FLOODING: COMMUNITY FLOOD OPTIONS UPDATE FOR

1 SUMMARY

1.1 The community is at risk of flooding from the and small watercourses originating on the Crags. In April 2013 a Flood Optioneering report for Callander was presented to the Council. The threats from smaller watercourses and surface water exceedance have yet to be fully studied.

1.2 A benefit /cost assessment was completed for Callander, which was significantly less than unity, which will exclude it from funding from the Scottish Government. The Council will therefore have to fund in full any projects they wish to promote.

1.3 The Council allocated a total of £700k for flood mitigation works in its capital programme for 2014/15 and 2015/16 for Callander and Aberfoyle.

2 RECOMMENDATION (S)

The Environment & Housing Committee agrees:-

2.1 to the proposal of defending Callander to an intermediate level of flooding that is less than 1 in 200 year event by measures to be explored; and

2.2 to receive further updates from the Flood Officers as options are developed.

3 CONSIDERATIONS

3.1 The community have been consulted via the Callander Flood Advisory Group and the Chair of the Community Council. The community do not favour high walls and were more concerned with flooding events from the small watercourses than larger flood events from the River Teith (See Appendix 1). 3.2 It has been generally accepted by the community that a 1 in 200-flood scheme would not be appropriate or acceptable so a lower standard of protection should be considered. 3.3 Further consultation with the community via a public meeting was arranged for 30 April 2014 to determine what lower level protection measures would be acceptable. 3.4 In the longer term a Surface Water Management Plan will be developed for Callander in conjunction with Scottish Water. 3.5 Capital funding has already been approved by Council to protect the town from the river and the small watercourse flooding. 3.6 It should be noted that having implemented measures the risk of flooding and potential damage could be increased if the measures are not maintained. The community will still be at risk of flooding during periods that exceed the intermediate level of defence proposed.

3.7 It is unlikely that funding from Scottish Government, to carry out capital schemes, will be sufficient, in the six years of the Flood Risk Management cycle, to satisfy all of the needs of the flood alleviation schemes that the 14 Local Plan Districts will want to promote.

3.8 Stirling Council is unlikely to be in a position to take forward and commission a flood alleviation scheme, funded by the Scottish Government, within the first 6- year cycle of the Flood Risk Management Plan. This can only be changed if the design of schemes, such as Callander - are progressed immediately.

3.9 It is therefore likely that the majority of measures carried out by Stirling Council to alleviate flood risk will be revenue based or funded from its own capital resources.

3.10 Callander experiences annual local flooding from the small watercourse. This can be managed by continuing to improve the local infrastructure of culverts and pipes as well as carrying out regular revenue-based inspection and clearing works.

4.6 Note : The recent study undertaken by the Scottish Government ” Flood disadvantage in : mapping the potential losses in well-being” Stirling Council has been identified as having five ‘extremely flood disadvantaged neighbourhoods’ due to fluvial flooding.

4.8 Consultation with Callander Community Council, Callander Flood Advisory Group and the public continues.

4.9 Any flood scheme that the Council may wish to promote will have to go through the full rigours of the Planning Process, including further public consultations.

4.10 Further reports will be brought to the Council’s attention as the options for Callander are developed.
