CHANGE OF BOUNDARIES - AND BUCHANAN COMMUNITY COUNCILS & , AND STRATHARD COMMUNITY COUNCILS

1 PURPOSE

1.1 To consider a request from Buchanan and Drymen Community Councils to alter their mutual boundary; and to consider a request from Callander and Trossachs to alter their mutual boundaries, and that between Trossachs and Strathard Community Councils.

2 SUMMARY

2.1 The Council has received a request from Buchanan and Drymen Community Councils to change their boundary. Similarly, Trossachs and Callander Community Councils have submitted a request that the Council consider an alteration to their mutual boundary. Trossachs Community Council have also requested a change in their boundary with Strathard Community Council.

2.2 In terms of the Council’s Scheme for the Establishment of Community Councils, such a decision must be taken by the Council.

3 RECOMMENDATION(S)

3.1 To agree the boundary changes requested by Drymen and Buchanan Community Councils in accordance with Map 1 (to follow).

3.2 To agree the boundary changes requested by Callander and Trossachs Community Councils in accordance with the attached map (Map 2)

4 CONSIDERATIONS

4.1 In June 1997, Stirling Council agreed its new Scheme of Establishment for Community Councils. In accordance with the Scheme any Community Council may apply to Stirling Council to alter its area by seeking changes to its boundary. Requests have been received from Trossachs and Callander Community Councils, and from Buchanan and Drymen Community Councils to alter their respective mutual boundaries. Trossachs Community Council have also asked to alter their boundary with Strathard Community Council. -2-

4.2 In terms of the Scheme’s provisions the Council is obliged to consult with the affected communities and the relevant Community Councils before coming to a decision.

4.3 The proposed change to the mutual boundary of Trossachs and Callander Community Councils is minor in scale and in terms of the number of residents affected. The initiative for the change has come from Trossachs Community Council who feel the proposed boundary is the natural one and this view is shared by the two households concerned and by Callander Community Council.

4.4 The proposed change to the boundary between Trossachs and Strathard Community Councils is, again, minor in scale and has been the subject of discussion and agreement between the Community Councils and residents concerned.

4.5 The proposed change to the Drymen and Buchanan Community Council boundaries has been suggested by the residents concerned, amongst whom a survey was taken by a Member of Drymen Community Council. Both Community Councils have written to Stirling Council in support of the proposed changes.

5 POLICY IMPLICATIONS

5.1 None.

6 CONSULTATIONS

6.1 The necessary consultations among the interested parties have taken place.

7 RESOURCE IMPLICATIONS

7.1 There are minor costs associated with the production of revised GIS maps.

Boundary Changes between Buchanan and Drymen Community Councils (Map 1 refers)

This change would result in a small number of electors moving out of the Drymen Community Council area and into the Buchanan Community Council area:-
