Stirling Council has been leading on migratory fish conservation within rod and line fisheries since 1999. Our aim is to offer affordable and accessible salmon fishing opportunities while promoting the conservation of salmon and sea trout. The purpose of this paper is to propose a price freeze on permit prices for the 2020 season, and review rules and regulations to ensure Stirling Council Fisheries implement changes so that conservation targets are met that are set out by Marine Scotland. Recommendations Planning & Regulation Panel is asked to: 1. agree a continued price freeze on all permits, carrying forward the 2019 permit prices to the 2020 season (see Appendix 1); and 2. agree the 2020 revised fishery rules (see Appendix 2). Resource Implications In 2017 the Fisheries Assessment was conducted by the Central Assessors, this contributed to the assessment being increased significantly for 2018 and the payment to the Forth District Salmon Fisheries Board raised from £43,000 to £52,000. Legal & Risk Implications and Mitigation The risk of not approving the above recommendations is that the category of the river Teith Special Area of Conservation could be further reduced from the proposed category 2 to category 3. This will mean Marine Scotland will implement a compulsory catch and release model on the river Teith Special Area of Conservation which covers our fishing in Callander and Stirling.

Minor roads elsewhere in our area (in particular Kirk Lane) sit lower on the Council’s priority list and are still in a poorly patched condition. Speeding in the Blair Drummond area remains a concern for the CC, particularly the danger this poses to children having to cross roads or waiting at the roadside for school buses. An action sits with the Stirling Councillors for our ward, to investigate what can be done in the way of traffic calming measures and to ensure children’s safety. The CC will seek to work with the schools’ Parent Councils to file for action under Stirling Council’s “Safe Routes to School” initiative. Proposals to introduce a 20mph speed limit in Thornhill are being supported by both Stirling Council and the CC. Police Matters Residents are reminded that at this time of year there is a tendency for doorstep crime (bogus callers and rogue traders) to increase.

    for Balquhidder, Lochearnhead and Strathyre Community Trust April 2020 Broch Field Feasibility Study Strathyre, Stirlingshire Broch Field Feasibility Study determined that the improvements to the landscape of the site, which can only be achieved through community ownership, would create an attractive Strathyre, Stirlingshire for BLS Community Trust and vibrant space which would balance with the additional burden of care required. These improvements would also have the potential to introduce additional use and income streams into the community. Summary The undertaking of a feasibility study to investigate potential for community ownership of the Broch Field, Strathyre, was awarded to Munro Landscape by the Balquhidder, Lochearnhead and Strathyre (BLS) Community Trust. Community surveys, undertaken by BLS, confirmed a strong desire to take ownership of the field, which is utilised as a ‘village green’ for the local area and hosts regular community events. Key themes emanating from the survey results were taken forward to this study for assessment for viability. A concept proposals plans was produced to explore the potential for a reimagining of the current use of the field and enhancement of existing features. This was developed alongside investigations into the viability of each aspirational project and detailed costings breakdown. Overall conclusions from this study are that the Broch field is a much- needed community asset, with regular use and potential for sensitive, low- key community development. Expansion of the current facilities would support both local the community and visitors to the village and area. Implementation of landscaping improvements can be undertaken in conjunction with the introduction of facilities for the provision of a motorhome stopover, which would assist in supporting the ongoing costs of managing the site.
