While Council formally supports the objectives of the NEL project, I advise that the support of Maroondah Council has been conditional on appropriate traffic considerations being made with regard to the impact of the project on the Eastlink tunnels, the Ringwood Bypass and by extension the Ringwood Metropolitan Activity Centre. Council previously commissioned a review by O’Brien Traffic that considered the project in the context of the tunnels and impacts on Ringwood, and it was determined that without ancillary works to take traffic pressure off the Eastlink tunnels and the Ringwood Bypass, the project would potentially fail and have a major detrimental impact on the viability of the Ringwood Metropolitan Activity Centre. The O’Brien Traffic report attached to this submission details the basis for those concerns. Council’s concerns were previously forwarded to NELA and Council officers have met with NELA officers on these matters, however, to date Council has not received an appropriate response that addresses these concerns, including within the ESS. In support of this submission, the following documents have also been uploaded: o A submission letter signed by Council’s Mayor Rob Steane documenting the history of Council’s dealings regarding NEL, and outlining Council’s concerns current with the project; o Council Report September 2018; o O’Brien Traffic Review dated 12 September 2017; o Council letter to NELA (26 February 2018) and NELA response (14 March 2018); o Correspondence from Council on Bypass concerns (including technical reports); and o Minutes from MCC / NELA meetings 6 April 2018 and 30 April 2018. -

Funding South Gippsland's Significant Roads
Funding South Gippsland’s Significant Roads South Gippsland Shire Council will advocate for six significant road projects that would enhance the economic prosperity and liveability in South Gippsland. Advocacy efforts will be made to both the Victorian and Federal Governments to have the roads funded. The road projects identified include: • Leongatha Heavy Vehicle Alternate Route – Stage Two: Hughes Street, Leongatha • South Gippsland Highway – Coal Creek bends • Bass Highway – Leongatha to Anderson • South Gippsland Highway – Grassy Spur realignment • Strzelecki Highway – Crightons Hill realignment • Korumburra Streetscape – Commercial Street South Gippsland Shire Chair Administrator Julie Eisenbise highlighted the importance of having these roads funded for the South Gippsland community. “Our significant roads provide a vital connection for local businesses and residents as they conduct their everyday business. They also act as a gateway for visitors to our region who are ready to explore our natural wonders and local businesses. “Ensuring these roads remain in good condition can reduce additional freight costs, improve safety and provide a positive experience for our visitors who will be more likely to return. “We hope that the Victorian and Federal Governments are able to can support us in providing these wonderful projects for the community to improve our road network which in turn supports our local economy,” said Ms Eisenbise. Appendix O – Rehabilitation Plan GHD | Report for Latrobe City Council –Hyland Highway Landfill Extension, 3136742 Latrobe City Council Hyland Highway Landfill – Rehabilitation Plan Prepared By: Chandana Vidanaarachchi - Latrobe City Council Reviewed By: John Nolan - Nolan Consulting Pty Ltd 1 INTRODUCTION Hyland Highway Landfill is owned and operated by Latrobe City Council under the licence 25565 as amended on 17 August 2018 and issued by Environmental Protection Authority (EPA) Victoria. The landfill is licenced to accept putrescible waste, solid inert waste, asbestos waste of domestic origin and tyres shredded into pieces <250 mm into Cell 4 and Cell 5. The landfill is located at 64 Hyland Highway Loy Yang. It consists of 6 cells on a footprint of 8.2 Ha, with approved capacity of 960,000 cu.m. Landfill Cells 1, 2, 3A and 3B have been completely filled, Cell 4 is partially filled and waste is currently being accepted in Cell 5. Cell 6 is the final cell under the existing works approval. It is yet to be constructed. 2 STATUTORY REQUIREMENT 2.1 LICENCE CONDITION EPA Licence Condition LI_L22 states that You must implement a rehabilitation plan for the landfill. The plan must: a) be revised after each cell is full, if necessary; b) meet the requirements of Section 8 of Best Practice Environmental Management (BPEM), Siting, Design, Operation and Rehabilitation of Landfills (EPA Publication 788.3, released August 2015); c) set timeframes for placement of final capping of all completed cells, calculated from the date that the cell became full; and d) set timeframes for the progressive capture and treatment of landfill gas and leachate from each completed cell. -
Viable, Safe, Sustainable and Efficient Road Transport Industry’, My Submission Relates to the Following Items from the Terms of Reference B
Regarding the enquiry for a ‘viable, safe, sustainable and efficient road transport industry’, my submission relates to the following items from the Terms of Reference b. the development and maintenance of road transport infrastructure to ensure a safe and efficient road transport industry; e. the social and economic impact of road-related injury, trauma and death; h. the importance of establishing a formal consultative relationship between the road transport industry and all levels of government in Australia. My concern relates specifically to VicRoads granting permits for road trains and super heavy vehicles to travel from the top end of the state; i.e. Mildura and Robinvale Victoria etc to Melbourne and to Dooen etc along roads that are not designed for these size trucks and without passing lanes for hundreds of kms.. Below I have number of questions that relate to my concerns. What about passing lanes? There are none on the Calder Highway for 350kms from nth Hattah to Ravenswood (sth Bendigo) and the 240kms from nth Hattah to Dooen/Horsham. (involving the Calder, Sunraysia and Henty Highways. What happens with vehicles travelling at different speeds? Imagine a situation where a caravan is cruising at 80km/hr, followed by a road trains at its 90km/hr, followed by B Doubles at 100km/h and then a line of cars at 100km/hr; with north of Wycheproof at 110km/h; Without passing lanes for hundreds of kms it is a terrible risk to the public. Should there be consideration to the fact that the only public transport we have involves the same roads? We do not have a rail public transport system.
