NOTICE OF RACE

The Organizing Authority is the Peruvian Sailing Federation (FPV) with Yacht Club Peruano and 2019 Pan American Games Organizing Committee (COPAL)

ABBREVIATIONS Rules for which a standard penalty may be applied by the Race Committee and/or Technical SP Committee without a hearing or a discretionary penalty applied by the International Jury with a hearing. DP Rules for which the penalties are at the discretion of the International Jury. NP Rules that are not grounds for protest by a boat (This changes rule 60.1 (a)).

1. RULES 1.1 The Regatta will be governed by the rules as defined in the 2017-2020 Racing Rules of Sailing (RRS). 1.2 No national prescriptions will apply. 1.3 RRS Race Signal AP and 62.2 are changed as follows: Race Signal AP on times when displayed ashore and 62.2 on times to request redress on last racing day. The changes will appear in full in the Sailing Instructions. The Sailing Instructions may also change other racing rules. 1.4 Under RRS 87, class rules will apply except those ones related to conduct championships. 1.5 If there is conflict between languages, that one of the original version of the relevant document will take precedence. 1.6 For Medal Races, RRS Addendum Q, Umpired Fleet Racing, available on the World Sailing website will apply and changes a number of racing rules. A link to the version that is current when the regatta begins will appear in the Sailing Instructions. 1.7 RRS Appendix P, Special Procedures for Rule 42, will apply. 1.8 In all rules governing this regatta, both “athlete” and “competitor“ means a person competing or intending to compete in the event. The term “support team” means coaches, team leaders and other support personnel.

2. [DP] IDENTIFICATION AND ADVERTISING 2.1 Boats may be required to display advertising chosen and supplied by the organizing authority. If this rule is broken, World Sailing Regulation 20.9.2 applies. 2.2 Each day while racing the first, second and third boat in the series scores at the beginning on the day shall display a yellow, blue or red sticker on each side of the mainsail. Organizing Authority will supply the stickers and instructions for their use.

3. ELIGIBILITY AND ENTRY 3.1 The regatta is open for competitors from Member National Authorities (MNA) affiliated with National Olympic Committees (NOC) recognized by the International Olympic Committee (IOC) and the Pan-American Sports Organization (PASO). It is open for the following events:

Mixed means that the crew must include at least one athlete of the other gender.

3.2 For each event the entry quota is two boats per National Authority except that the host country may enter up to five boats per event. 3.3 World Sailing Eligibility shall apply. Each competitor shall be registered as a World Sailing Sailor on the World Sailing website. 3.4 Each competitor shall be a national of the country of the National Authority that enters the boat or endorses the person in charge. Each competitor shall present proof of his or her nationality when requested. 3.5 Eligible boats shall enter through their National Authority by completing the entry form in Appendix A and send it to [email protected] (Cc to [email protected]) together with proof of entry fee payment as per NoR 4.2 until 20 July 2018. Competitors under 18 years of age shall present a signed and completed parent (or guardian) consent and declaration form at on- site confirmation registration. 3.6 An entry is not complete until payment has been received according NoR 4.2 and the boat has confirmed registration at the venue as per NoR 6.1. Registration may include equipment and entry requirement checks. 3.7 For one person boats crew substitution is not permitted. For two person and three person boats crew substitution is not permitted except in case of proven accident or illness. 3.8 Coaches will be required to register on-site and pay an entry fee as per NoR 4.2, be insured and comply with local regulations. 3.9 The Organizing Authority may cancel an event a minimum of five entries has not been received until 20 July 2018. Competitors will be notified of cancelled events by email and posting on the event website www.fepevela.com. The entry fees for cancelled events will be refunded.

4. FEES 4.1 Fees are in US$ and include any local taxes: One person events US$ 300 Two and three person events US$ 400 Support boats (per person registered) US$ 100

4.3 Entry fees will only be refunded at the discretion of the Organizing Authority.

5. FORMAT 5.1 The regatta will consist of an opening series and, provided a minimum of five races have been completed in the opening series, a medal race or a medal series of three races for Kiteboards. For events with more than ten entries, the top ten competitors in the opening series will advance to the Medal Race/Series. For events with less than ten entries, the top five will go to the Medal Race/Series. 5.2 For each event the number of races and medal race/medal series will be as follows:

5.3 The format for any event may be changed in the Sailing Instructions to adapt it to the format chosen for the 2019 Pan American Games.

6. SCHEDULE 6.1 The schedule, including registration confirmation and racing, is as follows:

6.2 There will be no warning signal for the opening series after 17:30 on 24 August 2018 and no warning signal for a Medal Race after 17:30 on 25 August 2018. 6.3 The first meeting for team leaders/coaches is scheduled for 17:00 on 18 August 2018 at the Yacht Club Peruano in Paracas. From 20 August 2018, there will be a daily team leaders/coaches meeting at 10:00.

7. (DP) EQUIPMENT INSPECTION 7.1 Competitors shall provide copies of any measurement certificates required by class rules at the registration confirmation. The last sentence in RRS 78.2 is changed by replacing ‘event’ with ‘first series’. 7.2 This event is an International event for the purpose of RRS G1.1. 7.3 RRS G3 applies to chartered or loaned boats. 7.4 Boats shall be available for inspection any time during the event.

8. SAILING INSTRUCTIONS 8.1 The Sailing Instructions will be available no later than 10 August 2018 at www.fepevela.com.

9. VENUE 9.1 The regatta venue will be at Yacht Club Peruano in Paracas. The venue will be open from 08:00 to 18:00 from 13 August 2018 to 26 August 2018. 9.2 The race areas will be inside Paracas bay. The location of the racing areas are shown in NoR Appendix B. Additional course areas may be added by the Organizing Authority in the Sailing Instructions.

10. THE COURSES 10.1 The courses will be Windward/Leeward or Trapezoid. 10.2 The target times in minutes for the opening series and medal races are:

11. PENALTY SYSTEM 11.1 For the Women’s Skiff and Mixed Two Person Multihull, RRS 44.1 and RRS P 2.1 are changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty. 11.2 An International jury will be appointed in accordance with RRS 91(b). Its decisions will be final as provided in RRS 70.5.

12. SCORING 12.1 RRS Appendix A will apply. RRS B8 is deleted. 12.2 One race is required to be completed to constitute the regatta. 12.3 When less than six races in the opening series have been completed, no score shall be excluded. 12.4 In Medal Races, a boat’s score shall be double the number of points specified in RRS Appendix A4.1 and the score for that race shall not be excluded from the series score. 12.5 Ties in the series score between boats with different medal race point scores shall be broken in favour of the boat that scored better in the medal race. This changes Appendix A8. 12.6 The boats assigned to compete in the medal race will be ranked highest in the regatta except for a boat disqualified from the medal race under RRS 5, 6 or 69.

13. [DP] SUPPORT BOATS 13.1 Support boats shall display a flag with a number at all times while afloat clearly visible from both sides of the boat. The flags will be provided by the Organizing Authority.

14. [DP] BERTHING 14.1 All boats including support boats must be on site by 18:00 on 18 August 2018. 14.2 Boats shall be kept in their assigned places while they are in the Regatta Venue.

15. BOATS AND EQUIPMENT 15.1 The event is a “Bring your own boat”, so each competitor is responsible for providing their own boat and equipment. Competitors and MNA's wishing to charter a boat in the Lightning, Snipe, Sunfish, & Laser Radial classes should make all arrangements by their own, directly with the supplies listed in “Additional Information”.

16. HAUL-OUT RESTRICTIONS 16.1 Mixed Three Person Dinghy/Lightning boats shall not be hauled out from 18:00 on 18 August till the end of the competition except with the written permission of the Principal Race Officer.

17. [DP] DIVING EQUIPMENT AND PLASTIC POOLS 17.1 Underwater breathing apparatus and plastic pools or their equivalent shall not be used around Three Person Dinghy/Lightning boats between the preparatory signal of the first race and the end of the competition.

18. [DP] COMMUNICATION 18.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available for all boats.

19. PRIZES 19.1 Prizes will be awarded to the top three boats in each event.

20. [DP] MEDIA RIGHTS 20.1 By participating in the regatta athletes and support teams automatically grant to Organizing Authority and their sponsors the right in perpetuity to make, use and show, from time to time at their discretion, any motion pictures and live, taped or filmed television and other reproductions of the athlete during the period of the competition without compensation.

21 RISK STATEMENT 21.1 Athletes and support teams participate in the regatta at their own risk and they are reminded of the provisions or RRS 4, Decision to Race. Sailing is, by its nature, an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor and the responsible adult agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission; d) Their boat is in good order, equipped to sail in the event, and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organizer does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. g) It is their responsibility to familiarize themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for this venue or event, and to attend any safety briefings held for the event.

22. [NP] INSURANCE 22.1 Each “person in charge” (see RRS 46) shall hold a valid insurance certificate showing proof of third- party liability coverage of at least U$ 100,000 (or equivalent) per incident. 22.2 Each support boat shall have valid insurance including third-party liability coverage of at least US$ 100.000 (or equivalent) per incident. 22.3 The Organizing Authority is not responsible for verifying the status or validity of certificates.

23. AMENDMENTS TO THE NOTICE OF RACE 23.1 This Notice of Race may be changed. Changes will be posted here: www.fepevela.com.
