reported for Bristol over the past 7 days within a population of over 463,000 people. The trend is very clearly moving upwards both locally and nationally and the Bristol rate remains above England rate of 170.8 per 100,000 and is now ranked 46th among 149 English local authorities. Bristol is a Tier 1 area in the new national assessment system. This means we must continue to adhere to national instructions and guidelines. We are closely monitoring any changes and are considering the situation carefully. The regional R number remains at the same level as last week: a range of 1.3 – 1.6 reflecting the rise in cases locally and nationally. The range of R is above 1 indicating the epidemic is increasing. The majority of the increase in new cases are in younger age groups, and reflect schools returning and universities opening. However, we are also seeing a rise cases in working age adults . -

For feedback, please contact [email protected] Last updated 4-Apr-16 Review date 30-Apr-17 Sexual Health Introduction This constitutes the full section on Sexual Health for the Adults’ JSNA 2016. ‘Sexual health is a state of physical, mental and social well-being in relation to sexuality. It requires a positive and respectful approach to sexuality and sexual relationships, as well as the possibility of having pleasurable and safe sexual experiences, free of coercion, discrimination and violence.’1 Who’s at risk and why? According to the National Survey of Sexual Attitudes and Lifestyles Surveys (Natsal)2,3 sexual health behaviour of the population of England has changed since the survey was first undertaken in 1991. The 2011 Natsal survey demonstrated an increase in the: number of sexual partners over a person’s lifetime, particularly for women, where this has increased from 3.7 (1991) to 7.7 (2011) sexual repertoire of heterosexual partners, particularly with oral and anal sexual intercourse All sexually active individuals of all ages are at risk of sexually transmitted infections (STIs), including HIV, and unplanned pregnancies (in the fertile years). However, the risks are not equally distributed amongst the population, with certain groups being at greater risk. Poor sexual health may also be associated with other poor health outcomes. Those at highest risk of poor sexual health are often from specific population groups, with varying needs which include: Men who have sex with men (MSM) Young people who are more likely to become re-infected with STIs Some black and ethnic minority groups Sex workers Victims of sexual and domestic abuse Other marginalised or vulnerable groups, including prisoners Nationally, there is a correlation between STIs and deprivation. -

Agenda Item * For publication Bedford Borough Council – off Agenda approval October 2013 Report by the Portfolio Holder for Education and the Executive Director for Children’s Services, Schools and Families Subject: ACCEPTANCE OF GRANT TO IMPLEMENT THE CHILDREN AND FAMILIES BILL 1. Executive Summary This report relates to implementation of the Children and Families Bill (2013) which is expected to become the Children and Families Act in September 2014. The Bill changes the statutory framework in relation to Children with Special Educational Needs (SEN). The Council will have a duty to develop and implement the new legislation for more than 700 young people with Statements of SEN in a significantly changed way. The new approach is called the Education Health and Care Plan (EHCP) often referred to as the ‘single plan.’ The Local Authority will have a duty to publish a local offer, embed joint commissioning, offer personalised budgets, develop a key worker role and develop a new statementing process. In addition, the new legislation brings together two statutory frameworks for pre and post 16 and the Borough will therefore have to extend its responsibilities to assessing and monitoring Education, Health and Care Plans (EHCP) for young people in education and training up to 25 years (Appendix A) The implementation of the single plan will inform key judgements made by Ofsted. It is critical that the council utilises this funding stream to deliver the change required. 2. Recommendations 2.1 The Mayor is requested to consider the report and, if satisfied, approve acceptance of the Grant which will provide capacity to prepare and deliver our new legal obligations. -

Briefing to CST on Humber LEP Developments
Briefing Paper to the Economic Development & Regeneration Overview & Scrutiny Committee Wards: 15 September 2014 Economy & Regeneration Landscape in the Humber Briefing Paper of the City Regeneration and Policy Manager. 1. Introduction 1.1 The coalition government from May 2010 made it clear that it would abolish Regional Development Agencies (e.g. Yorkshire Forward) and replace them with „bottom-up‟ local enterprise partnerships (LEPs). As LEPs were being set up the Government also began to create a range of new initiatives and funding streams for economic regeneration. 1.2 The Humber LEP, comprising the four local authorities in the Humber was formally recognised by Government in July 2011. Since that time the LEP has grown – both in terms of its organisation and structure and in terms of the amount of economic development funding which is now channelled through it by central Government. 1.3 Key points to note about LEPs are that they do not have statutory status and they are private-sector led. LEPs have a great deal of discretion in how their membership is composed, though they must be chaired by a business person and at least half of their members must be from the private sector.1 (Appendix 1 Provides information on the membership of the Humber LEP and its sub boards. The attached Appendix 4 - Organogram indicates the range of partners involved) 1.4 Thus LEPs are voluntary, business-led partnerships “between local businesses and local government and other key players …to take a strategic view on how best to deliver growth and jobs in their areas.
