PREFACE

The U.S. Department of Homeland Security Preparedness Directorate’s Office of Grants and Training requires that every State and Urban Area conduct a Multi-Year Training and Exercise Planning Workshop (TEPW) annually. As a result, the Houston Urban Area has conducted a Training and Exercise Planning Workshop (TEPW) and has since produced this Regional Training and Exercise Plan (RTEP).

The Houston Urban Area Regional Training and Exercise Plan is the roadmap to accomplish the goals described in the region’s Homeland Security Strategy. The Houston Urban Area has developed a comprehensive region-wide approach to homeland security planning, equipment purchases, innovative training, and realistic exercises to strengthen emergency prevention and response capabilities. Training and exercises play a crucial role in the UASI strategy, by providing the region a means of attaining, practicing, validating, and improving new capabilities.

Houston Urban Area Definition The Houston Urban Area is comprised of the City of Houston, Harris, Fort Bend, Montgomery, Galveston and Brazoria Counties. This area is entirely situated within the Houston‐Galveston Area Council (“H‐GAC”) region.

Per DHS guidance, UASI funding is only allowable for trainings and exercises that assist the Houston Urban Area in building an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism. For the purposes of this document, only multi-jurisdictional and regional trainings and exercises were captured.1 Local jurisdictions continue to train and exercise their first responders to build capabilities in the region. All non- terrorism related trainings and exercises listed in this plan are not eligible for UASI funding. Jurisdictions will need to research alternative funding sources for those trainings and/or exercises.

Purpose

The purpose of the RTEP is to provide a follow-on companion document to the Houston Urban Area Homeland Security Strategy. The plan is a living document that is updated and refined annually. The RTEP provides a roadmap for the region to follow in accomplishing the goals as described in the Houston Urban Area Homeland Security Strategy through effective trainings and exercises.

The RTEP will assist in the prevention of duplications of efforts, increase efficiency of training and exercises and ensure resources are not overextended during training and exercises.

Each goal is linked to a corresponding National priority, State priority, and, if applicable, an Improvement Plan (IP) action from a previous years’ After Action Review (AAR). The goal is further linked to the associated core capabilities that would facilitate accomplishment of the priority, and the training and exercises that will assist the region in achieving that priority.

Included in the RTEP is the training and exercise schedule, which provides graphic illustration of the proposed activities, scheduled for the years 2017-2020. This plan represents the natural progression of training and exercises that should take place in accordance with the progressive building-block approach.

Houston UASI

Purpose: To improve the region's capacity to prevent, protect against, respond to, and recover from acts of terrorism or other major disasters through the successful implementation of the Houston Urban Area Homeland Security Strategy.

Vision: The Houston Region will achieve and sustain the capacity to detect, prevent or mitigate, prepare for, respond to and recover from acts of terrorism and other disasters.

Methodology

Background Development of the RTEP included: ▪ Review of the 2016-2017 Regional Training and Exercise Plan ▪ Review of AARs and Improvement Plans (IPs) from previous years ▪ 2017 Regional Improvement Planning Workshop (IPW) ▪ 2017 Training and Exercise Planning Workshop (TEPW) ▪ Review and concurrence of this training and exercise plan by the UASI committees

Review of Regional/ Local AARs and IPs In preparation for the development of the RTEP jurisdictions and UASI committees reviewed AARs and/or Improvement Plans (IP). AARs/ IPs included both real-world events and exercises that ranged from 2009-2017.

Impacts of Hurricane Harvey Hurricane Harvey impacted many jurisdictions and agencies training and exercise plans. This resulted in some trainings and exercises to be cancelled, rescheduled, or refocused.

Regional Improvement Planning Workshop On October 24, 2017, the region conducted a Regional Improvement Planning Workshop. A copy of the agenda and roster can be located in Appendix C.

Regional Training and Exercise Workshop On November 7, 2017, the region conducted a Regional Training and Exercise Workshop. A copy of the agenda and roster can be located in Appendix D.

The Regional TEPW has produced a three-year training and exercise calendar for activities that are scheduled or proposed. See Appendix A: Multi-Year Training and Exercise Schedule.

Review and Concurrence A draft copy of the RTEP was disseminated to all UASI committees and jurisdictions for review and approval of their appropriate sections of the plan. After approval, the final draft RTEP will be sent to the Executive Committee for approval. After executive approval, this plan will be sent to the Texas Division of Emergency Management and FEMA via email.

Plan Maintenance The Training and Exercise Plan will be maintained by the Regional Collaboration Committee through the Training and Exercise Work Group, and updated on an annual basis. Updates to the training and exercise attachment are made as needed.

In order to align with Federal HSEEP guidance, the Houston UASI has chosen the following regional training and exercise priorities: ▪ Continue to train and exercise on existing UASI funded equipment and technology. ▪ Reduce the long-term vulnerability of the Houston Urban Area by filling identified and documented gaps with training and exercise. ▪ Improve the capabilities of the region through advance ICS courses and the continuation of existing and ongoing trainings within the region. ▪ Conduct a multi-year training and exercise workshop and improvement planning workshop on an annual basis. ▪ Validate existing regional plans and procedures through training and exercise.

Overview: To support a more cohesive regional approach to prevention, protection, mitigation, response, and recovery activities through multidisciplinary and multijurisdictional planning that is vertically integrated with state and federal planning efforts and the regional plans (where applicable), that facilitates coordinated training and exercises.

• Objective 4.5: Integrate and coordinate multiple methods to warn and keep the public and local leaders informed about emergencies in their communities.

• Objective 4.6: Ensure updated and validated emergency plans are in place at public agencies that provide vital public services, and encourage such planning within private entities.

• Objective 4.7: Ensure access to and adequate support for homeland security and emergency preparedness and response training across all agencies, jurisdictions, and disciplines.

Overview:

Enhance the region’s capability to prevent an act of terrorism through (1) coordinated intelligence and information-sharing, (2) improved threat recognition and reporting of suspicious activities to include chemical, biological, radiological, nuclear, and high-yield explosive (CBRNE) threats, and (3) enhanced cyber intrusion protection, detection, and reporting in the region.

The attached Regional Training and Exercise Schedule is a living document that presents our proposed calendar for the next three years (2017-2020). Dates, trainings, and exercises are subject to modification based on the region’s needs and availability. Training and exercises will be added as needed.

The Houston UASI Regional Training and Exercise Workgroup has developed the minimum standards for exercise classification. ▪ Local: A single jurisdiction (county or city). A county includes any cities that have signed on to the county plan. ▪ Regional: A minimum of two counties, or in lieu of one county, the exercise must have state or federal integration. ▪ Multi-Regional: Involves at least two Houston UASI jurisdictions as well as non-Houston UASI jurisdiction(s).

For information on types of exercises, please see Appendix F.

Appendix B: Technology Training and Exercise

ALERT FM

Overview: ALERT FM allows designated emergency management personnel to create and distribute targeted alerts and messages to emergency responders, citizens, and businesses. ALERT FM provides secure transmission o f a single point to multipoint messaging, layered by “need to know” groupings based on an existing communications infrastructure-the existing nationwide FM broadcast network. This system gives the Houston UASI region the ability to send emergency alerts via IPAWS.

Training Standards Users Do not have to be formally trained. There are slides on how to send a message available with step by step instructions for users upon request. Alert FM provides online AlertStudio tutorials for programming receivers and sending messages.

Training and Exercise Priorities ▪ Enhance regional crisis communications throughout the region ▪ Train all regional Alert FM users on proper Alert FM usage ▪ Ensure that Alert FM is functioning as it was intended ▪ Each jurisdiction must apply for FEMA IPAWS certificate and complete the FEMA 247a course

GIS Program

Overview: The UASI Technology Workgroup oversees the collaboration and coordination of GIS throughout the region and guides the region in collaborative GIS related projects to support the regional strategy. Overview The i-INFO system is an online platform that provides tools for information access, information management, communication, and collaboration between agencies. The system utilizes automated processes for collaborative use and to selectively and securely share information. The primary uses of the i-INFO program within the Houston UASI region include: badging and credentialing, volunteer management, resource management, evacuation and sheltering management, and mass prophylaxis management.

Training Standards Users ▪ No training required (i-INFO “users” are members of the public who interact with the website and enter contact information)

Training and Exercise Priorities ▪ There are no regional training and exercise priorities at this time.

Jetty

Overview The Regional Emergency Public Information System consists of software, plans, policies and people working to ensure uniform emergency communication with the public during an emergency, particularly a terrorist attack.

Per the Technology Governance, all Jetty users are required to complete regional Jetty Training before user permissions can be assigned for any regional Jetty site (once said training is available).

Training Standards

Training for Jetty is still under development, but will roughly follow the outline below. Site Guest ▪ No training required User ▪ Users are required to complete training specific to the role(s) they have on the Jetty site(s) they are Power Users for.

Site Administrator ▪ Site Administrators are required to complete specific training related to Administrative tasks, plus any training required of lower-level users. Regional Administrator ▪ Regional Administrators are required to complete specific training related to tasks of the Regional Administrator, plus any training required of lower-level users. Regional Administrators must then show proficiency and be approved by the Regional Collaboration Committee upon recommendation from the Jetty Workgroup.

Enhance Regional Emergency Public Information System ▪ Develop an Emergency Public Information Plan (EPIP) Training for regional Stakeholders and train stakeholders, deploy regional Jetty Training program for new Jetty users ▪ Conduct a discussions-based exercise on the EPIP, retrain existing Jetty user base according to Regional Jetty Training program ▪ Conduct an Operations based exercise on the EPIP Ensure regional Jetty system competence. • Train all regional Jetty users on proper Jetty usage • Develop Jetty Train-the-trainer program

WebEOC

Overview WebEOC increases the ability for response agencies to communicate during emergencies, on- going operations and special events. This program gives the Houston UASI region the ability to share significant events, manage resources, and task agencies in a more effective and efficient manner when responding to escalating incidents. The ability for WebEOC to function is contingent upon the proper training of users at various levels.

Training Standards Basic Users: Must complete a WebEOC 101 course prior to being granted access to the server; and complete a refresher course every three (3) years.

Sentinel: Sentinels must complete WebEOC Sentinel training and be approved by the WebEOC Work Group and complete a refresher course every three (3) years.

Sub-Admins: Sub-admins must be sentinels and must use the system and participate in the WebEOC workgroup meetings.

Board Builder access is granted by the WebEOC Administrator.

Regional WebEOC Programmer: The Regional WebEOC Programmer is required to complete specific training related to tasks of the programming, plus any training required of lower-level users. The regional WebEOC programmer must also maintain proficiency through ongoing continuing education related to WebEOC.

Regional WebEOC Administrator: The Regional WebEOC Administrator is required to complete specific training related to tasks of the Regional WebEOC Administrator, plus any training required of lower-level users.
