1. Introduction

Aurecon (formerly Connell Wagner) has been commissioned by Indigo Shire Council to undertake a traffic, planning and economic analysis of potential heavy vehicle bypass routes around the town of Rutherglen. The project will effectively comprise two parts: Part I. Identify a short list of three to four possible routes for the heavy vehicle bypass. Part II. Identify from the short list one or two preferred short list options. This paper has been prepared within the course of undertaking Part I to identify a short list of three to four possible routes for use by heavy vehicles. One of the primary factors needed to be able to prepare a shortlist of appropriate heavy vehicle bypass routes is to have an understanding of heavy vehicle travel patterns in the area. To gain this understanding the following sources of information have been reviewed and assessed:  Historic traffic data as supplied by Indigo Shire Council;  New classified tube counts undertaken by Trans Traffic Surveys on behalf of Aurecon;  Origin-Destination Surveys undertaken at the main arterial routes into and out of Rutherglen by Trans Traffic Surveys on behalf of Aurecon;  Additional new tube count data as undertaken by Indigo Shire Council;  – Rutherglen – Barnawartha North Transport Study, VicRoads 2007; and  Traffic Impact Assessment on the Logic Freight Centre, Ratio Consultants, November 2008.

2. Survey Information

2.1 Survey Methodology Aurecon commissioned the following surveys:

 Tube count data at the following locations: − Murray Valley (Moodemere Street) (B400), between Killeens Lane and Butler Street; − Murray Valley Highway (Main Street) (B400), between Drummond Street and Bowling Green Lane; − Murray Valley Highway (B400), between Gills Road and Indigo Gooramadda Road; − Up River Road, just east of All Saints Road; − Rutherglen - Wahgunyah Road (C376), between Three Chain Road and Jacks Road; − Reid Street, at Warrens Lane; − Springhurst Road (C376), between Parkins Road and Kings Road; − Chiltern - Rutherglen Road (C377), between Jones Road and Cornishtown Road; − Chiltern - Road (C381), between Gooramadda Road and Weidners Road; − Chiltern - Howlong Road (C381), between Murray Valley Highway and Barnanwartha Road; − Gooramadda Road, between Mia Mia Road and Chiltern - Howlong Road; and − Barnanwartha Road (C378), between Stewarts Road and Bay Road.

 Origin – Destination counts between the following locations: − Murray Valley Highway (Main Street) (B400), immediately east of the intersection with Rutherglen Wahgunyah Road; − Murray Valley Highway (Howlong Street) (B400), between Reeve Street and Booth Street; and − Main Street (C376), immediately north-west of the intersection with Fortune Street.

Tube Count Data The tube count locations were chosen to match historic VicRoads count data. The locations were reviewed by Indigo Shire Council prior to installing the tubes. Tubes were laid between Thursday 19 February and Friday 20 February 2009 and were then checked on Saturday 21 February 2009. They subsequently collected data over a period of seven consecutive days. The tubes identified the following data:  Speed;  Vehicle movements; and  Vehicle classifications.

The full tube count data obtained by Aurecon is attached as Appendix A.

Origin Destination Count The origin destination survey was designed to identify movements between the main arterial routes. To obtain this information vehicles counts and number plate records were undertaken at each cordon point. Given the level of traffic travelling across each cordon point all vehicle movements were recorded rather than just a sample. Vehicles crossing each cordon point were divided into the following two categories:  Trucks (Austroads classification 3 and above); and  Cars and other vehicles.

This survey was conducted over a 12 hour period, from 07:00 to 19:00 on Thursday 19 February 2009. The OD survey results are attached as Appendix B.

Indigo Shire Council Counts Additional traffic volume data was supplied by Indigo Shire. These are based on tube counts that have been undertaken at various sites between November 2007 and September 2008. At each site, data was collected over a period ranging from one to three weeks. The results of these surveys are attached as Appendix C.

2.2 Survey Results

Vehicle Movements within Rutherglen The daily, AM peak and PM peak traffic movements through the centre of Rutherglen are set out within Figures 1 to 3 attached as Appendix D. It is noted that on the basis of the tube count data from Murray Valley Highway, approximately 88% of all vehicles and 80% of all truck movements occur between 6am and 6pm when. The OD survey period of 7am to 7pm is the highest 12 hour period when approximately 87% of all movements and 79% of truck movements occur.

All Vehicle Movements On the basis of the OD data the 12 hour and peak hour traffic volumes has been identified for each of the main roads serving Rutherglen, as indicated in Figure 2.1 and is set out in full in Appendix D and summarised in Table 2.1. It is noted that the OD survey points did not cover 24 hours and therefore equivalent 24 hour volumes have been calculated based on the 12 hour to 24 hour ratio exhibited by all feeder streets into Rutherglen.

From Table 2.1 it is apparent on the day of the survey approximately 6700 vehicles entered or exited Rutherglen through the cordon points of the survey area in a 12 hour period. Of these movements approximately 650 occurred in the AM peak hour (08:30 to 09:30) and approximately 760 occurred in the PM Peak Hour (15:00 to 16:00). The traffic movements given in Table 2.1 include both through trips and vehicles either going to or leaving the central area of Rutherglen. To identify through trips the origin-destination survey data has been analysed to identify vehicles either entering or exiting the study area within a 5 minute period, as indicated within Table 2.2.

From Tables 2.1 and 2.2 it is apparent that 60% of vehicles entering Rutherglen and 62% of vehicles exiting Rutherglen over the day (12-hours) is through traffic not stopping to visit the main shopping area of the town or significantly diverting off Main Street. Peak hour ‘through’ movements equate to between 48% and 57% of the total peak hour trips into or out of the town. The majority of through movements both daily (56%) and during peak periods (60%) passed through both Murray Valley Highway Cordon Points. Approximately 28% of through movements passed through the Murray Valley Highway western cordon point and Main Street (Fortune Street and Chiltern- Rutherglen Road) cordon point as indicated within the pie charts attached as Figure 2.1.

Table 2.3 above shows that on the day of the survey approximately 430 trucks entered or exited the cordon area over a 12 hour period. Of these, approximately 40 occurred during the AM and PM Peak hours (08:30 to 09:30 and 15:00 to 16:00). Table 2.3 includes both through trips and trucks either going to or leaving the central area of Rutherglen. As with the total traffic analayis, the truck data has been analysed to identify through trips summarised in Table 2.4 below.

A comparison of the data in Tables 2.3 and 2.4 shows that about 59% of trucks entering and 54% exiting Rutherglen over the day is ‘through’ traffic, that is not stopping in the central part of the town. Peak hour through movements make up between 30% and 70% of peak hour trucks entering or exiting central Rutherglen. The predominant through truck movement is along the Murray Valley Highway in either direction, which constitutes around 80% of through trips during the day, and about 75% during either peak period. A further 13% of daily through movements are between Murray Valley Highway at the north-western end of Main Street and Main Street South of the Town Centre, with the remaining 7% occurring between Murray Valley Highway / Howlong Street and Main Street south of the Town Centre. Overall through truck movements into and out of Rutherglen accounted for approximately 6% of all through movements.

Total Traffic In addition to counts within Rutherglen, Aurecon and Indigo Shire Council have undertaken a number of tube counts on the major routes around the town. On the basis of these surveys the daily and peak hour counts on major roads surrounding Rutherglen have been identified, as indicated in Table 2.5.

AustRoads Guide to Traffic Engineering Practice Part 2 – Road Capacity, defines the capacity of both rural and urban roads in terms of a level of service. Level of service A is considered to represent the best possible level of service and F represents the worst possible level of service, where flow breakdown occurs and queuing and delays result. The maximum daily traffic volumes within each level of service depends on a number of factors including type of road, driving conditions and peak to daily flow ratios. As a ‘rule of thumb,’ the AustRoads Guide indicates that roads on relatively level terrain where the peak to daily flow ratio is 0.1 (as in and around Rutherglen), the following vehicle movements apply for each level of service:

 Level of Service A 2400vpd;  Level of Service B 4800vpd;  Level of Service C 7900vpd;  Level of Service D 13,500vpd;  Level of Service E 22,900vpd; and  Level of Service F >22,900vpd.

Given the above and from the daily traffic volumes set out in Table 2.5, it is clear that traffic volumes around Rutherglen are generally well within typical values representing either level of service A or B, with even the busiest three roads carrying less than 3000 vehicles per day as indicated below:

 Rutherglen-Wahgunyah Road catering for between 2600 and 2700 vehicles per day;  Murray Valley Highway catering for 1800 to 2200 vehicles per day (it is noted this increases to between 2700 and 3200 within Rutherglen itself); and  Barnawartha Road catering for between 1900 and 2000 vehicles per day.

Truck Traffic Truck traffic in the area surrounding Rutherglen has also been identified and is summarised in Table 2.6.

From the truck traffic data it can been seen that there are some definite patterns of truck movements which are summarised below:

 There is a lesser, although still significant, route to the south of Rutherglen along Fortune Street and Chiltern-Rutherglen Road.

The ratio of truck movements to total movements ranges from a low of 8% on Rutherglen-Wahgunyah Road to a high of 22% on Three Chain Road south of Murray Valley Highway. It is noted that these percentages are much higher than the percentage of through truck movements into and out of Rutherglen.

3. Future Traffic Volumes

3.1 Factors Affecting Future Traffic Volumes There are a number of factors that influence future traffic volumes, however the primary factors include:  Changes to the road infrastructure;  Changes to development in the region; and  Natural growth on the road network as a result of population growth both local and regional.

The Truck Bypass Route for Rutherglen needs to represent a long term solution for trucks in the area. Therefore, for the purpose of this study Aurecon have been advised to consider a future scenario for both 2020 and 2030. Changes to the Road Infrastructure With the exception of the subject of this study (a heavy vehicle bypass), Aurecon have not been advised of any major road infrastructure changes in the vicinity of Rutherglen which may have an impact on traffic volumes in the region. Development in the Region The major development understood to occur around Rutherglen is the Logic Distribution Centre in Barnwartha. This development is currently partially complete with approximately 65,000sq.m of floor area operational on approximately 29ha of land by the end of 2008 (figure as provided in Ratio report dated 3 rd November 2008). This is anticipated to increase to 231,833sq.m on 113 ha of land by 2019 1, however ultimately Aurecon have been advised that Logic owns 360 ha of land and are currently in the process of trying to rezone 180ha within Indigo Shire Council to Industrial. Clearly then, by 2030 Logic could contribute significantly higher levels of truck movements than identified within the Ratio Report. Adopting the average growth rates of approximately 6ha of land per year and approximately 12,417sq.m of building envelope per year development levels identified within the Ratio Report, it is anticipated that by 2030, 179 ha of land containing apprpximately 368,420sq.m 2 of building area could be developed. Based on typical warehouse / industrial daily traffic generation rates for and NSW of 4 trips per 100sq.m and the truck generation rate of 0.74 trips per 100sq.m identified within the Ratio Report, the daily additional traffic due to growth in the Logic Facility has been calculated in Table 3.1. and 3.2. The majority of Logic traffic would utilise the Hume Freeway, however it is anticipated that approximately 10% would travel to the west along the Murray Valley Highway. A review of truck movements on and leading off the Murray Valley Highway suggests that Logic Traffic travelling west would split between Barnawartha Road and the Murray Valley Highway. Based on the current split proportion, Tables 3.1 and 3.2 set out the anticipated additional truck and total traffic generated by a fully completed Logic Distribution Centre.

Natural Growth Due to Population Increases For the purpose of this report natural growth in traffic has been split into two parts, overall growth in traffic volumes and heavy vehicle growth. Total Traffic Growth GHD and Meyrick have recently prepared a Draft Background Paper on the Hume Corridor Study, whilst centred round the Hume Freeway, this paper also considers other major road infrastructure in the area, including Murray Valley Highway. This paper indicates that the Murray Valley Highway is anticipated to experience a basic growth in traffic volumes of approximately 1% per annum up to 2016. This level of growth is not dissimilar to recent population growth in Indigo Shire of 1.3% per annum. Adopting a 1% growth rate up to 2030, would suggest an overall growth of approximately 24%. Heavy Vehicle Growth The Municipal Association of Victoria produced a Discussion Paper on Higher Productivity Vehicles in March 2009. This paper indicated that the domestic freight task on road and rail within Australia was anticipated to more than double from 268 billion tonnes to 523 billion tonnes between 2000 and 2020, this represents an average 3.4% increase per annum. However, this does not necessarily mean that freight traffic would increase in the same proportion.

The Discussion Paper states that to accommodate this growth in freight rail and higher productivity vehicles will be required, which in turn will lead to efficiencies in total truck movements. The paper does not provide a guide to the level of efficiencies that could be gained. However, assuming that a 20% efficiency can be gained, then it is anticipated that heavy vehicle growth could increase by approximately 2.7% per annum. Adopting this reduced rate it is anticiapted that truck traffic through Rutherglen could naturally increase by over 80% by 2030.

3.2 Future Traffic Volumes in and around Rutherglen Based on the above analysis the future traffic volumes in and around Rutherglen have been estimated for two design years 2020 and 2030. These volumes are set out within the spreadsheet attached as Appendix E and the Figures attached as Appendix F and is summarised in Tables 3.3 and 3.4 below.

3.3 Implications of Future Traffic Growth On the basis of the assessment of future traffic volumes in and around Rutherglen the following has been concluded:  Daily traffic volumes along Main Street through the centre of Rutherglen would equate to approximately 4000 vehicles per day by 2020 and 4800 vehicles per day in 2030, which is well within the capacity of the road;  Through movements within Rutherglen would equate to approximately 61% of all traffic entering the town and 62% of all traffic exiting the town;  Between 9 and 11% of all movements into and out of the town would be undertaken by trucks;  Through truck movements will equate to approximately 61% of truck movements into the town and 57% of truck movements out of the town; and  Traffic volumes on roads in the surrounding Rutherglen would not exceed recommended limits suggested to result in roads operating at Service Level B.

4. Summary and Conclusions

Traffic surveys have been undertaken within and around Rutherglen. On the basis of these surveys and documents identifying likely growth future traffic volumes have been estimated as indicated in Tables 4.1 to 4.3 below.
