DECISIONS TAKEN BY WRITTEN PROCEDURE

Council lifts and modifies sanctions on

The Council today adopted measures lifting most of the sanctions on Iraq and leaving in place (in a modified form) some restrictive measures in accordance with Security Council Resolution 1486(2003) of 22 May. It adopted:

œ a Common Position on Iraq, repealing Common Positions 96/741/CFSP and 2002/599/CFSP (doc. 10828/03);

œ a Regulation on specific restrictions on economic and financial relations with Iraq, repealing Regulation 2465/1996 (doc. 10830/03)*.

These measures repeal all sanctions established by Security Council Resolution 661(1990) and subsequent resolutions, with the exception of those related to the sale or supply to Iraq of arms and related material other that that required by the occupying powers, the and the . The Council moreover welcomes the commitment by the Security Council and the occupying powers to help reconstruct Iraq and to assist the Iraqi people in moving towards the establishment of an internationallyœrecognised representative government.

Internet: http://ue.eu.int/ E-mail: [email protected] 11026/03 (Presse 195) 1 EN The sanctions are replaced with specific restrictive measures relating to the proceeds from all export sales of petroleum, petroleum products and natural gas from Iraq, and to trade in goods that are part of Iraq's cultural heritage. These also provide for the freezing of certain funds and economic resources, in particular those belonging to former Iraqi President Saddam Hussein and senior officials of his regime, and their transfer to the Development Fund for Iraq. The names and personal data relating to those persons are published in annex to the Regulation, and can be modified if necessary.

Council imposes further restrictive measures on Burma/

The Council today imposed restrictive measures against the military regime in Burma/Myanmar, in implementation of the strengthened sanctions introduced on 20 June†, in view of the further deterioration in the political situation there and the continuing serious violations of .

It adopted a Regulation (doc. 11005/03) extending the measures provided for under Regulation 1081/2001 so as to ban the provision to Burma/Myanmar of armsœrelated technical training and assistance, in addition to the more general arms embargo.

Implementation of the strengthened sanctions, provided for in Common Position 2003/297/CFSP, follows the grave concerns expressed by the Council, in particular at the arrest of Aung San Suu Kyi and other senior members of the National League for Democracy and the closure of NLD offices.

In the conclusions adopted at its meeting on 16 June, the Council further decided to postpone the Troika visit previously scheduled to take place before the end of October.
