Acknowledgement The act of writing a PhD dissertation is a very individual process but it is one rarely conducted in solitude. It requires a bevy of social and institutional scaffoldings that would allow the PhD student to maintain intellectual and emotional integrity. As is the case with all students, behind me lies a veritable society of people who have, in each unique way, helped me along a path riddled with confusion, angst, humiliation and ultimately joy and happiness. The strength of one individual is the addition of the support of a community of individuals that have gone out of their way to help. I am so very fortunate to be part of a community that has allowed me to weather adversity and frequent doubts. It was a tortuous, intellectual journey that was hard but ultimately worthwhile. Along the way, I have befriended people whose honesty, integrity and kindness was as central a component as the hard work needed to finish off the project. Living in the Netherlands for seven years has forced upon me challenging perspectives and changed previously long held assumptions. The people below all helped me in various ways. The rules of Leiden University do not allow me to thank my supervisors, Thomas Lindblad and Leonard Blussé. Let me outflank this iron rule by simply describing what both have done for me. The kindness, support and steadfast belief in my ability of dr. Thomas Lindblad,became the rock on which my entire effort was perched. His comments and suggestions were essential. His liberal and broad approach has allowed me to explore new avenues of thoughts. Prof. Leonard Blussé, leader of the Encompass project, has been unrelentingly critical, with no hesitation of using the staff in order to push me further along and, at the same time, limit myself so as not to get viii THE RISE OF THE MANAGERIAL STATE IN INDONESIA lost. I not merely survived his supervision, but came out stronger and more critical because of it. Within the project, Thuy Van Pham has been there with me from day one. Being together in one office and often sharing travels together to various conferences has formed a bond with him but also with his lovely wife and daughter who are both delightfully cheerful persons. The Institute of History at Leiden University has been a welcoming home for the last four years. I want to thank the academic director of the Institute, Dr. Leo Lucassen, and director of research, Dr. P.J. Meel, for being so supportive of my endeavors. He was the one who pushed me to pursue the study in history at Leiden and to use this wonderful opportunity to develop my skills. The Institute of History of Leiden University has provided me with an intellectually stimulating environment. The community of Indonesian scholars in the Netherlands within the ‘counter-revolutionary’ named discussion group of Nekolim deserve a special mention. The Australia-Netherlands Research Council (ANRC) has provided me with a grant that allowed me to visit Canberra to participate in a seminar at the ANU in early 2010. The ‘State and Economy in Modern Indonesia in Comparison’ Conference held in Leiden in 2011 was useful and highly interesting. It was my first experience of acting as a convener of an international conference. I had the pleasure of presenting my thesis and obtained useful feedback and comments from Prof. Anne Booth, Prof. Jan Luiten van Zanden, the late Prof. Thee Kian Wie and many others. Pak Thee also offered help and discussion at his office in LIPI, Jakarta. The people at the Indonesian National Archives (ANRI) were professional and this has been one of the most important locations of my research. Special note to Dr. Mona Lohanda for her kindness, frequent chats and impromptu lunches in Jakarta. I have also had the pleasure of conducting research at the Nationaal Archief in The Hague, the Australia National Archives in Canberra and the Perpustakaan Nasional in Jakarta. In 2006, I came to the Netherlands bereft of any preconceived ideas or friends, as part of the first batch of Encompass group. Living together in the Nieuwe Rijn no. 97 was a solid experience that tested my ability to socialize with people and in the process I obtained great friends and companions. The people at the Encompass group have acted as true friends and great support. His works emphasize that economic history can guide future economic policy. Current problems in Indonesia were resulted from past policy failures. Indonesia needs to consistently embark on open economic policies, free itself from "colonial period mentality". Investment should be made in rebuilding crumbling infrastructure, improving the quality of health and education services, and addressing poor law enforcement. If current corruption persists, Indone- sia could not hope to become a dynamic and prosperous country. Keywords: Economic History; Colonial Period; Industrialization; Thee Kian Wie Abstrak Tulisan ini menelaah beberapakarya besar Thee Kian Wie, salah satu sejarawan ekonomi paling terhormat di Indonesia, mulai dari periode penjajahan hingga periode pasca-Orde Baru. Karya Beliau menekankan bahwa sejarah ekonomi dapat memberikan arahan dalam perumusan kebijakan ekonomi mendatang. Permasalahan yang dihadapi Indonesia dewasa ini merupakan akibat kegagalan kebijakan masa lalu. In- donesia perlu secara konsisten menerapkan kebijakan ekonomi terbuka, membebaskan diri dari "mentalitas periode penjajahan". Investasi perlu ditingkatkan untuk pembangunan kembali infrastruktur, peningkatan kualitas layanan kesehatan dan pendidikan, serta pembenahan penegakan hukum. Jika korupsi saat ini berlanjut, Indonesia tidak dapat berharap untuk menjadi negara yang dinamis dan sejahtera.

    1 BAB I PENDAHULUAN 1.1 Latar Belakang Penelitian Kolonialisme dan imperialisme di Indonesia merupakan masa-masa yang kelam bagi bangsa Indonesia. Kependudukan Belanda (1602-1942) maupun kependudukan Jepang (1942-1945) di Indonesia membuat negara Indonesia menjadi negara yang tidak mandiri justru tergantung kepada kebijakan-kebijakan Pemerintah Belanda maupun Pemerintah Jepang. Kenyataan yang harus dihadapi rakyat Indonesia pada masa itu ialah berjuang dengan berbagai cara baik secara fisik maupun non fisik untuk merebut kemerdekaan Indonesia dari tangan penjajah. Perjuangan bangsa Indonesia melawan penjajah pada abad ke-19 lebih banyak dilakukan dengan cara perlawanan fisik, dan perlawanan yang dilakukan lebih bersifat kedaerahan. Namun pada abad ke-20 setelah bangsa Indonesia menyadari pentingnya nasionalisme terdapat bentuk baru dalam merebut kemerdekaan Indonesia ialah dengan cara bersikap kooperatif maupun non- kooperatif, baik kepada Belanda maupun Jepang demi meraih kemerdekaan dengan menempuh jalan damai tanpa adanya kekerasan. Nasionalisme di Indonesia tidak dapat dipastikan kapan kemunculannya, namun kesadaran nasional dapat ditandai dalam sejarah Indonesia setelah berdirinya organisasi nasional yaitu Boedi Oetomo pada 20 Mei 1908. Organisasi Boedi Oetomo mendorong anggota-anggotanya untuk tetap berjuang meraih cita-cita agar martabat kaum pribumi tidak direndahkan oleh para penjajah. Seperti pernyataan yang dikutip dari J.Th. Petrus Blumberger (dalam Kahin, 1995, hlm. 84) mengenai kebijakan awal dari Boedi Oetomo berbunyi “Kaum muda seharusnya tetap menjadi motor yang mendorong ke arah kemajuan; kaum tua menjadi pengemudi yang dengan keahliannya mengemudi, tahu betul bagaimana menghindari batu-batu karang berbahaya agar kapal bisa selamat sampai ke pelabuhan”. Pada tanggal 17 Agustus 1945 perjuangan rakyat Indonesia melawan kolonialisme dan imperialisme akhirnya berujung kepada kemerdekaan bangsa Indonesia.

    Conclusion: Convergent Paths In November 1945, the President of the Republic of Vietnam, Hồ Chí Minh, sent a letter addressed to ‘the President of the Republic of Indonesia’, proposing that a joint declaration of solidarity to be made by Indonesia and Vietnam in the form of a ‘Preparatory Commission Struggling for a Federation of the Free Peoples of Southern Asia’. The letter, entrusted to an American journalist named Harold Isaacs, did not reach President Soekarno.1 It was handed to Vice-President Mohammad Hatta, who then passed it on to Prime Minister Sutan Sjahrir. Sjahrir discussed the offer with Soedjatmoko Koko, the interpreter to foreign correspon- dents of the Republican government, but told him that he would not reply and preferred just to ignore the letter. Sjahrir indifference sprang from his conviction that the situation in Indonesia and Vietnam were very different. The Indonesian nationalists were up against the Dutch, who were ‘a weak colonial power and could be defeated quickly.’ Hồ Chí Minh had to contend with the French, who could and would resist him for a long time. Furthermore, he looked askance at the fact that the DRV government depended on support from the communists, which was not the case in Indonesia. In conclusion, Sjahrir argued, ‘If we ally ourselves with Hồ Chí Minh, we shall weaken ourselves and delay Independence.’2 The story of the missed opportunity for cooperation between Vietnam and Indonesia3 as a result of Sjahrir’s ‘betrayal of the greater Asian revolution’,as 1Harold Robert Isaacs is the author of No Peace for Asia, which has been cited widely in this dissertation.

Melalui metode penelitian sejarah yang terdiri dari (1) heuristik, (2) kritik, (3) interpretasi dan (4) historiografi, peneliti menghasilkan sebuah karya mengenai Games Of The New Emerging Forces atau Ganefo antara lain, (1) latar belakang Soekarno menyelenggarakan Ganefo, (2) pelaksanaan Ganefo, (3) dampak pelaksanaan Ganefo bagi Indonesia. Ganefo sukses dilaksanakan pada 10 hingga 22 November 1963. Atlet Indonesia dalam Ganefo juga meraih sukses dengan menempati posisi kedua, dibawah RRT sebagai juara umum. Kesuksesan Ganefo membuat IOC mencabut skorsing yang telah dijatuhkan kepada Indonesia sehingga dapat kembali berpartisipasi dalam Olimpiade Tokyo 1964. Bagi Soekarno Ganefo adalah pijakan awal untuk menggalang kekuatan negara-negara yang tergabung dalam Nefo karena Indonesia berhasil mendapatkan perhatian dunia dan menjadi negara yang patut diperhitungkan eksistensinya. Indonesia dijadikan simbol bagi perlawanan terhadap imperialisme dan membuktikan dalam situasi keterbatasan mampu menyelenggarakan even bertaraf internasional dengan kesungguhan dan tekad untuk melakukan sesuatu yang bagi sebagian orang mustahil dilakukan, sesuai dengan semboyan Ganefo “On Ward! No Retreat!”, Kata Kunci : Soekarno, Ganefo, Politik Luar Negeri Abstract Ganefo is one of the historical events that are expected to foster a sense of nationalism and pride the next generation to continue the spirit of the fire that has been flamed Soekarno.

The Indonesia became more and more dependable on the foreign countries which brought influence to its political choice in regulating the Copyright Law in the following days. Indonesian copyright protection model which economic goal firstly based on the country’s Pancasila philosophy, evidently must subject to the will of the era that move towards liberal-capitalist. This era is no longer taking side to Indonesian independence goal to realize law and economic development based on Pancasila, especially the first, fourth, and fifth sila (Principle). The goal of law and economic development in Indonesia, regulated under the paradigm of democratic economy is to realize prosperous and equitable society based on Indonesian religious culture principle that can no longer be realized. Pancasila as the basis in forming legal norms in Indonesia functioned as the grundnorm which means that all the legal norms must be convenient and not to contradict the principles of the basic state philosophy of Pancasila. But the battle of foreign ideology in legal political choice through transplantation policy, did not manage to give the victory to Pancasila as the country’s ideology, but to give the victory to the foreign capitalistic ideology instead.
